SPECIAL MEETING OF THE HEALTHY CHULA VISTA ADVISORY COMMISSION OF THE CITY OF CHULA VISTA Monday, February 3, 2020 City Hall, Conference Room B111/112 3:30 p.m. 276 Fourth Avenue, Building C Chula Vista 91910 CALL TO ORDER ROLL CALL: Commissioners Cruz, de Murguia, Jimenez, Martinez, Melgoza, Quiroz, Vice Chair Partida-Lopez CONSENT CALENDAR The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be removed for discussion. If you wish to speak on one of these items, please fill out a “Request to Speak” form and submit it to the Secretary prior to the meeting. Items pulled from the Consent Calendar will be discussed immediately following the Consent Calendar. 1. APPROVAL OF MINUTES FROM October 10, 2019 RECOMMENDED ACTION: Review Attachment 1 and approve minutes. 2. APPROVAL OF MINUTES FROM October 10, 2019 (Joint Meeting with Human Relations) RECOMMENDED ACTION: Review Attachment 2 and approve minutes. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. ACTION ITEMS The Item(s) listed in this section of the agenda will be considered individually by the Board/Commission and are expected to elicit discussion and deliberation. If you wish to speak on any item, please fill out a “Request to Speak” form and submit it to the Secretary prior to the meeting. 3. PROPOSED TOBACCO/VAPING PROHIBITIONS Staff from Healthy Chula Vista will provide an overview of draft amendments to Chula Vista Municipal Code 5.56 – “Tobacco Retailer”, that would prohibit the sale of flavored tobacco products and e-cigarette products without FDA pre-market approval. RECOMMENDED ACTION: Commission review Attachment 3 and provide an advisory recommendation to City Council on the adoption of amendments to an ordinance to establish Vaping and Flavored Tobacco Prohibitions. 4. HEALTHY & SUSTAINABLE MEETING POLICY Staff from Healthy Chula Vista will provide an overview of the draft policy regarding food procurement and use of sustainable serving ware to promote healthy and sustainable meetings on city facilities and city hosted in the community. RECOMMENDED ACTION: Commission review Attachment 4 and provide an advisory recommendation to City Council on the adoption of a Healthy & Sustainable Meeting Policy. 5. ANNUAL HEALTH HEROES AWARD Staff from Healthy Chula Vista will provide an overview of the draft documents and criteria for establishing an annual award program. RECOMMENDED ACTION: Commission review Attachment 5 and provide staff feedback to finalize the award program. 6. REGULAR MEETING TIME AND DATE Staff from Healthy Chula Vista will open discussion around the frequency, time and day of meetings to ensure maximum participation at future meetings. RECOMMENDED ACTION: Commission discuss with staff and direct them to prepare a resolution for the next meeting with a revised schedule for meetings. OTHER BUSINESS 7. STAFF COMMENTS 8.
