RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING THE ESTABLISHMENT OF A
SOCIAL SERVICES OFFICE AT THE NORTHEAST CORNER
OF THIRD AVENUE AND QUINTARD STREET
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the applicant requests permission to establish
a San Diego County Department of Social Services office within a
5.79 acre commercial center located at the northeast corner of
Third Avenue and Quintard Street in the C-C zone, and
WHEREAS, this "unclassified use" may be considered for
location in any zone subject to City Council approval, and
WHEREAS, on July 9, 1986, the Planning Commission
adopted the Negative Declaration issued on IS-86-52, and
%~HEREAS, by a vote of 5-0 with one abstention and one
absent, the Planning Commission recommended that the City Council
adopt a resolution approving the request in accordance with
Planning Commission Resolution PCC-86-35.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista hereby adopts the Negative Declaration
issued on IS-86-52 and approves PCC-86-35 subject to the
following conditions:
1. A landscape and irrigation plan shall be submitted
for review and approval by the City's Landscape
Architect.
2. A sign plan and colors and materials palette shall
be submitted for review and approval prior to the
issuance of a building permit.
3. The facility shall be required to provide six (6)
handicap parking spaces and handicap access.
BE IT FURTHER RESOLVED that the City Council's approval
of PCC-86-35 is based upon the following findings:

1. The proposed location will provide the Department of
Social Services a larger and more centrally located
facility from which to serve residents within the
South Bay.
2. The site is located within a thoroughfare commercial
district and client activity areas are adequately
separated from adjacent residential area. The
proposed use will result in the upgrading of the
condition and appearance of the property, and will
generate less average traffic than a typical retail
commercial use. The parking proposed exceeds the
standard ordinance requirements.
3. Compliance with all applicable regulations and
conditions will be required before the issuance of
development permits for the project.
4. The General Plan contemplates the establishment of
public uses at appropriate locations within any zone
district in the City.

A. Project Setting
The project site consists of a 5.82 acre existing shopping center located
at the northeast corner of Quintard Street and Third Avenue (1367 Third
Avenue). -The site currently contains two satellite commercial buildings
and 46,440 sq. ft. of retail commercial floor space.
The site is currently urbanized and there are no endangered plant or
animal species in the project vicinity. No known earthquake fault traces
exist on or near the project site.
B. Project Description
The project involves the construction of 19,964 sq. ft. of building area
to be utilized in combination with 12,000 sq. ft. of existing building
area for a San Diego Department of Social Services Regional Office
Facility. The proposed facility will contain 175 employees and there are
346 on-site parkin§ spaces available.
C. Compatibility with Zoning and Plans
The proposed Social Services Office is a quasi-public land use permitted
at this location only by approCal of a Conditional Use Permit. Site plan
and architectural approval by the Zoning Administrator is required for the
proposed building addition and site remodeling.
D. Findings of Insignificant Impact
1. The proposed Social Services Office ~ill result in approximately 400
additional vehicle trips per day. No reduction in the level of
service of vicinity streets is anticipated and the project will not
have the potential to reduce the quality of the environment.
2. No adverse long-term environmental impacts are anticipated to result
from project implementation.
3. The expansion of the existing shopping center will not result in
significant cumulative impacts.

4. No adverse impacts are anticipated to. affect human beings through
implementation of the proposed project. The social services office
will have a beneficial effect for the public.

original, i.e., inclusion of the Montgomery community, updated population and
housing need projections, and the addressment of the homeless, which is a
regional problem and will require the cooperation of Chula Vista with other
entities within the County of San Diego. Miss Reid reviewed the goals,
objectives, statements of policy and the action programs to meet the needs of
the community. The element is in full compliance with the Government Code and
has received H.C.D. certification.
This being the time and place as advertised, the public hearing was opened.
As no one wished to speak, the public hearing was closed.
MSUC {Guiles/Carson) (6-0) to find that adoption of the Draft Chula Vista
Housing Element of 1986 will have no significant environmental impact and
adopt the Negative Declaration issued under IS-86-44.
MSUC {Guiles/Carson) (6-0) to adopt a resolution recommending that the City
Council adopt the Draft Housing Element of 1986 as a component of the Chula
Vista General Plan.
2. PUBLIC HEARING: CONDITIONAL USE PERMIT PCC-86-35; REQUEST TO ESTABLISH
A COUNTY DEPARTMENT OF SOCIAL SERVICES OFFICE AT THE
NORTHEAST CORNER OF THIRD AVENUE AND QUINTARD STREET -
JEROME NAVARRA
· ~ Commissioner Grasser announced that she would abstain from consideration or
action on this item due to a possible conflict of interest based on recent
business transactions with Jerome's. She left the podium and the Council
Chamber.
Principal Planner Lee displayed a plat of the site location and advised that
the application is a request to add 20,000 sq. ft. of new construction to a
building in an existing shopping center on the east side of Third, north of
Quintard. The County Social Services office would occupy the new construction
and 12,000 sq. ft. of the existing Jerome's building, for a total of 32,000
sq. ft. The remainder of the building would continue to be occupied by
Jerome's furniture. The county office will initially employ t75 people and
will expand to 212 employees. The function of the office is to administer
income maintenance aid to dependents, food stamps, and medical assistance, and
will be operated 8:00 to 5:00, Monday through Friday. The department serves
about 100 clients a day, and no more than 30 at one time, with a peak period
at the beginning of the month when those figures are increased to 200 a day
and 75 at a time. One or two security officers would be on the site to police
the parking lot. Parking spaces on the site will be restriped and the
circulation improved. There will be a total of 346 parking spaces. With 87
spaces required for the existing retail business, there will be about 260
spaces for this proposal, which is about twice the amount required for normal
office operation.

