RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA, CALIFORNIA~ CALLING AND GIVING
NOTICE OF THE HOLDING OF A SPECIAL MAIL BALLOT
ELECTION TO BE HELD IN SAID CITY ON TUESDAY,
DECEMBER 16, 1986, FOR THE PURPOSE OF SUBMITTING
TO THE QUALIFIED ELECTORS OF CHULA VISTA, A VOTE
ON THE RENT CONTROL INITIATIVE
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, pursuant to the provisions of Section 5 of
Article XI of the Constitution of the State of California and the
Elections Code of the State of California, the City Council of
the City of Chula Vista, being the legislative body thereof,
hereby submits to the qualified electors of said City at a
special mail ballot election to be held in said City on Tuesday,
December 16, 1986 a vote on an initiative to establish rent
control in mobile homes within the City of Chula Vista as
hereinafter set forth.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CHULA
VISTA, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND
ORDER AS FOLLOWS:
Section 1. That pursuant to the requirements of the
State Constitution and the Elections Code of the State of
California, there shall be and there is hereby called and
ordered, held in said City on Tuesday, December 16, 1986, a
special mail ballot election for the purpose of submitting to the
qualified electors of said City a vote on an initiative to
establish rent control in mobile homes in the City of Chula Vista.
Section 2. That said City Council, pursuant to its
right and authority so to do, does hereby determine that there
shall be and there is hereby ordered submitted to the qualified
electors of said City at said special mail ballot election the
following question to-wit:

Should this initiative be approved to!
establish a rent control commission and
rent control in mobile home parks YES
limiting automatic annual increases in
rent to thirty percent (30%) of the
annual increase in social security and
requiring a hearing before a commission
for any increases in rent above this NO
limit with an absolute maximum rent
increase equal to the total increase in
social security.
A punched hole placed in the voting square after the
word "YES" in the manner hereinbefore provided shall be counted
in favor of the adoption of the question. A punched hole placed
in the voting square after the word "NO" in the manner
hereinbefore provided shall De counted against the adoption of
the question.
Section 3. That the ballots to be used at said election
shall be, both as to form and matter contained therein, such as
may be required by law to be used thereat.
Section 4. That the City Clerk of said City is hereby
authorized, instructed and directed to procure and furnish any
and all official ballots, notices, printed matter and all
supplies, equipment and paraphernalia that may be necessary in
order to properly and lawfully conduct said election.
Section 5. Mail ballots may be marked and returned any
time after receipt but no mail ballots postmarked after twelve
o'clock on December 16, 1986 shall be accepted.
Section 6. That in all particulars not recited in this
Resolution, said election shall be held and conducted as provided
by law for holding municipal elections in said City.
Section 7. That notice of the time and place of holding
said election is hereby given and the City Clerk is hereby
authorized, instructed and directed to give such further or
additional notice of said election, in time, form and manner as
required by law.
Section 8. That the City Clerk shall certify to the
passage and adoption of this Resolution; shall enter the same in
the book of original Resolutions of said City; and shall make a
minute of passage and adoption thereof in the records of the pro-
ceedings of the City Council of said City, in the minutes of the
meeting at which the same is passed and adopted.

NOTICE TO ELECTORS OF DATE AFTER WHICH NO
ARGUMENTS FOR OR AGAINST THE CITY INITIATIVE
MAY BE SUBMITTED TO THE CITY CLERK
NOTICE IS HEREBY GIVEN that the Special Mail Ballot is to be held
on Tuesday, December 16, 1986 in the City of Chula Vista,
California at which there will be submitted to the qualified
electors of said City the following:

NOTICE IS FURTHER GIVEN that pursuant to Chapter 3, Division 5,
Section 5016 of the Elections Code of the State of California, if
more than one argument for or more than one argument against this
Initiative is submitted to the City Clerk within the time
prescribed, the City Clerk shall select one of the arguments in
favor and one argument against the Initiative for printing and
distribution to the voters. In selecting the argument, the City
Clerk shall give preference and priority in the order named to the
arguments of the following:
(a) The legislative body or member or members of the
legislative body authorized by that body.
(b) The individual voter or bonafide association of citizens,
or combination of voters and associations, who are the
bonafide sponsors or proponents of the Initiative.
(c) Bonafide associations of citizens.
(d) Individual voters who are eligible to vote on the
Initiative.
NOTICE IS FURTHER GIVEN that based on the time reasonably
necessary to prepare and print the arguments and sample ballots
and to permit the 10-calendar day public examination as provided
by the Elections Code, the CITY CLERK HAS FIXED 5:00 P.M. ON
TUESDAY, SEPTEMBER 30, 1986 AS THE REASONABLE DATE PRIOR TO THE
ELECTION AFTER WHICH NO ARGUMENTS FOR OR AGAINST SAID INITIATIVE
MAY BE SUBMITTED TO HER FOR PRINTING AND DISTRIBUTION TO THE
VOTERS.
Arguments shall be submitted to the City Clerk at City Hall, 276
Fourth Avenue, Chula Vista, California. Arguments may be
withdrawn or changed to and including the time and date set forth
hereinabove as the deadline for filing.
