RESOLUTION NO. 12657
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING THE "OTAY VALLEY/PALM
AVENUE REORGANIZATION"
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, on November 6, 1985, the City Council adopted
Resolution No. 12239 initiating an application for the "Otay
Valley/Palm Avenue Reorganization", and
WHEREAS, this reorganization would involve the
annexation of approximately 242 acres presently within the City
of San Diego, and
WHEREAS, the reorganization will be a detachment from
the City of San Diego, and
WHEREAS, a public hearing was held as advertised on
August 5, 1986 and said hearing was thereafter closed, and
WHEREAS, on July 7, 1986, the Local Agency Formation
Commission adopted a resolution approving the reorganization.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby approve the "Otay Valley/Palm
Avenue Reorganization" to annex approximately 242 acres to the
City of Chula Vista which is currently within the City of San
Diego.

MAKING DETERMINATIONS AND APPROVING T~
"OTA¥ VALLEY/PALM AVENUE REORGANIZATION#
(CITY OF C~ULAVISTA)
On motion of Commissioner Nagel, seconded by Commissioner
Bailey, the following resolution is adopted:
WHEREAS, a resolution of application was submitted to this
Commission for reorganization of territory including annexation
to the City of Chula Vista and detachment from the City of San
Diego, which resolution was adopted by the City Council of Chula
Vista as Resolution No. 12411, dated March 20, 1986, pursuant to
Title 5, Division 3, commencing with Section 56000 of the
Government Code; and
WHEREAS, the territory proposed for reorganization is as
described in the application on file with the Local Agency
Formation Commission; and
WHEREAS, the Executive Officer of the Commission has filed
her report on said reorganization, which report was received and
considered by the Commission; and
WHEREAS, pursuant to Government Code Section 56828, the
Executive Officer of this Commission set a public hearing on the
proposed reorganization for July 7, 1986, and gave notice of the
date, time, and place of said hearing in accordance with Govern-
ment Code Sections 56834 and 56835;
NOW THEREFORE, BE IT RESOLVED, that this Commission hereby
finds, determines, and orders as follows:
(1) The hearing was held on the date set therefor, and due
notice of said hearing was given in the manner required by law.
(2) At that hearing the Commission called for, heard, and
considered all interested parties and read and considered the
report of the Executive Officer.
(3) The Commission adopts, pursuant to Section 15091 of the
State CEQA Guidelines, the mitigation measures included in the
resolution of approval of the City of Chula Vista for the impacts
identified in the~Environmental Impact Report prepared by the
City of San Diego, and certifies that the mitigation is within
the jurisdiction of the City of Chula Vista and not LAFCO because
the affected resources and services will be within the city
limits upon annexation.
(4) The Commission hereby approves the reorganization with
modified boundaries, as described in Exhibit A attached hereto.
(5) The boundaries of the territory as described in
Exhibit A are definite and certain.
(6) The boundaries of the territory do conform to lines of
assessment and ownership.
(7) The territory includes 242 acres and is ~ninhabited.
(8) The territory proposed to be reorganized is hereby
designated the "Otay Valley/Palm Avenue Reorganization" (City of
Chula Vista).
(9) The Commission hereby designates the City of Chula
Vista as the conducting authority and authorizes the City Council
to initiate proceedings in compliance with this resolution.
(10) The Executive Officer is hereby authorized and directed
to mail certified copies of this resolution as provided in
Section 56853 of the Government Code.

and Meridian, in the city of San Diego, County of San Diego, State of
California, according to United States Government Survey, approved Feb-
ruary 26, 1870, lying within the following described boundaries;
Beginning at the northeast corner of said northeast quarter of the
southeast quarter;
1. Thence south 0° 28' 33" west, 1341.12 feet along the easterly line
of said quarter-quarter to the southeast corner thereof;
