1. HCVAC APPROVAL OF MINUTES FROM September 12, 2019
HCVAC RECOMMENDED ACTION: Review Attachment 1 and approve minutes.

2. VAPING PROHIBITIONS
Staff will provide an overview of regional actions related to public health issues
surrounding vaping and solicit Commission input on what actions the City of Chula Vista
should take.
RECOMMENDED ACTION: Commission review Attachment 2, Resolution and provide
feedback and direction to staff.

Adrianna Rodriguez from San Diego County Aging and Independent Services provided

information on an event in Chula Vista scheduled for October 25 at Otay Recreation Center
ACTION ITEMS
2. SIENNA AT OTAY RANCH
RJ Bernales, Director, Sales & Marketing at Sienna provided an overview of the housing
community and services provided.
3. COUNTY OF SAN DIEGO AGE-FRIENDLY ACTION PLAN UPDATE
Christy Patch from the County of San Diego provided an update on the implementation of the
-Friendly Action Plan and provided drafts of two documents they are working
on for social isolation and transportation.
4. SAFE ROUTES FOR SENIORS
Jana Schwartz from Circulate San Diego provided an overview of a Safe Routes for Seniors
project in Chula Vista and asked commissioners to share a survey with clients.
5. ACTIVE TRANSPORTATION PLAN UPDATE & BIKEWAY PROJECTS
Frank Rivera, City Principal Engineer provided an overview of the draft goals and policies in
the Active Transportation Plan and an update on bikeway projects throughout the City
including the Bayshore Bikeway, Bike Lanes on Broadway and the Otay Valley Regional Park
Bike Park.
6. DIGITAL EQUITY PLAN
Dennis Gakunga, Chief Sustainability Officer provided an overview of the digital divide of
older adults in Chula Vista and strategies to address in the draft Digital Equity Plan.

Staff Kurz provided information on two events regarding Childhood Obesity on October 7 and 10 to
take place in the evening at Civic Center Library.
Shaun Ellis thanked everyone involved in the success of the IG Games.

2019 at 1:00 pm at Norman Park Senior Center and a special joint meeting of the Healthy Chula

RESOLUTION OF THE HEALTHY CHULA VISTA
ADVISORY COMMISSION OF THE CITY OF CHULA VISTA
RECOMMENDING THAT STAFF PREPARE FOR CITY
COUNCIL CONSIDERATION, AMENDMENTS TO CHAPTER
8.22 (REGULATION OF SMOKING IN PUBLIC PLACES AND
PLACES OF EMPLOYMENT) OF THE CHULA VISTA
MUNICIPAL CODE TO INSTITUTE CERTAIN
PROHIBITIONS RELATED TO THE SALE OF VAPING
PRODUCTS AND DEVICES
WHEREAS, on January 5, 2016, the Chula Vista City Council adopted the Healthy Chula
Vista Action Plan which established actionable strategies that the City can pursue to expand its
programs, policies, and services to support the mental, physical, and social wellbeing of its
community; and
WHEREAS, the Healthy Chula Vista Advisory Commission was seated on April 14,
2016 to provide City Council with recommendations on health-related policy under the Healthy
Chula Vista Initiative; and
WHEREAS, the Healthy Chula Vista Action Plan adopted January 5, 2016 included
strategies to prohibit smoking on city facilities and in affordable housing projects, which were
adopted by City Council on December 13, 2017; and
WHEREAS, e-cigarettes have been found to contain a number of toxins, carcinogens and
components suspected of being harmful to humans and recent actions by the County of San
Diego and other jurisdictions have been taken to limit the access of such vaping devices and
products while further local, state and federal review of the safety and public health risks are
evaluated; and
WHEREAS, staff is considering taking similar steps in Chula Vista.
NOW, THEREFORE, BE IT RESOLVED that the Healthy Chula Vista Advisory
Commission of the City of Chula Vista, that it does hereby recommend that staff prepare
amendments to CVMC 8.22 l for
consideration.
