HomeMy WebLinkAboutReso 2019-236RESOLUTION NO. 2019-236 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A CONSULTANT SERVICES AGREEMENT TO PROVIDE PROFESSIONAL SERVICES SUPPORTING CITY OF CHULA VISTA IMPLEMENTATION OF SENATE BILL (SB) 743 BETWEEN THE CITY AND FEHR & PEERS AND APPROPRIATING FUNDS THEREFOR WHEREAS, Chula Vista Municipal Code Section 2.56.110 authorizes the City Council to award consultant contracts for professional services that exceed $50,000; and WHEREAS, Senate Bill 743, which replaces Level of Service with Vehicle Miles Travelled as the metric for determining the significance on transportation impacts under the California Environmental Quality Act is required to go into effect on July 1, 2020; and WHEREAS, City staff desires to obtain professional services to support the City’s implementation of Senate Bill 743; and WHEREAS, the City prepared Request for Proposals (RFP) P08-19/20 in order to retain a consultant to perform the required professional services for Senate Bill 743 implementation; and WHEREAS, in accordance with Chula Vista Municipal Code Section 2.56.110.C, the City solicited responses to the RFP and selected Fehr & Peers as the most qualified firm to provide the requested services due to their extensive experience and background in this field; and WHEREAS, the Director of Development Services has negotiated a proposed contract in an amount not to exceed $515,363.00, and the selection committee recommends that the City Council award that contract to Fehr & Peers. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it approves the Consultant Services Agreement to Provide Professional Services Supporting the City of Chula Vista Implementation of Senate Bill (SB) 743, between the City and Fehr & Peers, in the form presented, with such minor modifications as may be required or approved by the City Attorney, a copy of which shall be kept on file in the Office of the City Clerk and authorizes and directs the City Manager, or designee, to execute the same. BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it appropriates $253,550.00 from the Development Services Fund, $225,903.00 from the Eastern Transportation Development Impact Fee Fund, and $35,910.00 from the Western Transportation Development Impact Fee Fund.
