CONSIDERATION OF REQUEST FOR EXCUSED ABSENCE Request for excused absence from Commissioners Godinez, Kean-Ayub, Zadah and Vice-Chair Gonzalez for the October 10, 2019 Special Human Relations Commission meeting. Staff recommendation: Commission excuses the absences. 2. APPROVAL OF MINUTES FOR OCTOBER 10, 2019 SPECIAL JOINT MEETING AND SPECIAL HUMAN RELATIONS COMMISSION MEETING Staff recommendation: Commission approves minutes. PUBLIC COMMENTS None. ACTION ITEMS Due to presenter availability, the following items were not presented in this order. 1. SAN DIEGO COUNTY DISTRICT ATTORNEY’S OFFICE District Attorney Summer Stephan provided an overview of initiatives of her office surrounding mental health, elder abuse and human trafficking. 2.EMERGENCY PREPAREDNESS Fire Department’s Emergency Services Coordinator, Marlon King provided an overview of the City’s Emergency Preparedness Plan and the Partner Relay system. Commissions were interested in hearing further information from the county regarding cross-border communication during emergencies and public health crisis. 3.CENSUS 2020 Housing staff Angelica Davis and Margarita Holguin, Executive Director of the Chula Vista Community Collaborative, provided an overview of the City’s Census 2020 efforts and solicited input from the group on outreach. 4.DISCUSSION AND APPROVAL TO CO- HOST AN LGBTQ+ TRAINING WORKSHOP AND RESOURCE FAIR ON JANUARY 13, 2020, IN COLLABORATION WITH OUR SAFE PLACE, HEALTHY CHULA VISTA COMMISSION, HUMAN RELATIONS COMMISSION AND CULTURAL ARTS COMMISSION INCLUDING ESTABLISHING AN AD HOC COMMITTEE Staff requested that the commissions each nominate two people to provide support for an ad- hoc committee to assist in the planning of the January 13th event. The following commissioners volunteered: Melgoza (HCVAC), Gutierrez (HRC) and Felix (HRC). HCVAC suggested we also ask Commissioner Cruz whom was not present from HCVAC. PURPOSE The City of Chula Vista is committed to promoting and building awareness of community events and activities that are Sponsored/Endorsed/Coordinated/Planned by City staff. This Policy outlines the process for promoting events that occur within City limits. II. POLICY It is the Policy of the City to ensure that community awareness and access to information about events and activities that are Sponsored/Endorsed/Coordinated/Planned by City staff are promoted to the widest possible audience. The types of events include City Sponsored and Endorsed Events (e.g., Chula Vista Starlight Parade (Sponsored), Veterans Parade (Endorsed) or events/activities such as the Community Fun Run, Master Composter Class, Kinder Bootcamp, Public Workshops/Forums (Community Events). A. DEFINITIONS Community Event - An event Coordinated/Planned by City staff and supported by a department, team, commission or City Council. Sponsored Event - An event in which the City provides underwriting, significant staff support and/or services as well as funding from the General Fund. A majority of the City Council must vote to “Sponsor” a special event unless an appropriation is necessary, which requires a 4/5th vote of the City Council. Staff will endeavor to place the event notice on the City Calendar at www.chulavistaca.gov/calendar 30 days in advance of the event or when event is confirmed, whichever is sooner. b.
