A Regular Meeting of the Climate Change Working Group of the City of Chula Vista was called to order at 3:05
pm by Chair Legaspi in the Norman Park Senior Center, located at 270 F Street, Chula Vista, California.
ROLL CALL
PRESENT: Chair Legaspi, Vice Chair Guevara, Carolyn Scofield, Debbie Discar-Espe (left at 4:40pm),
Maria Miller for Nick Lee, Rich D'Ascoli (left at 4:40pm), Eddie Price, Katie Hentrich for Allison
Wood, Matt Lowery, Sue Mosburg, Fabiola Lao (arrived 3:13pm)(replaced Michael Arvisu), Sophie
Wolfram (arrived 3:19pm), Dinah Willier (left at 4:50pm) for Eric Drabb, Lisa Cohen (left at 4:20pm).
ABSENT: Tim McNamara, Michael Simonsen, Len Hering.
STAFF PRESENT: Environmental Sustainability Manager Wisniewski, Environmental Services Manager
Medrano, Conservation Specialist II Downs and Administrative Secretary Green.
APPROVAL OF MINUTES: Maria Miller moved to approve the minutes of the regular meeting on May 8, 2019.
The motion was seconded by Debbie Discar-Espe and carried with the following vote:

INFORMATION ITEMS
Welcome & Introductions
Chair Legaspi welcomed all attendees and introduced new Vice Chair Guevara. Members and substitutes
introduced themselves. Chair Legaspi gave an update on Sustainability Commission plans.
CCWG Review and Next Steps presented by Cory Downs, Conservation Specialist II
Cory reviewed CCWG past meetings and path forward.
Climate Action Plan (CAP) Update on Community Choice Aggregation presented by Cory Downs,
Conservation Specialist II
Cory shared that the Council approved the recommendation for a feasibility study. The study was
completed, reviewed by the Sustainability Commission and they recommended the study be presented
to Council. CCWG recommended providing more grid delivered clean energy.
4. Plan for CCWG Public Forum (September 11th tentative) led by City Staff
Discussion resulted in procuring Wednesday, 9/18/19, 5:30pm — 7:30pm in the City Hall lobby area or
library. CCWG members would like to participate as presenters. Other recommendations included
having 2 workshops, one in West and one in East, inviting Scripps Institution of Oceanography to be a
presenter, arrange for Spanish speaking translators to be on -hand, reach out to Filipino, Hispanic

and Asian community leaders and encourage high school student and Southwestern College student
participation, including students in the California Seal Program. CCWG would like to give feedback
on draft version of flyer. The purpose of the public forum is to raise awareness regarding Climate
Change, CAP, CCA to unify community efforts, share the Climate Action Challenge, explain climate plan
at a local level, the role the City plays. Keep it simple.
There was a recommendation made to add a Youth sector, college student and/or high school student,
to the CCWG.
New recommended actions presented by CCWG members
CCWG ideas to work on include materials management, water, energy education, adding youth
involvement, tying the numbers to something real to allow for easier understanding such as "10%
savings could power 10 baseball games at Petco park", transportation options education focusing on 15
corridor, more public EV charging stations, social justice and equity, more on UN goals and disparity in
communication avenues between east and west Chula Vista. Also recommended expanding the safe
routes from school program and update or create a "complete streets" policy to prioritize protected
transportation infrastructure with a goal of reducing traffic fatalities i.e. SD Goal Zero.
STAFF COMMENTS
Coleen reminded the members to review each agenda for meeting location because it changes on a quarterly
basis.

Chair Legaspi adjourned the meeting at 5:14 pm.
