HomeMy WebLinkAboutReso 2019-157RESOLUTION NO. 2019-157 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A PURCHASE AGREEMENT WITH U.S. DIGITAL DESIGNS FOR THE INSTALLATION OF REPLACEMENT FIRE STATION ALERTING SYSTEMS AT SIX FIRE STATIONS UTILIZING PUBLIC PROCUREMENT AUTHORITY (PPA), MASTER PRICE AGREEMENT (MPA) NPP RFP #1425 WHEREAS, the Fire Department utilizes technology to ensure rapid responses to calls for service; and WHEREAS, to maintain the high level of service that the Fire Department provides the Chula Vista community, an upgraded Fire Station Alerting System (FSAS) needs to be installed at all fire stations; and WHEREAS, the Fire Department has selected a replacement FSAS based upon the latest technology and features, which will ensure rapid responses to calls for service and will minimize the amount of downtime for the FSAS; and WHEREAS, the Fire Department will use the cooperatively bid master price agreement, Public Procurement Authority Master Price Agreement NPP RFP#1425; and WHEREAS, the City of Chula Vista Finance Department has reviewed the master price agreement to ensure compliance with Municipal Code Section 2.56.140 (cooperative purchasing agreements) and Section 2.56.070.B.4 (system’s unique performance capability is available from only a single source and is exempt from competitive bidding requirements at the discretion of the Purchasing Agent); and WHEREAS, annual maintenance and service contracts for the new system are included in the initial purchase agreement until FY 2025, and thereafter these ongoing annual costs will be addressed in the Fire Departments’ annual budget; and WHEREAS, the purchase price ($590,233.44, including a 5% contingency for any necessary changes pre-approved by staff during installation) will be paid via Measure P funds and has been included in the FY 2019-20 Measure P spending plan in CIP Project #GGV0243. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it approves a purchasing agreement with U.S. Digital Designs for installation of replacement fire station alerting systems at six fire stations utilizing Public Procurement Authority, Master Price Agreement NPP RFP#1425, in the form presented, with such minor modifications as may be required or approved by the City Attorney, a copy of which shall be kept on file in the Office of the City Clerk, and authorizes and directs the City Manager, or designee, to execute same.
