Honorable Mayor,
I am writing to give you my opinion on the proposed amendment to Measure A,additional funding for public safety.
I Do Not Support the Amendment and ask that you seriously consider the ramifications of following through with the
proposed changes.
The impact for me is that I will not ever support future measures that ask us to pay more, knowing that it an and may be
modified without public input.
I grew up in National City, went to San Diego State and after 33 years,I retired and came back home, finding a nice home in
Chula Vista. Having been gone for some time,I was surprised at the growth and improvements in the city.
I spent 33 years working in public safety,as a National Park Service Law Enforcement Ranger, I retired as chief ranger,
managing a law enforcement staff, wild land firefighting crew and a 24/7 fire department. As the chief it was my job to
manage the budget to meet the needs of the park and staff. So I understand the need for finding ways to stretch the budget
and the demands on public safety personnel.
It is and always will be a financial challenge, but we need more"boots on the ground"with better response times. I
understand the high costs and endless requirements for training, certification and outfitting personnel. But at the end of the
day, getting a quick response is the first step. I was shocked to learn we had so few officers, for the size of the city! What
would happen if we became more to
Ike Oakland or even LA because of increased crime. Frankly, I believe we have been very lucky with the level of
professionalism and integrity of the current public safety staff! But there will come a time that the limits of that staff will be
tested and I hope we get through it ok. Not going to happen if you have an overworked understaffed public safety
department.
I do not disagree that the pot shop issue is critical, I only hope that you support taking a step back and evaluate the needs
and full costs,if another ballot measure is necessary to properly fund it. I have only lived in Chula Vista since 2016,so
haven't studied your history and how funds are obtained and used, But making afterthought changes because there's
money available, not only compromises the trust from your constituents. But in the current political environment reeks of
Trump antics at the city level.(Lies, redirecting funds at will)
Although I am only one vote, passing this amendment would result in my never supporting ANY future tax increases for the
city!As well as questioning the integrity of those currently in office.
I hope you will think long and hard before passing this amendment.
Respectfully,
1
Yvette Ruan
