ROLL CALL: Present: Councilmember Diaz, Councilmember Galvez, Councilmember McCann and Mayor Casillas Salas Excused: Deputy Mayor Padilla Also Present: City Manager Halbert, City Attorney Googins, City Clerk Bigelow, and Assistant City Clerk Turner PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Councilmember Diaz led the Pledge of Allegiance. SPECIAL ORDERS OF THE DAY A. 19-0340 PRESENTATION OF A PROCLAMATION TO JEANI JAMES IN RECOGNITION OF HER RETIREMENT AND 34 YEARS OF SERVICE WITH THE CITY OF CHULA VISTA Mayor Casillas Salas read the proclamation and Councilmember McCann presented it to Jeani James. B. 19-0328 PRESENTATION OF AN UPDATE ON THE LIVING COAST DISCOVERY CENTER BY EXECUTIVE DIRECTOR BEN VALLEJOS Ben Vallejos, Living Coast Discovery Center Executive Director, gave a presentation on the item. CONSENT CALENDAR (Items 1 - 5) Mayor Casillas Salas stated that Councilmember McCann would abstain from voting on Item 5B due to a potential property-related conflict of interest. 1. 19-0351 APPROVAL OF MINUTES of February 5 and 7, 2019. RESOLUTION NO. 2019-130 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE FISCAL YEAR 2019/20 CIP BUDGET BY APPROPRIATING $400,000 FROM UNANTICIPATED REVENUE FROM LEXINGTON INSURANCE COMPANY TO THE CAPITAL IMPROVEMENT FUND FOR THE CVEATC PEDESTRIAN BRIDGE REPAIR PROJECT (GGV0241) AND APPROPRIATING $40,000 FROM THE CHULA VISTA ELITE ATHLETE TRAINING CENTER FUND TO GGV0241 (4/5 VOTE REQUIRED) B. RESOLUTION NO. 2019-131 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE FIRST AMENDMENT TO THE EXISTING CONSULTING SERVICES AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND KIMLEY-HORN AND ASSOCIATES, INC. INCREASING THE ANNUAL NOT-TO-EXCEED AMOUNT TO $750,000 FOR THE TERM ENDING OCTOBER 31, 2019 Recommended Action:Council adopt the resolutions. 3. 19-0321 RESOLUTION NO. 2019-132 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE FIRST AMENDMENT TO THE AGREEMENT WITH MCFARLANE PROMOTIONS, INC. TO PROVIDE EVENT PLANNING SERVICES FOR THE 2019 AND 2020 SOUTHBAY EARTH DAY, HARBORFEST, AND THE STARLIGHT PARADE & CHILDREN'S FAIRE Recommended Action:Council adopt the resolution. 4. 19-0262 A. RESOLUTION NO. 2019-133 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA RESCINDING CITY COUNCIL ACTION TAKEN ON APRIL 9 AND 16, 2019 REGARDING AN ORDINANCE ADDING CHAPTERS 3.60 AND 3.61 TO THE CHULA VISTA MUNICIPAL CODE RELATING TO COMMUNITY FACILITIES DISTRICTS GENERALLY AND THE BAYFRONT PROJECT SPECIAL TAX FINANCING DISTRICT B. ORDINANCE OF THE CITY OF CHULA VISTA ADDING CHAPTERS 3.60 AND 3.61 TO THE CHULA VISTA MUNICIPAL CODE RELATING TO COMMUNITY FACILITIES DISTRICTS GENERALLY AND THE BAYFRONT PROJECT SPECIAL TAX FINANCING DISTRICT (FIRST READING) Recommended Action: Council adopt the resolution and place the ordinance on first reading. RESOLUTION NO. 2019-134 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA LEVYING SPECIAL TAXES TO BE COLLECTED TO PAY THE COSTS OF FACILITIES AND SERVICES FOR COMMUNITY FACILITIES DISTRICTS 97-1, 97-2, 97-3, 98-1, 98-2, 98-3, 99-1, 99-2, 2000-1, 2001-1, 2001-2, 07-I, 08-I, 08-M, 09-M, 11-M, 12-I, 12-M, 13-I, 13 -M, 14-M, 14-M2, 16-I, 17-I, 18-M AND 19-M WITHIN THE CITY OF CHULA VISTA AND DESIGNATING THE DIRECTOR OF FINANCE/TREASURER TO FILE A LIST OF TAXES TO BE LEVIED ON EACH PARCEL WITH THE COUNTY AUDITOR EACH YEAR B. RESOLUTION NO. 2019-135 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA LEVYING SPECIAL TAXES TO BE COLLECTED TO PAY THE COSTS OF FACILITIES AND SERVICES FOR COMMUNITY FACILITIES DISTRICTS 06-1 AND 07-M, WITHIN THE CITY OF CHULA VISTA AND DESIGNATING THE DIRECTOR OF FINANCE/TREASURER TO FILE A LIST OF TAXES TO BE LEVIED ON EACH PARCEL WITH THE COUNTY AUDITOR EACH YEAR Recommended Action:Council adopt the resolutions. Approval of the Consent Calendar ACTION: A motion was made by Councilmember McCann, seconded by Councilmember r. Diaz, to approve staffs recommendations on the above Consent Calendar