Staff recommendation: Commission excuses the absences. 4.APPROVAL OF MINUTES FOR AUGUST 22, 2019 REGULAR M EETING Staff recommendation: Commission approves minutes. ROLL CALL: PRESENT: Commissioners Branch, Godinez, Gutierrez, Kean-Ayub, Lake, Medina and Chair Martinez-Montes ABSENT: Commissioners Felix, Zadah and Vice-Chair Gonzalez OHERS PRESENT: Courtney Chase PRESENTATION 1. PRESENTATION BY THE PRIDE CENTER AT SAN DIEGO STATE UNIVERSITY Action: There were none, presentation will move to the September 26 meeting. CONSENT CALENDAR (Items 2-3) 2. APPROVAL OF MINUTES FOR JULY 25, 2019 REGULAR MEETING Staff recommendation: Commission approves minutes. Action: Commissioner Godinez moved to approve minutes with proposed changes and offered Calendar Item 3, headings read, text waived. Commissioner Medina seconded the motion, and it carried by the following vote:   YES: 7 – Branch, Godinez, Gutierrez, Kean-Ayub, Lake, Medina and Chair Martinez-Montes NO: 0 ABSTAIN: 0 PUBLIC COMMENTS  Kellie Scofield from Chula Vista Partners promoted human rights, environmental justice and legislative accountability. Provided update on Community Choice Aggregation and provided handouts and information about upcoming events at City Libraries. ACTION ITEMS 4. DISCUSS FUTURE ACTIVITIES OF THE COMMISSION IN LIGHT OF MUNICIPAL CODE 2.36 HUMAN RELATIONS COMMISSION, FUNCTIONS AND DUTIES Staff recommendation: Commission review municipal code and discuss future activities of the commission. Action: Commission discussed duties and functions of the Human Relations Commission. 5. REQUEST TO CITY COUNCIL FOR REFERRAL TO CHARTER REVIEW COMMISSION ELIMINATING THE REQUIREMENT OF BEING A QUALIFIED ELECTOR TO SERVE ON A BOARD OR COMMISSION. Staff Recommendation: Commission review City Charter and make formal request for City Council for a referral to the Charter Commission. Action: Commissioner Lake moved to approve staff’s recommendation and offered Action Item 5, headings read, text waived. Commissioner Godinez seconded the motion, and it carried by the following vote: YES: 7 – Branch, Godinez, Gutierrez, Kean-Ayub, Lake, Medina and Chair Martinez-Montes NO: 0 ABSTAIN: 0 6. DISCUSSION AND ACTION, INCLUDING UPDATES FROM, AND/OR FOMRATION OF, AD HOC COMMITTEES, ON EVENTS/ACTIVITIES FOR HRC PARTICIPATION Staff recommendation: Commission discuss participation in community events. Events/activities for HRC support and participation include:   EVENT DATE/DETAILS National Night Out August 6, 2019 – Report Out 2020 Participation? Action: Consensus to participate in the 2020 National Night Out. Chula Vista Harbor Fest August 17, 2019 – Report Out 2020 Participation? Action: Consensus to participate in the Harbor Fest for 2020. Welcoming America Week September 13-22, 2019 Action: Commissioner Lake made a motion to approve social media outreach for Welcoming City. Commissioner Kean-Ayub seconded the motion, and it carried by the following vote: YES: 7 – Branch, Godinez, Gutierrez, Kean-Ayub, Lake, Medina and Chair Martinez-Montes NO: 0 ABSTAIN: 0 Chula Vista Pride Day September 14, 2019 Chula Vista Starlight Parade December 7, 2019 Action: Chair Martinez-Montes moved to approve the Ad-Hoc committee to act on the Starlight Parade preparations. Commissioner Kean-Ayub seconded the motion, and it carried by the following vote: YES: 7 – Branch, Godinez, Gutierrez, Kean-Ayub, Lake, Medina and Chair Martinez-Montes NO: 0 ABSTAIN: 0 Know Your Rights-Immigration Action: Ad-Hoc committee has secured a date and location. September 21, 2019. Flyer will be completed. Know Your Rights-Police TBD Action: Pending a date and are hoping late October. OTHER BUSINESS 7. CHAIR COMMENTS There were none   8. COMMISSIONERS’ COMMENTS Commissioner Kean-Ayub discussed Drag Queen Story Time, and there is a lot of hate with the event. There will be a group of people that will make a barrier to protect the children and the people attending the event. Commissioner Gutierrez completed a spreadsheet to show the actions that are presented at the meetings and wanted to make sure that the commission is following up on the items. Commission agreed to put this on the agenda to discuss possible open items. 9. STAFF COMMENTS Joint meeting with Healthy Chula Vista on October 10, 2019 at 3:30. NCRC Training at our next regular meeting.
