HomeMy WebLinkAboutReso 1986-12628 RESOLUTION NO. 12628 RESOLUTION OF CITY COUNCIL OF THE CITY OF CHULA VISTA AUTHORIZING THE ISSUANCE OF A COASTAL DEVELOPMENT PERMIT FOR HAZARD INDUSTRIAL BUILDINGS The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City of Chula Vista Local Coastal Program (LCP) has been certified by the California Coastal Commission; and WHEREAS, said LCP includes coastal development procedures determined by the Commission to be legally adequate for the issuance of coastal development permits and the City of Chula Vista has assumed permit authority of the Chula Vista Coastal Zone; and WHEREAS, a public hearing was noticed and held on July 22, 1986, in accordance with said procedures; and WHEREAS, the City Council of the City of Chula Vista, as the "approving authority" has reviewed the Hazard Industrial Building development proposal. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista as follows: The City Council of the City of Chula Vista finds, based on the following findings, in accordance with Section 13311 of the CAC that the Hazard Industrial Building project, subject to conditions listed in the attached Exhibit A, is consistent with the policies of the certified Chula Vista Local Coastal Program: 1. The Certified Chula Vista LCP Land Use Plan designates the inland parcel subarea as not coastal-related, therefore, no adverse impact on shoreline access, water related recreational or visitor serving commercial, or marine resources are anticipated to occur due to the proposed development. 2. The site is not located adjacent to or near the coastline, therefore, will not obstruct any coastal views or vistas nor will the site development reduce the amount of parkland committed to the coastal area. 3. The project will not effect traffic circulation within the Bayfront interior or along the shoreline since the inland parcel subarea is physically removed from these coastal related areas. 4. Since the development entails a down slope adjacent to the Sweetwater River, as a requirement of the project's approval all drainage must be directed toward the City storm drain system to avoid run-off into the river. Also, the northern slope will be planted with native, drought tolerant vegetation with minimal disturbance to the existing slope which will provide erosion control, curtail the introduction of exotic wildlife to the native riparian vegetation, and will avoid potential siltation that could result from mass grading with machinery. The northerly slope shall be planted with native drought tolerant vegetation in lieu of non-native ornamental plant material. Said planting shall be conducted with minimal disturbance to the existing slope to avoid potential siltation that could result from mass grading with machinery. 2. The applicant is required to comply with all conditions of the Design Review Committee approval: a. The pad area north of building B shall be incorporated into the landscaping plans and should be coordinated with the City's Landscape Architect. b. The northerly slope shall be planted with native drought- tolerant vegetation in lieu of non-native ornamental plant material. The materials shall be approved by the City's Landscape Architect. c. Street improvements are required along Broadway and "C" Street, subject to approval of the City's Engineer. d. The project shall meet the requirements of the City's Fire Marshal as a standard development requirement. e. Modify the west and east elevations of building A per Planning staff sketch, with a note that the west elevation is to utilize cedar and glass between the columns. 3. The applicant is required to comply with all conditions required o by City Line Departments.
