PUBLIC COMMENTS:
No public comments.
1. Approval of minutes tabled until September 2019 due to lack of o quorum
2. Chief’s Report to include the introduction of City Prosecutor Nicole
Carnahan: Chief Kennedy introduced new city prosecuting attorney Nicole
Carnahan who worked 10 years at the City of San Diego as prosecutor, with
2 years in the prosecution of illegal marijuana. She is excited to expand the
city’s program and brings her expertise and talent to the table. Her initial
focus will be illegal marijuana dispensaries.
Chief Kennedy announced member Ternot MacRenato tendered his
resignation. He will be invited to the September meeting for formal
recognition.

The following was briefly touched on by Chief Kennedy:
• Pretext Stops. Chief Kennedy reported that pretext stops were topics addressed in a
report recommending 30 changes to San Diego Police Department practices. Cathy will
email the report to members.
• The arrest on “E” Street offramp by San Diego Police Department . This was an incident
involving the San Diego Police Department. Because the incident occurred in Chula
Vista, there was some public confusion that the CVPD was responsible. We were not,
nor were we directly involved in the recorded activities. Our person nel worked to
correct the record and provide factual information to the public via traditional media
and social media.
• Social media posts and the challenge they present. The above incident is one example of
the speed at which a narrative, shared on social media, can quickly spread no matter the
accuracy of the report. We have also noted several cases where crimes have been
alleged on Social Media even though, in some cases, the Police Department wasn’t
contacted in the first place. We are working to enhance community engagement, and
are simultaneously working to expand our presence on Social Media.
• SB230 and AB392: Chief Kennedy reported that AB 392 was recently revised so that
state law enforcement groups no longer oppose this bill.
3. Police Department Strategic Plan - Strategic Plan Facilitator Bob Harrison:
Chief Kennedy also introduced Consultant Bob Harrison, who is a former police chief and ran
command college . Mr. Harrison worked with the SP14 five year city plan and now brings his
expertise to SP19. He will work with city and police on how things are done in the organization and
community.
4. Restorative Justice: From Incarceration to Education (CAC members are encouraged to view
the online video at www.fitefilm.com/watch)
A brief video introduced the Restorative Justice program. CAC member Norma Cazares will set up a
meeting with the interested parties to showcase current police department practices tha t might
already be in place.
The meeting concluded at 6:00 pm. The next scheduled meeting will be Thursday, September 5, 2019,
in the community room of the police department.
