PSAR supports the Staff report recommendation to remove the ADU&JADU Homeowner Occupancy requirement and release other ADU&JADU owners from prior deed restrictions. The County Board of Supervisors voted in February to waive all fees on the construction of ADUs over a five year pilot period and removed the Homeowner Occupancy requirement. The City of Santee voted in August to waive their Development Impact Fees over a five year pilot period.Therefore,PSAR agrees with the proposed reduction of impact fees and development of DIF financing. We encourage you to support the Staff report's recommendation to remove the ADU Homeowner Occupancy requirement and look forward to the final staff proposal regarding the reduction and financing of ADU&JADU DIFs.
