HomeMy WebLinkAboutReso 1986-12637 RESOLUTION NO. 12637 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA REQUESTING $34,000 IN PLANNING ASSISTANCE FROM THE COASTAL COMMISSION The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council of the City of Chula Vista recognizing the problems and issues identified in the attached application for Coastal Zone Management Grant desires to provide for a planning study contributing to improved coastal planning, decision making, and management capability related to community development and growth; and, WHEREAS, the Community Development Department has developed an application package to deal with these development problems and issues; and the California Coastal Commission, under authority of the Government Code of the State of California, may provide planning and financial assistance for such a program. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista hereby requests the Coastal Commission to provide planning and financial assistance under authority of the Government Code of the State of California not to exceed the amount of $34,000. Such planning assistance is more particularly described in a project description that is attached as Attach- ment A and made a part of this resolution as if fully set forth herein. BE IT FURTHER RESOLVED that the Mayor is hereby authorized and empowered to execute in the name of the City of Chula Vista all necessary appli- cations, contracts, and agreements and amendments hereto to implement and carry out the purposes specified in this resolution. A VISI'A CC-660 July 21, 1986 TO: California Coastal Commission FROM: City of Chula Vista SUBJECT: LCP Implementation Grant Application The City of Chula Vista hereby applies for a Local Coastal Program (LCP) implementation grant from the California Coastal Commission for Master Planning and Construction drawings for the City's planned 11.4 acre shoreline park. Chula Vista's LCP Land Use Plan was certified in January 1985. Effective certification of the total LCP occurred in September 1985. SHORELINE PARK MASTER PLAN: 1/15/87 - 5/15/87 Through the request for proposal process the City of Chula Vista will hire a consultant to prepare a Master Plan for the planned 11.4 acre shoreline park. The Master Plan will implement the following open space goals detailed in the City's LCP: o provide a linkage between developed areas and marsh buffers for pedestrian and bicycle circulation o improve the visual quality of the shoreline by promoting uses which provide proper restoration, landscaping, and maintenance of shoreline areas The shoreline park Master Plan will also be consistent with the public access and recreation goals of Chapter 3, Articles 2 and 3 of the California Coastal Act (PRC 30210-30224). The cost for the preparation of the Master Plan is estimated at $40,000. SHORELINE PARK CONSTRUCTION DRAWINGS: 5/15/87 - 7/21/87 The City of Chula Vista will have construction drawings prepared to implement the Master Plan for the shoreline park. The estimate cost for the preparation of construction drawings for the shoreline park is $27,500. REV 8/85 INDIRECT COST RATE CERTIFICATION Indirect costs are described in Office of Budget Management Circular No. A-87 and the Guidelines for Grants Management manual prepared by the Coastal Commission. Indirect costs may include costs of space, equipment use, utilities, insurance, administration, etc. Such costs must not otherwise be treated as direct costs. In accordance with provisions of OMB Circular A-87 all counties, and some cities, will have prepared a Cost Allocation Plan which includes an indirect cost rate. This indirect cost rate provides a departmental rate based on a percentage of direct salaries and wages. The designated fiscal officer of any jurisdiction which has prepared a Cost Allocation Plan must complete the certification below if indirect costs are shown on the Local Coastal Program Budget Allocation Summary. For cities which do not have Cost Allocation Plans but wish to include indirect costs in their grant budget, materials describing the basis for the proposed indirect cost rate must be provided to the Coastal Commission along with this application.
