HomeMy WebLinkAbout2019-11-06 HCVAC Special Agenda City of Chula Vista Boards & Commissions Sustainability Commission and Healthy Chula Vista Advisory Commission Notice is hereby given that the Sustainability Commission and Healthy Chula Vista Advisory Commission of the City of Chula Vista have called and will convene a Special Meeting on Wednesday, November 6, 2019 at Hydro Station, located at Richard A. Reynolds Groundwater Desalination Facility, 3066 N. Second Avenue, Chula Vista, California to consider the item(s) on this agenda. SPECIAL JOINT MEETING OF THE SUSTAINABILITY COMMISSION AND HEALTHY CHULA VISTA ADVISORY COMMISSION OF THE CITY OF CHULA VISTA Wednesday, November 6, 2019 Richard A. Reynolds Groundwater Desalination Facility 4:00 p.m. 3066 N. Second Avenue, Hydro Station Chula Vista 91910 Parking: Main gate will be propped open prior to meeting. Drive straight through gate and park in gravel parking lot located behind the building. CALL TO ORDER ROLL CALL SUSTAINABILITY COMMISSION (SC): C ommissioners Legaspi, Korgan, Richeson, Matthias, Baugh, Guevara-Gluyas and Chair Romo. ROLL CALL HEALTHY CHULA VISTA ADVISORY COMMISSION (HCVAC): Commissioners Cruz, de Murguia, Jimenez, Martinez, Melgoza, Quiroz, Vice Chair Partida-Lopez and Chair Milburn CONSENT CALENDAR The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be removed for discussion. If you wish to speak on one of these items, please fill out a “Request to Speak” form and submit it to the Secretary prior to the meeting. Items pulled from the Consent Calendar will be discussed immediately following the Consent Calendar. 1. SC APPROVAL OF MINUTES FROM October 14, 2019 SC RECOMMENDED ACTION: Review Attachment 1 and approve minutes. 2. HCVAC APPROVAL OF MINUTES FROM October 10, 2019 HCVAC RECOMMENDED ACTION: Review Attachment 2 and approve minutes. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. ACTION ITEMS The Item(s) listed in this section of the agenda will be considered individually by the Board/Commission and are expected to elicit discussion and deliberation. REYNOLDS GROUNDWATER DESALINATION FACILITY – HYDRO STATION Michael Bruder, CVESD staff, will provide an overview of the Hydro Station. RECOMMENDED ACTION: Commissions hear the presentation. 4. ZERO WASTE SUSTAINABLE COMMUNITY Katharine Matthews, Living Coast Discovery Center Sustainable Manager will provide an overview of a new community-based waste reduction program. RECOMMENDED ACTION: Commissions hear the presentation. 5. HEALTHY AND SUSTAINABLE MEETING POLICY City Staff Stacey Kurz and Manuel Medrano will provide an overview of the draft policy for Healthy and Sustainable meetings for all city hosted functions inclusive of beverages and/or food. RECOMMENDED ACTION: Commissions review Attachment 3, hear the presentation and provide a recommendation to City Council on adoption. 6. SUBCOMMITTEE UPDATE ON HYDRATION STATIONS Members of the subcommittee will provide an update. RECOMMENDED ACTION: Commissions hear the presentation. OTHER BUSINESS 7. STAFF COMMENTS a.
