Neighborhood Districts,,similar to the recommendations in.the Nelson\Nygaard article"Releasing
the Parking Brake on Economic Development"(see Appendix Q,the provision of parking will be
considered to be on a voluntary basis for any retail or commercial use or for live/work units in the
Main Street and Residential Neighborhood Districts due to the expected availability of on-street
parking in the districts. This exemption will incentivize the inclusion of planned commercial uses
outside of the more traditionally formatted commercial districts in the Millenia plan. However, j
this exemption should not apply to any standalone commercial land uses within any of the
neighborhood districts. Those uses should be required to provide parking at the rates included in
this PMP.
As the project builds out, it will become increasingly important to efficiently manage parking
supply and use strategies to reduce parking demand. Opportunities for shared parking will be
created by the intensification of development over time and strategic development of structured
parking.Regional transit,a robust pedestrian and bicycle network will be implemented and present
additional opportunities to lower the parking rates.
The parking rates for this PMP are found in Appendix B. For any land uses not listed in Appendix
B,the developer will have options such as using a parking rate published by ITE,ULI, or the City
of Chula Vista Municipal Code for a similar land use, using the parking rate obtained from a
project-specific study,a case study, or conducting a parking survey at an existing site to determine
an appropriate parking rate. If the developer uses a parking rate not listed in Appendix B, the
developer will be required to submit a parking study to the City for review and approval as part of
the Design Review process.
2.1 Parking Management Plan Implementation /Administration
The Parking Management Plan(PMP)will be implemented by either the Master Developer,during
initial build out of the project,'or the Parking District Council ("PDC"). The PDC will be
responsible for implementing the PMP when the Master Developer is no longer an owner in the
project. For purposes of this PMP,the term Parking District Council ("PDC")refers to the Master
Developer or a formal Parking District Council, as applicable.
The Master Declaration,which has been recorded on the property, includes details on the role and
duties of the PDC. This document, and the provisions related to the formation of the PDC have
been approved by the City. The City has the option of participating in the PDC as an ad-hoc
member.
Appendix A contains an excerpt from the Form-Based Code outlining the Parking District Council
formation and responsibilities.
Section 3.0 and Section 4.0 includes further detail on implementation of the Parking Management
Plan, including the role of the Master Developer and PDC.
