December 9, 2019

A Regular Meeting of the Sustainability Commission of the City of Chula Vista was called to order at 5:02 pm
by Vice Chair Richeson in Executive Conference Room #103, 276 Fourth Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Baugh, Korgan, Legaspi, Richeson and Chair Romo (arrived 5:13 pm)
ABSENT: Commissioners Matthias
STAFF PRESENT: Director of Economic Development Crockett, Chief Sustainability Officer Gakunga,
Environmental Sustainability Manager Wisniewski,-Environmental Services Manager Medrano, Sr. Fiscal
Office Specialist Rodriguez and Administrative Secretary Green.
APPROVAL OF MINUTES: Commissioner Baugh moved to approve the minutes from the October 14, 2019
meeting with a correction. The motion was seconded by Commissioner Gluyas-Guevara and carried with the
following vote:
Yes — 6 Baugh, Gluyas-Guevara, .Korgan, Legaspi, Richeson and Romo.
No -0
Commissioner Korgan moved to approve the minutes from the November 6, 2019 meeting. The motion was
seconded by Commissioner Legaspi and carried with the following vote:
Yes -5 Gluyas-Guevara, Korgan, Legaspi, Richeson and Romo
No -0

Carolyn Scofield, CCWG member, stated the posters from the CCA public forums were such a success
they will be taken to each of the 4 City of Chula Vista districts for future public meetings.
ACTION ITEMS
1. Resolution to change regular meeting location to Conference Room C-101
Commissioner Richeson moved to approve the change in regular meeting location to room C-101. The
motion was seconded by Commissioner Baugh and carried with the following vote:
Yes — 6 Baugh, Gluyas-Guevara, Korgan, Legaspi, Richeson and Romo.
No -0
2. Energy Efficiencies Ordinances
Commissioner Baugh moved to recommend to council with the following changes: check and refine the
definition of remodel, eliminate the requirement for vacancy sensors and add the word "sustainability"
to the ordinance title. The motion was seconded by Commissioner Korgan and carried with the

following vote:
Yes -6 Baugh, Gluyas-Guevara, Korgan, Legaspi, Richeson and Romo.
No -0
CHAIR COMMENTS
Chair Romo opened discussion regarding the plans of this commission for next year, 2020.
The regular meeting scheduled for January 13, 2020 will be cancelled.
STAFF COMMENTS
Coleen Wisniewski shared proposed calendar topics for the commissioners 2020 meetings, commission
meeting audio recordings are now on the Sustainability Commission website, new members are needed for the
CCWG and the Clean Sustainability Champion Award nominations will start in January. Chair Romo made a
motion to add an action item to the February meeting agenda to change the name from Clean Sustainability
Champion Awards to Sustainability Champion Awards. Commissioner Baugh seconded the motion and it was
carried with the following vote:
Yes — 6 Baugh, Gluyas-Guevara, Korgan, Legaspi, Richeson and Romo.
No -0
Manuel Medrano shared that recycling inserts "east as 1-2-3" will be added to Republic bills in 2020.
COMMISSIONER COMMENTS
Commissioner Legaspi gave a brief recap of the November CCWG meeting.
Commissioner Richeson recommends sending the Republic memo to City Council. Chair Romo motioned to add
an action item to the February meeting agenda, or a sooner special meeting agenda, to recommend sending
the Republic memo to City Council. Commissioner Richeson seconded the motion and it carried with the
following vote:
Yes — 6 Baugh, Gluyas-Guevara, Korgan, Legaspi, Richeson and Romo.
No -0
ADJOURNMENT
Chair Romo adjourned the meeting at 7:29 pm.
