Notice is hereby given that the Commission on Aging and Healthy Chula Vista Advisory
Commission of the City of Chula Vista have called and will convene a Special Meeting on
Thursday, September 12, 2019 at Sienna at Otay Ranch, located at 1290 Santa Rosa Drive,
Chula Vista, California to consider the item(s) on this agenda.

CALL TO ORDER

ROLL CALL HEALTHY CHULA VISTA ADVISORY COMMISSION (HCVAC): Commissioners
Cruz, de Murguia, Jimenez, Martinez, Melgoza, Milburn, Quiroz, Velo, Vice Chair Partida-Lopez and
Chair Milburn
The Commission on Aging and Healthy Chula Vista Advisory Commission serve as the Age-Friendly
Communities Joint Task Force and oversee the implementation of the Age-Friendly Chula Vista
Action Plan.
CONSENT CALENDAR
The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without
discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be
removed for discussion. If you wish to speak on one of these items, please fill out a “Request to Speak” form
and submit it to the Secretary prior to the meeting. Items pulled from the Consent Calendar will be discussed
immediately following the Consent Calendar.
1. COA APPROVAL OF MINUTES FROM July 10, 2019
COA RECOMMENDED ACTION: Review Attachment 1 and approve minutes.
2. HCVAC APPROVAL OF MINUTES FROM August 8, 2019
HCVAC RECOMMENDED ACTION: Review Attachment 2 and approve minutes.
PUBLIC COMMENTS
Persons speaking during Public Comments may address the Board/Commission on any subject matter within
the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law generally prohibits
the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if
appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff.
Comments are limited to three minutes.
ACTION ITEMS

are expected to elicit discussion and deliberation. If you wish to speak on any item, please fill out a “Request to

3. SIENNA AT OTAY RANCH
Staff will provide an overview of the housing community and services provided.
RECOMMENDED ACTION: Commissions hear the presentation.
4. COUNTY OF SAN DIEGO AGE-FRIENDLY ACTION PLAN UPDATE
Staff Christy Patch from the County of San Diego will provide an update on the
implementation of the County’s Age-Friendly Action Plan.
RECOMMENDED ACTION: Commissions hear the presentation and discuss.
5. SAFE ROUTES FOR SENIORS
Staff Jana Schwartz from Circulate San Diego will provide an overview of a Safe Routes
for Seniors project in Chula Vista.
RECOMMENDED ACTION: Commissions hear the presentation and discuss.
6. ACTIVE TRANSPORTATION PLAN UPDATE & BIKEWAY PROJECTS
Staff Frank Rivera will provide an overview of the draft goals and policies in the Active
Transportation Plan and an update on bikeway projects throughout the City including the
Bayshore Bikeway, Bike Lanes on Broadway and the Otay Valley Regional Park Bike
Park.
RECOMMENDED ACTION: Commissions hear the presentation and provide feedback.
7. DIGITAL EQUITY PLAN
Staff Dennis Gakunga will provide an overview of the digital divide of older adults in
Chula Vista and strategies to address in the draft Digital Equity Plan.
RECOMMENDED ACTION: Commissions hear the presentation and provide feedback.

POST-ADJOURNMENT there will be an optional tour of Sienna at Otay Ranch.
Materials provided to the Commission on Aging related to any open-session item on this agenda are
available for public review in the Recreation Department, Chula Vista during normal business hours.
Materials provided to the Healthy Chula Vista Advisory Commission related to any open-session item
on this agenda are available for public review in the Development Services Department, Chula Vista
during normal business hours.
