Notice is hereby given that the Housing Advisory Commission of the City of Chula Vista has
called and will convene a Regular Meeting on Wednesday, July 24, 2019 in Conference Room
B129, located at 276 Fourth Avenue, Building C, Chula Vista, California to consider the
item(s) on this agenda.

CALL TO ORDER

CONSENT CALENDAR
The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without
discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be
and submit it to the Secretary prior to the meeting. Items pulled from the Consent Calendar will be discussed
immediately following the Consent Calendar.
1. APPROVAL OF MINUTES FROM October 23, 2019
Staff recommendation: Review Attachment 1 and approve minutes.

2. CENSUS 2020
City staff will provide an overview of Census 2020 and orts to ensure
all in our community are counted.
RECOMMENDED ACTION: Commission hear the presentation and discuss.
3. CONSOLIDATED PLAN 2020-2025
City staff will provide an overview of the Consolidated Plan for 2020-2025 for housing and
community development needs.
RECOMMENDED ACTION: Commission hear the presentation and discuss.
4. 2020 LEGISLATION LANDLORD/TENANT & FAIR HOUSING
City staff will provide an overview of 2019 legislation Tenant Protection Act of 2019 (AB 1482)
and Housing Discrimination-Source of Income (SB 329) providing protections for residential
tenants.
RECOMMENDED ACTION: Commission hear the presentation and discuss.
5. ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING
City staff will provide an overview the regional Analysis of Impediments to Fair Housing
and current outreach efforts.
RECOMMENDED ACTION: Commission hear the presentation and discuss.
6. COMMUNITY ENGAGEMENT
City staff will provide an update of current efforts to examine current practices and processes
to engage the community in decision making.
RECOMMENDED ACTION: Commission hear the presentation and discuss.
7. HOUSING ADVISORY COMMISSION RESOLUTION FOR A CHANGE IN
MEETING TIME TO 6:00 PM
Consideration of the adjustment in the regular meeting time from 4:00 pm to 6:00 pm to
accommodate work schedules for Commission members. Meeting date and location will
remain the fourth Wednesday quarterly in the months of July, October, January and April
to be held at 276 Fourth Avenue Building C, Rooms B111/B112.
RECOMMENDED ACTION: Review Attachment 3 Housing Advisory Commission
adopt the Resolution.

RESOLUTION NO. 2020-01
RESOLUTION OF THE HOUSING ADVISORY COMMISSION
OF THE CITY OF CHULA VISTA CHANGING THE TIME OF
REGULAR MEETINGS
WHEREAS, Chula Vista Municipal Code 2.35 establishes the fourth Wednesday of July,
October, January, and April at 4:00 p.m. in Conference Rooms (B111/112) located in Building C
in the Civic Center at 276 Fourth Avenue as the day, time, and location for the Housing
Advisory Commission to hold its regular meetings; and
WHEREAS, Municipal Code Section 2.25.200 provides for a change in meeting time and
location upon adoption by the board/commission a written resolution, which adoption shall be
recorded in the minutes of the board/commission and a copy of which resolution shall be
forwarded to the City Council; and
WHEREAS, the Housing Advisory Commission wishes to change its meeting time and
location to 6:00 p.m. to facilitate member attendance.
NOW, THEREFORE, BE IT RESOLVED that the Housing Advisory Commission of
the City of Chula Vista, pursuant to Municipal Code § 2.25.200, does hereby change the time of
its regular meetings to the fourth Wednesday of July, October, January and April to 6:00 p.m. in
the Conference Room (B111/112), located in Building C in the Civic Center at 276 Fourth
Avenue.
PASSED, APPROVED, and ADOPTED by the Housing Advisory Commission of the
City of Chula Vista, California, this 22nd day of January, 2020, by the following vote:
