HomeMy WebLinkAboutReso 2003-200 RESOLUTION NO. 2003-200 (AGENCY RESOLUTION NO. 1820) RESOLUTION OF THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA APPROVING AN EXCLUSIVE NEGOTIATING AGREEMENT WITH LOMA VERDE., INC. DBA PACIFIC SCENE HOMES, INC., FOR DEVELOPMENT OF THE CHULA VISTA @ LANDIS PROJECT PROPOSAL LOCATED ON LANDIS AVENUE BETWEEN E STREET AND F STREET WHEREAS, representatives of Loma Verde, Inc. dba Pacific Scene Homes, Inc. ("Developer") are proposing to develop the Chula Vista @ Landis Project with a high quality residential infill project comprised of for-sale residential units; and WHEREAS, the proposed project area is comprised of approximately 1.79 developable acres with 12 parcels owned by the within the City of Chula Vista adjacent to the Third Avenue business district within the Town Centre I Redevelopment Project; and WHEREAS, the Developer has requested an Exclusive Negotiating Agreement (ENA) with the Agency for six months, with an option for a six-month extension, in order to develop plans, pursue entitlements, secure financing, and negotiate a Disposition and Development Agreement (DDA) on the terms set forth therein; and WHEREAS, the Agency is willing to enter into an ENA due to the high quality of the proposal and its potential to eliminate blighting conditions in the Town Centre I Redevelopment Project Area by serving as a catalyst for quality development and revitalization at a key urban core location; and WHEREAS, the Developer may also develop or assist the development of a related mixed-use retail Paseo component that could link the project directly with the retail core on Third Avenue; and WHEREAS, the approval of the ENA is exempt from California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15061Co)(3). NOW, THEREFORE, BE IT RESOLVED the Redevelopment Agency of the City of Chula Vista does hereby (1) approve the Exclusive Negotiating Agreement with Loma Verde, Inc. dba Pacific Scene Homes, Inc. for development of the Chula Vista @ Landis Project located on Landis Avenue between E Street and F Street on the terms presented; and (2) authorize and direct the Chairman to execute the agreement on a final form approved by the City Attorney.
