Carolyn Scofield, Chula Vista Partners in Courage, gave update from the CAP forum held on October 4,
2019.
INFORMATION ITEM
1. UCSD WiFire Tool presented by Jennifer Block, UCSD Researcher
Ms. Block shared information on the UCSD fire tracking simulation tool. Chair Romo explained the
purposed of this presentation is to help Chula Vista become sustainable in relation to fire safety.
Marlon King explained how this tool could be helpful to CVPD.
ACTION ITEMS
1. Presentation of Zero Waste Plan — Manuel Medrano, Environmental Services Manager
Manuel presented the draft Zero Waste Plan. Commissioners gave input and made recommendations.
2. Review Republic Services franchise agreement and discuss recycling rate and the concept of a sunset

provision with performance metrics.
Commissioners made recommendations for the rate increase to be broken out as a surcharge, asked
that citizens be given an incentive to change their recycling behavior and for City to work on getting
refuse out of the landfill. Eric Crockett explained showing the increase as a surcharge could be
construed as a fee for recycling which would cause the public to stop participating. Commissioner
Legaspi shared the commissioners are not getting requested reports and analysis. Commissioner
Richeson moved to request that the Republic Services be asked in good relationship not as a contract
amendment to separate the extra rate increase theyjust received on the invoices or bill that goes to
the residents and businesses within the city of Chula Vista. The motion was seconded by Commissioner
Legaspi and carried with the following vote:

3. Review and discuss CCWG meetings/community forums — Downs/Wisniewski
Cory gave a recap of the CCWG public forums and shared the summary report of the events. He
answered questions from the commissioners and captured their recommendations. Commissioner
Richeson moved to accept the summary report of events. The motion was seconded by Commissioner
Baugh and carried with the following vote:

4. Proposed Charter revision CVMC 2.32.020, 2.32.030 and 2.32.060
Eric suggested the commissioners seek to fill the 2 new seats from other commissions. Commissioner
Baugh moved to revise the language amend CVMC 2.32.069 to "suggest the Sustainability Commission
will pursue the 2 new seats be filled from other commissions." The motion was seconded by
Commissioner Matthias and carried with the following vote:

STAFF COMMENTS
Coleen Wisniewski reminded commissioners that Climate LEEDers in Action event and EV test drive are
scheduled for 10/15/19, shared San Diego Green Builders Expo is on Friday, 10/18/19 at Liberty Station 10am —
7pm, the goal is 500 signups for the CV Climate Action Challenge and so far we have 83, reminded everyone the
next Sustainability Commission meeting is Wednesday, 11/6/19 4pm — 6pm with the Healthy Chula Vista
Advisory Commission and reviewed November —January agenda items.
Dennis Gakunga shared staff will be training with John Hopkins University 10/24 —10/25/19 at the Ayres Hotel.
Participants will include representatives from the entire region and highlight Chula Vista. Chula Vista, one of 40
cities to participate in the Bloomberg Harvard Leadership Initiative 2019, will be working with Harvard
University on the Innovation Tract.
Manuel Medrano invited commissioners to participate in the Beautify Chula Vista event on Saturday, 10/19/19,
shared the Recycling Markets workshop will be held on 11/13/19, shared that pumpkins are green waste and
should be composted, the SB Food Rescue Collaborative has a list of perishable and non-perishable food.

COMMISSIONER COMMENTS
Commissioner Richeson shared the prescription drug take back is scheduled for October 261H
Commissioner Matthias is using green bags for clean ups and reusing them, her neighborhood program results
will be coming soon; they have composted approximately 630 lbs. during the 3 -month pilot. Hydration Station
sub -committee is working on 2 grants. They are looking at the 4 schools, 2 high schools and 2 middle schools,
with 3 stations at each school.
Commissioner Legaspi attended the SD Environmental Professionals recent meeting and shared on a personal
trip to New York, he visited their waste transfer and it they had very clean waste.
CHAIR COMMENTS
Chair Romo urged staff to set up a meeting with the Planning Commission. He shared Chief Kennedy's
invitation for commissioners to ride with a police officer with sustainability in mind. He will work with Jennifer
Block regarding a WiFire presentation for City Council.

