CITY COUNCIL OF THE CITY OF CHULA VISTA
JUNE 9, 2003 4:00 P.M.
An Adjourned Regular Meeting of the City Council of the City of Chula Vista was called to
order at 4:06 p.m. at the Corporation Yard conference room, 1800 Maxwell Road, Chula Vista,
California.
ROLL CALL:
PRESENT: Councilmembers Davis, McCann, Rindone, Salas, and Mayor Padilla
(Mayor Padilla arrived at 4:10 p.m.)
ABSENT: Councilmembers: None
ALSO PRESENT: City Manager Rowlands, City Attorney Moore, and City Clerk

The purpose of the workshop was to review portions of the proposed Fiscal Years 2004 and 2005
budgets relating to the Council's strategic theme of providing strong and safe neighborhoods.
Staff from various departments made presentations on the following topics:
1. OVERVIEW - Police Chief Emerson
2. POLICE SERVICES AND CRIME PREVENTION EFFORTS - Police Chief Emerson
3. SCHOOL SAFETY PROGRAMS
A. School Resource Office Program - Police Chief Emerson
B. STRETCH and DASH Programs - Educational Services Manager Schofield
C. Middle School Program - Director of Recreation Martin, Recreation Supervisor

4. F1RE AND EMERGENCY MEDICAL SERVICES AND FIRE PREVENTION
EFFORTS - Fire Chief Perry
With regard to Item 4, Mayor Padilla indicated that the ladder truck and crew need to be
deployed to Fire Station 7 in the eastern part of the City as soon as possible and practical,
hopefully prior to September 2004.
Mayor Padilla left the meeting at this point, 5:30 p.m.
5. NEIGHBORHOOD REVITALIZATION THROUGH ENFORCEMENT

With regard to Item 5C, Deputy Mayor Rindone asked staff to review the property maintenance
section of the Municipal Code and bring back proposed revisions for Council consideration. He
also suggested a code enforcement hotline that would be appropriately publicized to the public,
similar to the pothole hotline, and that staff bring the issue to Council for discussion; and that,
once new staff are added, Saturday code enforcement, such as garage sales, be conducted every
weekend, rather than once a month. Councilmember Rindone also requested the City Attorney
to forward information to the Council regarding the City's ability or inability to regulate the
number of residents occupying the same residence; and he asked that Code Enforcement staff
provide the Council with a summary of the major code cnforeement focus points that xvill be
targeted with the addition of new staff, along with periodic progress reports thereafter.

ADJOURNMENT
At 6:53 p.m., Councilmember Salas adjourned the meeting to the Regular Meeting of June 10,
2003, at 6:00 p.m. in the Council Chambers, and thence to the Adjourned Regular Meeting of
June 11, 2003, at 4:00 p.m. at the Corporation Yard, and thence to the Adjourned Regular
Meeting of June 12, 2003, at 4:00 p.m. at the Corporation Yard.
