APPROVAL OF MINUTES of February 12, 2019 and July 23, 2019 Recommended Action: Subcommittee approve the minutes. 2. PRESENTATION FROM IMPACT USA ON THEIR UNIVERSITY SITE VISION, THE INTERNATIONAL ASSOCIATION OF JESUIT UNIVERSITIES AND REQUEST FOR A LETTER OF INTEREST FROM THE UNIVERSITY SUBCOMMMITTEE Derrick Lewis and Eddie Cullen, Impact USA Co-founders Recommended Action: Subcommittee hear the presentation and consider providing a letter of interest. 3. REPORT ON CONCEPTUAL GEOGRAPHIC REORIENTATION OF UNIVERSITY PROPERTY Kelly Broughton,Director of Development Services Recommended Action: Subcommittee receive the report and provide feedback,as appropriate. MINUTES OF A MEETING OF THE UNIVERSITY SUBCOMMITTEE OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA February 12, 2019 2:00 p.m. A meeting of the University Subcommittee of the City Council of the City of Chula Vista was called to order at 2:07 p.m. in the Executive Conference Room, located in City Hall, 276 Fourth Avenue, Chula Vista, California. ROLL CALL Present: Mayor Casillas Salas and Deputy Mayor Padilla PUBLIC COMMENTS There were none. STAFF PRESENTATIONS 1. UNIVERSITY OF ST. KATHERINE STATUS UPDATE—Eric Crockett, Director of Economic Development Director of Economic Development Crockett gave an update on the progress of the negotiating agreement with University of St. Katherine. Dr. Frank Papatheofanis,representing University of St. Katherine,reported that the university had received official approval to participate in the Cal Grant program. He reported on progress of student recruitment, efforts toward site and program development in Chula Vista, potential partnerships, and raising capital, and responded to questions of the subcommittee. 2. UNIVERSITY CENTER STATUS UPDATE — Maria Kachadoorian, Assistant City Manager Assistant City Manager Kachadoorian provided an update on the University Center. She stated Southwestern College was continuing to investigate the possibility of having a presence at the site and anticipated holding a public workshop upon gathering additional information. Dr. Papatheofanis provided information regarding University of St. Katherine's plan to transition students from its San Marcos campus to Chula Vista. PURPOSE OF SUBCOMMITTEE—Mayor Casillas Salas and Deputy Mayor Padilla Mayor Casillas Salas and Deputy Mayor Padilla discussed the need to increase outreach for the project, involve potential stakeholders and supporters, and dedicate staff to efforts related to the university,possibly through grant or other funding. Kent Aiden,representing HomeFed, spoke regarding potential cooperation with City to further the University Project efforts. The subcommittee directed staff to develop a scope of work to staff and advance the project, and to identify potential funding opportunities. OTHER BUSINESS 4. SUBCOMMITTEE COMMENTS REGARDING NEXT STEPS Mayor Casillas Salas expressed appreciation for staff's work and commitment to the project, and she thanked Dr. Papatheofanis. Bigelow, MMC, City Clerk Page 2 1 University Subcommittee Minutes February 12,2019 MINUTES OF A MEETING OF THE UNIVERSITY SUBCOMMITTEE OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA July 23,2019 10:00 a.m. A meeting of the University Subcommittee of the City Council of the City of Chula Vista was called to order at 10:03 a.m. in the Executive Conference Room, located in City Hall, 276 Fourth Avenue, Chula Vista, California. ROLL CALL Present: Mayor Casillas Salas and Deputy Mayor Padilla PUBLIC COMMENTS There were none. ACTION ITEMS 1. APPROVAL OF MINUTES OF FEBRUARY 12,2019 Item 1 was continued to a future meeting. 2. SCOPE OF WORK FOR MARKETING AND RECRUITMENT—Jones Lang LaSalle Director of Economic Development Crockett gave a presentation on the proposed scope of work for a university marketing and recruitment project by Jones Lang LaSalle, and he responded to questions of the subcommittee. Deputy Mayor Padilla spoke in support of the marketing and recruitment efforts focusing on outreach, communication, and networking, instead of analysis, which had already been done. He also expressed support for a full-time City staff position being dedicated to efforts related to the university, and potentially engaging a professional lobbyist. Mayor Casillas Salas spoke in support of lobbying efforts before funding for full-time staff. City Manager Halbert stated staff anticipated providing additional information at the next meeting of the subcommittee regarding the components of a potential request for proposals for marketing services. 3. JOINT VENTURE WITH HOMEFED DEVELOPMENT CORPORATION — Eric Crockett, Director of Economic Development Gabe Gutierrez, Chula Vista resident, spoke in support of a non-profit entity being created to enable opportunities to raise funds for university-related efforts. Page 11 University Subcommittee Minutes July 23,2019 City Manager Halbert provided information on a potential joint venture with HomeFed. Hale Richardson, representing HomeFed, spoke regarding potential collaboration with the City. Deputy Mayor Padilla spoke regarding the importance of incorporating a variety of funding sources. Director of Economic Development Crockett gave a presentation on the item. Mayor Casillas Salas and Deputy Mayor Padilla spoke in support of greater focus on the organizational structure and resources, instead of the land development aspect of a potential joint venture. City Manager Halbert stated staff would present additional details at the next meeting of the subcommittee, as well as information regarding a potential nonprofit and options to build in safeguards for a joint venture to ensure protection of the long-term vision of the university site. OTHER BUSINESS 4. SUBCOMMITTEE COMMENTS REGARDING NEXT STEPS Mayor Casillas Salas provided information regarding Ibero-American University and its conversations with St. Katherine's University. Economic Development Director Crockett responded that staff had been in contact with the university and planned to provide additional information at the next meeting of the subcommittee. 5. DISCUSSION OF POSSIBLE DATES TO SCHEDULE JOINT UNIVERSITY CENTER SUBCOMMITTEE AND UNIVERSITY SUBCOMMITTEE MEETING WITH SOUTHWESTERN COLLEGE TO PROVIDE UPDATE ON THE UNIVERSITY CENTER The subcommittee discussed scheduling its next meeting in September. Zaneta Encarnacion, representing Southwestern College (SWC), spoke regarding the SWC's recent efforts. City Manager Halbert stated staff would work to schedule a follow up joint meeting.
