ROLL CALL PRESENT: Commissioners Anaya (arrived at 6:10 p.m.), Ficacci, Guillen (arrived at 6:04 p.m.), Hobson, Roberts , Rubio, Volland, Vice Chair Stucky and Chair Martinez ABSENT: Commissioners Alatorre, Esccobedo, and Tessitore ALSO PRESENT: Police Captain Phil Collum, Fire Chief Jim Geering, Fire Captain Jeff Ewert, Budget and Analysis Manager Ed Prendell, City Attorney Glen Googins,Deputy City Attorney Nicole Carnahan and Assistant City Manager Maria Kachadoorian CONSENT CALENDAR 1. APPROVAL OF MINUTES of May 9, 2019 ACTION: Vice Chair Stucky moved to approve the minutes of May 9, 2019. Commissioner Volland seconded the motion, and it carried by the following vote: Yes: 9—Anaya, Ficacci, Guillen, Hobson, Roberts, Rubio, Volland Vice Chair Stucky and Chair Martinez No: 0 Abstain: 0 2. APPROVAL OF MINUTES of May 16, 209 ACTION: Vice Chair Stucky moved to approve the minutes of May 16, 2019. Commissioner Roberts seconded the motion, and it carried by the following vote: Yes: 9—Anaya, Ficacci, Guillen, Hobson, Roberts, Rubio, Volland Vice Chair Stucky and Chair Martinez No: 0 Abstain: 0 Page 1 Measure A Minutes July 11,2019 PUBLIC COMMENTS: None ACTION ITEMS 3. ELECTION OF THE CHAIR AND VICE CHAIR FOR FISCAL YEAR 2019/2020 ACTION: Commissioner Hobson nominated Martinez for Chair and Stucky for Vice Chair. Commissioner Rubio seconded the motion and it was passed by the following vote: Yes: 9—Anaya, Ficacci, Guillen, Hobson, Roberts, Rubio, Volland, Vice Chair Stucky and Chair Martinez No: 0 Abstain: 0 4. CONSIDERATION OF PROPOSED AMENDMENTS TO THE MEASURE A INTENDED EXPENDITURE PLAN TO ADD TWO DIGITAL FORENSICS TECHNICIAN POSITIONS IN FISCAL YEAR 2019/2020 Capt. Collum presented an abbreviated report about a proposal to amend the Measure A intended expenditure plan to add two Digital Forensic Technicians this fiscal year. The goal for the police department is to meet the current and future challenges when it comes to digital forensics. The summary of the proposal is to add two permanent positions to replace two other positions that are temporarily assigned to this role. The benefit of adding the two Digital Forensic Technician positions is freeing those currently doing the role, one a sworn Police Agent and the other a civilian Community Service Officer(CSO). In 2016, the police department created a Digital Evidence Unit, consisting of the Agent and CSO. Their role was to process computers, cell phones and other digital devices to support investigations and prosecutions. The creation of the unit has greatly increased the organization's capacity to handle digital evidence. Adding two Digital Forensic Technicians allows the department to take that Police Agent and Community Service Officer back to other areas of need in the department. The projected costs for these two positions are covered by the available balance previously reported in the Police Department's Measure A 10-year spending plan. ACTION: Vice Chair Stucky moved to approve the proposed amendment to add two Digital Forensics Technician positions. Commissioner Hobson seconded the motion, and it carried by the following vote: Yes: 7- Anaya, Ficacci, Guillen, Hobson, Rubio, Volland, Vice Chair Stucky No: 2- Roberts, Chair Martinez Abstain: 0 Page 2 Measure A Minutes July 11,2019 5. CONSIDERATION OF THE PROPOSED MEASURE A TEN-YEAR SPENDING PLAN AND SPENDING PLAN FOR FISCAL YEAR 2019/2020 AND DETERMINATION OF THEIR COMPLIANCE WITH MEASURE A REQUIREMENTS Approving the changes that were just approved in Action Item#4. To approve the proposed Ten-Year Spending plan for Fiscal Year 2019/2020. ACTION: Vice Chair Stucky moved to approve the changes. Commissioner Anaya seconded the motion, and it carried by the following vote: Yes: 7- Anaya, Ficacci, Guillen, Hobson, Rubio, Volland, Vice Chair Stucky No: 2- Roberts, Chair Martinez Abstain: 0 STAFF PRESENTATIONS 6. MEASURE A WEBSITE UPDATE Fire Captain Ewert presented an update on the development of a new Measure A website. The website is scheduled to go live in two to four weeks, depending on the information collected. The website will be labeled, Measure A,making it easier to recognize. This new website will streamline and have more relevant information. The new website will have two tabs, one for Fire and one for Police. Those tabs will provide relevant information on what Measure A is doing now. 7. MEASURE A REVENUE AND EXPENDITURE UPDATE Budget and Analysis Manager Prendell presented a financial status update. CITY ATTORNEY PRESENTATION AND REQUEST FOR COMMITTEE FEEDBACK ON MEASURE A FUNDING OPTIONS FOR THE CITY PROSECUTOR/NEIGHBORHOOD PROTECTION UNIT City Attorney Googins introduced the City's first Criminal Prosecutor Nicole Carnahan. Criminal Prosecutor Carnahan presented an update on the progress the unit has made. City Attorney Googins discussed the unit's path and the challenges with identifying funding necessary and critical to the unit. The two positions that are critical and not currently funded are a Paralegal and an Investigator. City Attorney Googins discussed different funding options for the unit. Vice Chair Stucky asked if it's possible to use fines and forfeitures as revenue to fund the Neighborhood Protection Unit. Chair Martinez asked about the cannabis tax as a source of revenue to fund the unit. City Attorney Googins will come back in two to three months with a presentation and a detailed report. 9. PRESENTATION BY THE FIRE DEPARTMENT OF RESPONSE IMPROVEMENTS DUE TO INCREASED STAFFING LEVELS Chief Geering provided an update on the improvements made due to the increased staffing levels. Chula Vista Fire has been seeing improvement on the Eastside where 4.0 Staffing was done. OTHER BUSINESS 10. STAFF COMMENTS None 11. CHAIR'S COMMENTS Thanking the Committee and Staff 12.
