RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING BIDS AND AWARDING
CONTRACT FOR THE COMMUNITY DEVELOPMENT
BLOCK GRANT CORRUGATED METAL PIPE
REHABILITATION PROGRAM - FISCAL YEAR 2001/2002,
IN THE CITY OF CHULA VISTA (PROJECT DR-156), AND
AUTHORIZING STAFF TO INCREASE QUANTITIES TO
EXPEND ALL AVAILABLE FUNDS FOR THIS PROJECT
WHEREAS, on Wednesday, March 19, 2003 the Director of Engineering received the
following three sealed bids for the "Community Development Block Grant Corrugated Metal
Pipe Rehabilitation Program Fiscal Year 2001/2002 in the City of Chula Vista, CA (DR-156)"
project:

1. Instituform Technologies, Inc. -
Chesterfield, Missouri.
2. Sancon Engineering - Huntington
Beach, California
3. Rheeline, Inc. - Orange, California
BID AMOUNT
$ 87,623.00
$ 97,742.00
$168,126.00
WHEREAS, the low bid from Instituform Technologies, Inc. is below the Engineer's
estimate of $215,520 by $127,897 or approximately 59%; and
WHEREAS, Engineering staff checked all references provided by the contractor and their
work has been satisfactory; and
WHEREAS, staff has reviewed the low bid and is recommending awarding the contract
to Insfituform Technologies, Inc. in the amount of $87,623.
WHEREAS, the Environmental Review Coordinator has reviewed the work involved in
this project and has determined that the project is exempt under Section 15301, Class (b)
(Existing Facilities) of the California Environmental Quality Act; and
WHEREAS, the source of funding for this project is Community Development Block
Grant Funds (CDBG). Based on the current project funding guidelines, the Contractor is
obligated to meet the prevailing wage requirements which were included as part of the bid
documents for this project. Prevailing wage scales are those determined by the U.S. Department
of Labor.
NOW, THEREFORE, BE IT RESOLVED that the City Council of City of Chula Vista
does hereby accept the bids and award the contract for the "Community Development Block
Grant Corrugated Metal Pipe Rehabilitation Program Fiscal Year 2001/2002 in the City of Chula
Vista, CA (DR-156)" to Insfituform Technologies, Inc.

BE IT FURTHER RESOLVED that the Mayor of the City of Chula Vista is hereby
authorized to execute said contract on behalf of the City of Chula Vista.