Mr. Lee noted in conclusion that:
1. this site is buffered well from residential development to the east;
2. the hours of operation are compatible with a residential area;
$. there is adequate onsite parking and foot transportation is available;
4. the site is of adequate size and there is no conflicting land use;
and,
5. the site will be upgraded by landscaping and the construction of the
new building.
Approval is recommended subject to three conditions listed in the report.
Mr. Lee advised that one letter of protest was received from a property owner
on the south side of Quintard, who opposed the land use change.
This being the time and place as advertised, the public hearing was opened.
Bruce Keeton, representing Jerome Navarra, expressed concurrence with the
Planning Department's recommendation and his desire to answer any questions
from the Commission.
As no one else wished to speak, the public hearing was closed.
MSC (Tugenberg/Carson) (5-0, Grasser abstained) to find that this project will
have no significant environmental impacts and adopt the Negative Declaration
issued on IS-86-52.
MSC (Tugenberg/Carson) (5-0, Grasser abstained) based on findings contained in
the report, to adopt a motion to approve the request, PCC-86-35, to establish
a County Department of Social Services office at the northeast corner of Third
Avenue and Quintard Street, subject to conditions a, b, and c, as stated in
the report.
Commissioner Grasser returned to the podium.
3. PUBLIC HEARING: PCM-86-30; CONSIDERATION OF AN AMENDMENT TO THE
EASTLAKE I PLANNED COMMUNITY DISTRICT REGULATIONS -
EASTLAKE DEVELOPMENT COMPANY
Principal Planner Lee advised that this request applies to the two RS-5
residential districts in the EastLake development; these were pointed out on a
locator plat. The regulations presently call for lO ft. and 3 ft. side yards,
which coincides with the traditional R-1 standards in the city. The area in
the two RS-5 districts totals about 55 acres and contains 187 lots. The
developers are requesting a change to 5 ft. and 5 ft. side yards on some of
the lots to allow for the construction of 3-car §arages in order to provide

GRANT A CONDITIONAL USE PERMIT TO ESTABLISH A SAN
DIEGO COUNTY DEPARTMENT OF SOCIAL SERVICES OFFICE

WHEREAS, a duly verified application for a conditional use permit was
filed with the Planning Department of the City of Chula Vista on June 17,
1986, by Jerome Navarra, and
WHEREAS, said application requested permission to establish a San
Diego County Department of Social Services Office within a 5.79-acre
commercial center located at the northeast corner of Third Avenue and Quintard
Street in the C-C zone, and
WHEREAS, the Plannin9 Commission set the time and place for a hearing
d conditional use permit application and notice of said hearing,

feet of the exterior boundaries of the property at least ten days prior to the
hearing, and
WHEREAS, the hearing was held at the time and place as advertised,
namely 7:00 p.m., July 9, 1986, in the Council Chambers, 276 Fourth Avenue,
before the Planning Commission and said hearing was thereafter closed, and
WHEREAS, the Commission found that the project would have no
significant environmental impacts and adopted tile Negative Declaration issued
on IS-86-52.
NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING COMMISSION finds as
follows:
1. That the proposed use at the location is necessary or
desirable to provide a service or facility which will contribute to
the general well being of the neighborhood or the con~nunity.
The proposed location will provide the Department of Social
Services a larger and more centrally located facility from which
to serve residents within the South Bay.
2. That such use will not under the circumstances of the
particular case, be detrimental to the health, safety or general
welfare of persons residing or working in the vicinity or injurious
to property or improvements in the vicinity.
The site is located within a thoroughfare commercial district,
and client activity areas are adequately separated from adjacent
residential areas. The proposed use will result in the
upgrading of the condition and appearance of the property, and
will generate less average traffic than a typical retail
commercial use. The parking proposed exceeds the standard
ordinance requirements.
2. That the proposed use will comply with the regulations and
conditions specified in the code for such use.
Compliance with all applicable regulations and conditions will
be required before the issuance of development permits for the
project.
4. That the granting of this conditional use permit will not
adversely affect the general plan of the City or the adopted plan of
any government agency.
The General Plan contemplates the establishment of public uses
at appropriate locations within any zone district in the City.
BE IT FURTHER RESOLVED THAT THE PLANNING COP~qISSION recommends that
the City Council adopt a resolution granting the conditional use permit,
subject to the following conditions:
1. A landscape and irrigation plan shall be submitted for review
and approval by the City's Landscape Architect.
2. A sign plan and colors and materials palette shall be submitted
for review and approval prior to the issuance of a building
permit.
3. The facility shall be required to provide six {6) handicap
parking spaces and handicap access.
That a copy of this resolution be transmitted to the applicant and
the City Council.
