ROLL CALL: Present: Councilmember Diaz, Councilmember Galvez, Councilmember McCann, Deputy Mayor Padilla and Mayor Casillas Salas Deputy Mayor Padilla left the meeting at 8:54 p.m. Also Present: City Manager Halbert, City Attorney Googins, City Clerk Bigelow, and Deputy City Clerk Kansas PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Councilmember Diaz led the Pledge of Allegiance. The motion carried by the following vote: Yes: 5- Diaz, Galvez, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 City of Chula Vista Page 8 City Council Meeting Minutes-Final May 7,2019 13. 19-0242 DISCUSSION AND CONSIDERATION OF ESTABLISHING A PILOT PROGRAM TO ALLOW OFF-LEASH DOG ACCESS WITHOUT FENCED BOUNDARIES IN A PARK, OR PARKS, IN NORTHWEST CHULA VISTA Parks and Recreation Administrator Fanner gave a presentation and answered questions from Council. City Attorney Googins and Deputy City Attorney Trujillo answered questions from Council. Katie Wright, Chula Vista resident, spoke in support of conducting a pilot program at Rohr Park. Lisa Cohen, representing the Chula Vista Chamber of Commerce, spoke in support of a pilot program at Memorial and Friendship Parks. ACTION: A motion was made by Councilmember Galvez, seconded by Deputy Mayor Padilla, to establish a pilot program to allow off-leash dog access at Memorial Park.The motion carried by the following vote: Yes: 5- Diaz, Galvez, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 14. 19-0243 DISCUSSION AND CONSIDERATION OF DEVELOPING A DESIGNATED OFF-LEASH, FENCED DOG AREA AT ROHR PARK Parks and Recreation Administrator Fanner gave a presentation. Katy Wright, Chula Vista resident, spoke in support of the program but expressed concern regarding the proposed location in Rohr Park and submitted written communications to the Council. Lisa Cohen, representing Chula Vista Chamber of Commerce, spoke in support of the program. At the request of Councilmember McCann, there was consensus of the Council to direct staff to proceed with the project and work with nearby residents to alleviate concerns regarding the dog park location. City Manager Halbert stated that staff would proceed with the project design and the item would be brought back to Council for further action. 15. 19-0266 FISCAL YEAR 2020 BUDGET DISCUSSION City Manager Halbert, Assistant City Manager Kachadoorian, and Director of Finance Bilby gave a presentation on the item and answered questions of the Council. Council discussion ensued. Councilmember Galvez spoke in support of staff recommending options to add five police officers and one shift of 4-0 staffing in the Fire Department for the next fiscal year. Councilmember Diaz spoke in support of Measure A funds being reported separately from the General Fund and of staff recommending options to add five police officers in the next fiscal year. Deputy Mayor Padilla spoke in support of the Council setting Police Department staffing standards and staff presenting a long-term plan to meet the established standards of the Police and Fire Departments. City of Chula Vista Page 9 City Council Meeting Minutes-Final May 7,2019 Mayor Casillas Sa/as spoke regarding the importance of fulfilling the City's obligations related to Measure A and of the comprehensive services that the City provides. Councilmember Galvez spoke in support of the Council discussing options to reduce expenditures that did not involve direct public services. Staff responded to comments and questions of the Council. Lynnette Tessitore, representing the Chula Vista Mid-Managers/Professional Association, spoke regarding the work of employees throughout the City and in support of all labor groups being included in discussions to address public safety staffing concerns. Theresa Acerro, representing the Southwest Chula Vista Civic Association, spoke in support of the City pursuing increases in revenue and considering contracting out services. David Oyos, representing the Chula Vista Police Officers Association, spoke in support of a long-term public safety staffing plan and stated that the Association did not support increased public safety staffing at the expense of staff in other departments. There was consensus of the Council to direct staff as follows: -Provide Council with a report on public safety standards within 90 days,- -Present ays;-Present a three-year, budget-balancing plan in Fall 20191- -Begin 019;-Begin early development of the Fiscal Year 2020-21 proposed budget;and -Provide Council with information mid-year on the possibility of adding public safety staffing, in addition to Measure A staffing. CITY MANAGER'S REPORTS There were none. MAYOR'S REPORTS Mayor Casillas Salas spoke regarding her attendance at the following events: opening of new exercise equipment at Norman Park, Mid-Coast Trolley tour, reception for new Army recruits,19th annual Day of the Child Community Fun Fair, Eagle Scout ceremony for Dominque Harmon, the San Diego County Law Enforcement Memorial Foundation Officers ceremony, the Dining Out for Life lunch at 7 Mile Casino that benefitted the new LGBT Center in Chula Vista, a book signing event with Chef Marcela Valladolid, promotion ceremony for 15 Fire Department personnel, and a speaking engagement at Fredricka Manor. Deputy Mayor Padilla left the meeting at 8:54 p.m. COUNCILMEMBERS' COMMENTS Councilmember McCann spoke regarding his attendance at the following events: A Night to Remember prom, Eastlake Educational Foundation event, presentation to Eastlake High School students regarding the Millenia project, merit badge ceremony for Troop 853, Girl Scouts STEM Fair at Montevalle Park, and a Chula Vista Fire Department promotion ceremony. Councilmember Diaz stated he would host a district forum on the topics of the 2020 census and the City's prosecution unit's focus on illegal marjuana operations. BARR (CASE NO. 18-17308) AND STATE OF CA V. WHITAKER (CASE NO. 18-17311) Mayor Casillas Salas announced that Councilmember McCann would abstain on the item due to a potential conflict of interest related to his service in the Navy Reserve Force. He left the dais during discussion and voting on the item. City Attorney Googins spoke regarding the item.
