Mayor Casillas Sa/as announced, pursuant to AB 23, that she and each Councilmember would receive $50 for their attendance at the Housing Authority meeting, being held simultaneously with the Council meeting. ROLL CALL: Present: Councilmember Diaz, Councilmember Galvez, Councilmember McCann, Deputy Mayor Padilla and Mayor Casillas Salas Also Present: City Manager Halbert, City Attorney Googins, City Clerk Bigelow, and Deputy City Clerk Kansas PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Councilmember Galvez led the Pledge of Allegiance. Mayor Casillas Sa/as called for a moment of silence in honor of the victims of the recent shooting in Virginia Beach. SPECIAL ORDERS OF THE DAY A. 19-0326 OATH OF OFFICE David luli, Board of Appeals and Advisors City Clerk Bigelow administered the oath of office to Commissioner luli, and Councilmember McCann presented him with a certificate of appointment. B. 19-0312 PRESENTATION OF A PROCLAMATION PROCLAIMING WEDNESDAY, JUNE 19, 2019 AS REY MYSTERIO DAY IN THE CITY OF CHULA VISTA Mayor Casillas Sa/as read the proclamation and Councilmember Diaz presented it to Rey Mysterio. CONSENT CALENDAR (items 1 -4) Item 2 was removed from the Consent Calendar at the request of a member of the public. 1. 19-0325 ORDINANCE NO. 3457 OF THE CITY OF CHULA VISTA AMENDING CHULA VISTA MUNICIPAL CODE SECTION 2.05.010 TO ADD THE UNCLASSIFIED POSITION OF FINANCE MANAGER AND DELETE THE FINANCE AND PURCHASING MANAGER (SECOND READING AND ADOPTION) (4/5 VOTE REQUIRED) Recommended Action:Council adopt the ordinance. City of Chula Vista Page 1 City Council Meeting Minutes-Final June 11,2019 Item 2 was removed from the Consent Calendar. 3. 19-0232 RESOLUTION NO. 2019-106 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ESTABLISHING THE GANN INITIATIVE APPROPRIATIONS LIMIT FOR THE CITY OF CHULA VISTA FOR FISCAL YEAR 2019/20 Recommended Action:Council adopt the resolution. 4. 19-0218 RESOLUTION NO. 2019-107 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE 2019/2020 U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ANNUAL ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT PARTNERSHIPS ACT GRANT AND THE EMERGENCY SOLUTIONS GRANT; AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE AGREEMENTS WITH EACH SUBRECIPIENT; AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE ANY AND ALL HUD DOCUMENTS RELATED TO THE GRANTS; AND APPROVING A TENANT-BASED RENTAL ASSISTANCE PROGRAM AND AUTHORIZING THE DEVELOPMENT SERVICES DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR PROGRAM ADMINISTRATION Recommended Action:Council adopt the resolution. GGV0244), AMENDING THE FISCAL YEAR 2018/19 CIP PROGRAM BUDGET, AND APPROPRIATING FUNDS THEREFOR (4/5 VOTE REQUIRED) Jesse Garcia, Chula Vista resident, spoke in support of staffs recommendation. Terri-Ann Skelly expressed concern regarding extraction labs and submitted written communications. Sandy Soto, Chula Vista resident, expressed concern regarding traffic in the area of Emerson Street. Jim Scofield, Chula Vista resident, spoke regarding a presentation on Community Choice Energy held at the Living Coast Discovery Center. Art Pacheco, Chula Vista resident, expressed concern regarding progress on Measure P projects. PUBLIC HEARINGS 5. 19-0259 A. RESOLUTION NO. 2019-108 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA LEVYING THE ASSESSMENTS AND COLLECTIBLES FOR THE FISCAL YEAR 2019/20 FOR OPEN SPACE DISTRICTS 2 THROUGH 8, 11, 14, 15, 17,18, 20 (ZONES 1 THROUGH 6, 8, AND 9), 23, 24, 26, 31, 33, EASTLAKE MAINTENANCE DISTRICT NO 1 (ZONES A, B, D, AND E), AND BAY BOULEVARD MAINTENANCE DISTRICT B. RESOLUTION NO. 2019-112 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA LEVYING THE ASSESSMENTS AND COLLECTIBLES FOR THE FISCAL YEAR 2019/20 FOR EASTLAKE MAINTENANCE DISTRICT NO. 1 (ZONE C) Notice of the hearing was given in accordance with legal requirements, and the hearing was held on the date and no earlier than the time specified in the notice. Mayor Casillas Salas announced that the following Councilmembers would abstain from voting on the items indicated due to potential property-related conflicts of interest: Mayor Casillas Salas on Items 58 and 5C; Councilmember McCann on Items 5C and 5D;and Deputy Mayor Padilla on Item 5E. Mayor Casillas Salas opened the public hearing. There being no members of the public who wished to speak, Mayor Casillas Salas closed the public hearing. ACTION: A motion was made by Councilmember McCann, seconded by Deputy Mayor Padilla, to adopt Resolution No. 2019-108(Item 5A), heading read, text waived. The motion carried by the following vote: Yes: 5- Diaz, Galvez, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 Mayor Casillas Salas left the dais during voting on Items 58 and 5C. ACTION: A motion was made by Councilmember McCann, seconded by Councilmember Diaz, to adopt Resolution No. 2019-109(Item 513), heading read, text waived. ACTION ITEMS 6. 19-0254 RESOLUTION NO. 2019-004 OF THE CHULA VISTA HOUSING AUTHORITY AUTHORIZING THE EXECUTION AND DELIVERY OF ITS TAX-EXEMPT MULTIFAMILY HOUSING REVENUE NOTES AND ITS SUBORDINATE CHULA VISTA HOUSING AUTHORITY MULTIFAMILY HOUSING REVENUE BONDS (ST. REGIS PARK APARTMENTS), COLLECTIVELY IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $21,400,000, AND THE EXECUTION AND DELIVERY OF ITS TAXABLE MULTIFAMILY HOUSING REVENUE NOTES IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $8,000,000 FOR THE PURPOSE OF FINANCING THE ACQUISITION AND REHABILITATION OF THE ST. MAYOR'S REPORTS 7. 19-0330 CONSIDERATION OF CITY ENDORSEMENT OF THE "HeART OF THE CITY" MUSIC FESTIVAL AT THE NORTH ISLAND CREDIT UNION AMPHITHEATER IN CHULA VISTA City of Chula Vista Page 5 City Council Meeting Minutes-Final June 11,2019 ACTION: A motion was made by Councilmember Galvez, seconded by Councilmember McCann,to endorse the music festival.The motion carried by the following vote: Yes: 5- Diaz, Galvez, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 Mayor Casillas Salas congratulated Trevor Muraoka for receiving an Eagle Scout award. She reported on the following events: the South Bay Tech Summit held at Hilltop High School, the Chula Vista Learning Community Charter School Ted Talks, Food Channel filming of the Corazon de Torta food truck on 3rd Avenue, opening of a leash-free dog park, presentation of a check from State Treasurer Fiona Ma to the Chula Vista Elementary School District, a press conference with South Bay mayors regarding sewage issues, and a Chula Vista's Got Talent event at the Pride Martial Arts Studio. COU NCILMEMBERS' COMMENTS Deputy Mayor Padilla stated he had attended a transportation forum that was sponsored by the South County Economic Development Council. Councilmember McCann stated he had attended promotion and graduation ceremonies at Chula Vista schools. CITY ATTORNEY'S REPORTS There were none. ADJOURNMENT Mayor Casillas Salas paid tribute to former Mayor Robert 'Bob" McAllister.
