HomeMy WebLinkAboutReso 1986-12699 RESOLUTION NO. 12699 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AUTHORIZING THE ISSUANCE OF A COASTAL DEVELOPMENT PERMIT TO NATIONAL AVENUE ASSOCIATES FOR GRADING AND FILLING The Ci~ Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City of Chula Vista Local Coastal Program ILCP) has been certified by the California Coastal Commission; and, WHEREAS, said LCP includes coastal development permitting procedures determined by the Coastal Commission to be legally adequate for the issuance of Coastal Development Permits and the Ci~ of Chula Vista has assumed permit authority over the Chula Vista Coastal Zone; and, WHEREAS, the public hearing was noticed and was held on September 2, 1986 in accordance with set procedures; and, WHEREAS, the City Council of the Ci~ of Chula Vista, as the approving authority, has reviewed the National Avenue Associates gradin9 proposal. NOW, THEREFORE, BE IT RESOLVED that the City Council of the Ci~ of Chula Vista finds, based on the following findings, in accordance with Section 13311 of the CAC, that the National Avenue Associates plan for filling and grading, subject to conditions listed in At~chment A, is consistent with the policies of the Certified Chula Vista Bayfront Local Coastal Program: 1. As proposed, the controlled fill will be consistent with the goal of the Certifiea LCP of importing earth to ensure buildin9 pads above the lO0-year flood level. 2. The project site is currently undeveloped and does not provide recreational facilities or access to recreational facilities. Therefore, the proposal, if undertaken, will not conflict or impact recreational or visitor-serving facilities. 3. The project will not interfere with traffic circulation as there are no existin§ public roadways on the project site and only construction-related trips will be generated. 4. The Statewide and Re§ional Interpretive Guidelines have been reviewed and the proposed development has been found to be in confomance with Public Access and Public Recreational policies of Chapter 3 of the Public Resources Co~e. BE IT FURTHER RESOLVED that the Ci~ Council of the City of Chula Vista subject to the conditions in Attachment A, hereby issues a Coastal Development~Permit for the National Avenue Associates' filling and grading.