I. RECOMMENDATION
That the Sustainability Commission and Healthy Chula Vista Advisory Commission recommend
ADOPT the resolution.
II. BACKGROUND
The City of Chula Vista adopted the Healthy Chula Vista Action Plan in January 2016 inclusive of
strategies to increase healthy food options and overall wellness. At this time staff is bringing
forward a Council Policy to adopt healthy food and sustainable measures to all internal and city
sponsored events where food is being served through a Healthy and Sustainable Meeting Policy.
The policy will also apply to any agencies utilizing meeting space at City Hall or Public Works.
III. DISCUSSION
Policy
Jurisdictions are becoming increasingly aware that cities play a critical role in supporting the health
and well-being of their communities. Factors contributing to a community's health can include
walkable neighborhoods, quality parks and open space areas, efficient transportation, and safe,
clean environments. As such, the Chula Vista City Council reiterated the importance of creating a
healthy community in adoptingthe Chula Vista Strategic Plan in 2013 and subsequent Healthy Chula
Vista Action Plan in January 2016. Over the past few years, the City has also been implementing its
multi -department Healthy Chula Vista initiative, which focuses on integrating public health
considerations across municipal capital projects, plans, and services.
In order to provide healthy and sustainable options throughout the City many initiatives have been
put into place such as updated smoking policies to prohibit tobacco use and reduce litter on all city
facilities and updating vending machines to ensure energy efficiency and healthy snack and beverage
options are being provided. Access to healthy food options is not only important for maintaining

health but critical for those that have special dietary and nutritional needs. In order to provide
employees and visitors to the city with the best environment to thrive staff has developed a Healthy
and Sustainable Meeting Policy and an associated toolkit for staff entitled "Putting Health on the
Agenda", a draft of the toolkit will be shown at the November 6th meeting. The toolkit encourages
staff and agencies utilizing certain city facilities to follow the guidelines for all internal and City
sponsored events to:
• Provide healthy food options;
• Reduce food container, serving and utensil waste;
• Identify ways to reduce paper and energy consumption;
• Suggest healthy physical activity breaks; and
• Encourage alternative meeting arrangements (e.g. carpooling, video conferencing).
These measures are critical forthe cityto continue advancing both the Healthy Chula Vista Initiative
and Climate Action Plan.
Pilot Program
In addition to the proposed policy, in partnership between the City of Chula Vista Office of
Sustainability, the Chula Vista Employee Engagement Committee and Healthy Chula Vista, staff is
currently developing a pilot program at City Hall to provide a reservable food ware kit. The kitwill be
made up of plates, cups and utensils madefrom durable, convenient yet shatterproof material that
is also recyclable and BPA -free. This waste prevention food ware kit will be available to reserve for
meetings held at City Hall by employees or outside agencies, upon request, with attendance of up to
200 but will also be available for smaller meetings in increments of 25 attendants.

BACKGROUND
In keeping with the Healthy Community goal of the Strategic Plan, on January 5, 2016, the first
Healthy Chula Vista Action Plan was adopted, providing a set of strategies to review, create and
evaluate policies and programs within the City and to develop community partnerships to promote
wellness within our community. A key component of the plan included measures to provide access to
healthy food, such as establishing procurement policies for Municipal Event Catering that promote
healthy food options and sustainable practices to provide healthier food access and increase options to
employees and residents at City facilities.
The City of Chula Vista promotes healthy lifestyles and strives to create environments that support
healthy food choices, regular physical activity, environmental sustainability and tobacco -free spaces.
The strong relationship between diet, health and environment and the increasing rates of obesity,
make supporting healthy choices at work part of our commitment to better health.
Modeling healthy choices, especially for food and beverages purchased for all internal and external
meetings, trainings, and events are vital to support healthier work spaces. Supporting healthy
lifestyles and environmental sustainability aim to create a social norm that help making the better
choice for our body and environment an easy one.
PURPOSE
The purpose of this policy is to establish nutritional standards for food and beverages that are
purchased by the City, or on behalf of the City, for meetings/events. This includes, but is not limited
to, events/meetings held at parks, community centers, gymnasiums, libraries and any other City of
Chula Vista building, structure, or complex. This policy shall apply to any organization that utilizes
meeting rooms or space at the City Hall or Public Works complexes. To that end, you will see healthy
food choices and non- sugary beverages to drink at City sponsored meetings/events. A detailed
toolkit has been developed for staff use entitled "Putting Health on the Agenda - A Chula Vista
Healthy Meeting Toolkit".
POLICY
All activities and events (meetings, conferences, catered events, potlucks, celebrations, etc.)
sponsored or supported by the City will always support opportunities for healthy environments around
foods and environmentally friendly practices, as follows:
1) Healthy Food Options. All events shall provide for the following:
A. Beverages
i. Ensure water is available.
ii. Do not purchase any sugar -sweetened drinks. This includes sodas, energy drinks, sport drinks,
juices less than 100% fruit juice, lemonade, and sweetened tea/coffee drinks.