items, headings read,text waived.The motion carried by the following vote: Yes: 4- Diaz, Galvez, McCann and Casillas Salas No: 0 Abstain: 0 ACTION: Item 513 Yes: 3- Diaz, Galvez and Casillas Salas No: 0 Abstain: 1 - McCann ITEMS REMOVED FROM THE CONSENT CALENDAR There were none. PUBLIC COMMENTS Jose Viesca, Chula Vista resident, spoke in support of public transit use and distributed written communications. The following members of the public spoke in support of Council acceptance of the feasibility study on Community Choice Energy., -Carolyn Scofield, Chula Vista resident -Gina Woodard, Chula Vista resident -Rita Clement, Chula Vista resident -Jim Scofield, Chula Vista resident City of Chula Vista Page 3 City Council Meeting Minutes-Final July 9,2019 -Larry Emerson National City resident and he also spoke regarding a Caltrans electric vehicle project Grace Rapp spoke regarding emotional and mental health concerns related to vaping and marijuana use. Andrea Murphy, Chula Vista resident, expressed concern regarding activities in the park area of Colorado &K Streets and spoke in support of additional lighting and police patrol in the area. Becky Rapp expressed concern regarding commercial marijuana activities. Scott Waddle, Chula Vista resident, representing the Youth Sports Council, spoke regarding a sprinkler replacement project at Montevalle Park. ACTION ITEMS 6. 19-0304 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A CONSULTANT SERVICES AGREEMENT WITH DELORENZO INTERNATIONAL INC. FOR THE DEVELOPMENT OF A SCOPE OF WORK FOR A CITYWIDE SMART IRRIGATION SYSTEM Item 6 was not heard and was continued. CITY MANAGER'S REPORTS City Manager Halbert stated a memo was distributed to Council regarding the Parkland Acquisition and Development (PAD) fees for western Chula Vista, and that he anticipated bringing an item regarding accessory dwelling units to Council the following month. MAYOR'S REPORTS 7. 19-0334 Consideration of appointment of a voting delegate and alternates for the 2019 League of California Cities Annual Conference, to be held in Long Beach, October 16- 18. ACTION: A motion was made by Councilmember McCann, seconded by Councilmember Diaz, to appoint Councilmember McCann as the voting delegate and Councilmember Diaz as the alternate for the 2019 League of California Cities Annual Conference.The motion carried by the following vote: Yes: 4- Diaz, Galvez, McCann and Casillas Salas No: 0 Abstain: 0 City of Chula Vista Page 4 City Council Meeting Minutes-Final July 9,2019 8. 19-0354 RATIFICATION OF APPOINTMENTS OF THE FOLLOWING: JoEllen Baugh, Sustainability Commission Christos Korgen, Sustainability Commission ACTION: A motion was made by Councilmember McCann, seconded by Councilmember Galvez, to ratify the above appointments. The motion carried by the following vote: Yes: 4- Diaz, Galvez, McCann and Casillas Salas No: 0 Abstain: 0 Mayor Casillas Salas reported on her attendance at the following events: Community Health Group presentation, MTS Elevate San Diego 2020 community forum, Chula Vista Rotary installation, South County Economic Development Council annual meeting, and a Sustainability Commission meeting. COUNCILMEMBERS' COMMENTS Councilmember Galvez thanked staff for the preparation necessary to hold the meeting at the library. She commented on the success of the 4th Fest. Councilmember Diaz spoke in support SB438, prohibiting government agencies from contracting out 911 services to private organizations. Mayor Casillas Salas stated a letter of support would be submitted. Councilmember McCann reported on the following recent events: South County Economic Development (Iiiaw Council annual meeting, the opening of Eastlake Modern Dentistry, and the 4th Fest. He recognized the Police Department and volunteers for their work on the 4th Fest and spoke regarding the coastal permit for the Bayfront project. CITY ATTORNEY'S REPORTS City Attorney Googins provided an update on the neighborhood protection unit.
