CITY OF CHULA VISTA AND SOUTHWESTERN COLLEGE
JOINT TASK FORCE FOR UNIVERSITY CENTER
November 28, 2017 5:30 P.M.
A meeting of the City of Chula Vista and Southwestern College Joint Task Force for University
Center was called to order at 5:30 P.M. in the Executive Conference Room, located at City of
Chula Vista City Hall, 276 Fourth Avenue, Chula Vista, California.
ROLL CALL
PRESENT: City of Chula Vista: Mayor Mary Casillas Salas and
Councilmember Pat Aguilar
Southwestern College: Norma Hernandez, Governing Board
Member and Tim Nader, Governing Board Member.
ABSENT: None
ALSO PRESENT: City of Chula Vista: Maria Kachadoorian, Assistant City Manager
and Eric Crockett Director of Economic Development
Kindred Murillo Superintendent/President, Timothy Flood VP for
Business & Financial Affairs Flood and Lillian Leopold, Chief
Public Information & Government Relations Officers

STAFF PRESENTATIONS
DISCUSSION OF UNIVERSITY AND INNOVATION DISTRICT DRAFT MASTER
PLAN
Director of Economic Development Eric Crockett provided an update of the University
and Innovation District Draft Master Plan which included the following items:
The Master Plan identifies approximately 12 million square feet of capacity with
4 million square feet set aside for the innovation district, 7 million square feet for
educational uses and 1 million square feet for student housing
Vision for this location is that American and Mexican students can acquire their
advanced degrees at this location in conjunction with a university in Mexico
Through this university campus, students from Mexico would come to the U.S. to
complete internships and learn English and American students would go to
Mexico to complete internships and learn Spanish
U.S. institution would be a non-profit university whereas the Mexican university
would be a private university
2. SOUTHWESTERN COLLEGE - DRAFT FACILITIES MASTER PLAN DUST OFF
Vice President of Business and Financial Affairs Tim Flood provided an overview of
Southwestern College Facilities Master Plan which included the following items:
• Currently looking for potential areas for growth in the college
• Met with constituent groups to create an Educational Master Plan which then led
to the creation of the Facilities Master Plan
• Currently updating the Facilities Master Plan to incorporate student and staff
feedback to create a vision for the entire campus and its population
• Measure R and Z provide bond funds to fund educational facilities through
property tax revenue
• Measure R provides $389 million with approximately $41 million to fund a new
higher educational center
• Measure Z provides $400 million for all projects
• New satellite college would allow students the opportunity to earn a B.A. degree
• Will create a task force with college faculty to consider programs for the East
Chula Vista campus
3. NEXT STEPS
a. Scheduling — Tour of University Center
i. Will schedule a tour at the end of January
ii. Southwestern College will coordinate the tour
b. Task Force Membership
i. Will consider inviting a member of the academic senate and faculty to
become a member of the task force
c. Task Force Members' Comments
i. Separate resolutions will be drafted to endorse entering discussions on the
idea of providing land and bond funds for a university center concept and
presented to City Council and Southwestern Board respectively.
ii. A single resolution with the City of Chula Vista and Southwestern College
will be drafted that contains the commitments and parameters that both
parties have agreed upon

At 7:00 P.M., Chair Mayor Casillas Salas adjourned the meeting to the next meeting at the end of
January (TBD) at the University Center in Santa Clarita, California.