B. Food
iii. Include at least one serving of fruits and/or vegetables.
iv. Serve foods made from whole grains whenever possible.
v. Serve fats and condiments on the side (i.e. dressings, mayonnaise).
vi. Avoid fats and oils high in saturated fats.
vii. Low-fat or fat-free preparation methods (broil, bake, grill steamed or roasted).
viii. Serve health-appropriate portions.
ix. Consider alternatives to cake and other high-sugar, high-fat desserts and provide a heathy
option whenever desserts are served.
2) Zero Waste. All meetings shall incorporate the following sustainable practices:
A. Meeting Space & Logistics
i. Ensure the meeting space has recycling containers, organic waste disposal and garbage
receptacles.
ii. Project the meeting agenda on a screen or write it on a board or flip chart where everyone
can see it, instead of making paper copies.
iii. Provide electronic documents ahead of meeting and display on-screen to reduce the need
for paper copies. If needed, paper copies should be printed double-sided.
B. Food & Beverage Serving
i. Ask the caterer to provide reusable plates, silverware and cups as appropriate.
ii. Reduce waste and packaging, whenever possible.
iii. Provide condiments (sugar, creamer, mayonnaise, etc.) in serving containers rather than
individual packets.
iv. Do not serve food on polystyrene foam dishes or containers and do not provide straws
unless a medical condition requires their use.
v. Ask attendees to bring their own reusable cups if you are serving beverages.
vi. Serve finger foods on napkins instead of paper plates when practical.
vii. Provide access to water and avoid individual-portion plastic bottles.
viii. Use bulk (not individual) containers for all beverages whenever possible.
ix. Use locally-sourced and sustainably-produced food and giveaways, when possible.
3) Physical Activity. Consider incorporating the following into meetings:
i. Provide a voluntary activity break for meetings that last more than one hour. Include the
activity break on the meeting agenda.
ii. Consider a walking meeting when scheduling a meeting with three or less attendees.
iii. Encourage employees to take their lunch break to provide both a physical and mental

Regional Energy Partnership (SDREP) Education Series:
ENERGY EFFICIENCY -
HEALTH & WELLNESS NEXUS
The health and wellness movement in the built environment is becoming
a more and popular topic of discussion. Numerous studies have
corroborated the notion that green buildings have a positive effect on
its occupants. Investments made to buildings that directly affect
occupant health and wellness directly correlate to more productive,
happier and healthier workers.
A local expert will give participants a high-level overview of the WELL
building standard with an emphasis on energy efficiency and its
correlations with health and wellness. The latter half of the presentation
will focus on more practical aspects of the rating system that are
actionable at City buildings, people's offices or homes.

This panel discussion and tour will take a dive into public-
private -nonprofit partnerships that are engaging the local
commercial real estate market to push the boundaries on
building performance. Participants will learn how commercial
real estate owners are reducing energy and water '-
consumption and what types of technologies/solutions they r
are implementing to reach their emission reduction goals. -
Additionally, this panel will uncover the collaborative work
created through the San Diego 2030 District and ways
buildings across the region can follow suit.
