HomeMy WebLinkAboutcc min 2019/03/12 City of Chula Vista Meeting Minutes - Final Tuesday,March 12,2019 5:00 PM Council Chambers 276 4th Avenue,Building A Chula Vista,CA 91910 REGULAR MEETING OF THE CITY COUNCIL CALL TO ORDER A regular meeting of the City Council of the City of Chula Vista was called to order at 5:01 p.m. in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California. ROLL CALL: Present: Councilmember Diaz, Councilmember Galvez, Councilmember McCann, Deputy Mayor Padilla and Mayor Casillas Salas Also Present: City Manager Halbert City Attorney Googins, City Clerk Bigelow, and Deputy City Clerk Turner PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Councilmember Galvez led the Pledge of Allegiance. SPECIAL ORDERS OF THE DAY A. 19-0080 PRESENTATION OF A PROCLAMATION PROCLAIMING MARCH 11-15, 2019 AS FOOD WASTE PREVENTION WEEK IN THE CITY OF CHULA VISTA Environmental Services Manager Medrano gave a presentation and presented a paperless proclamation. B. 19-0122 PRESENTATION OF THE ORANGE AND PALOMAR MURAL PROJECT AND RECOGNITION OF PROJECT COMMUNITY PARTNERS TOMMY VALENTINO RAMIREZ, ARNULFO MANRIQUEZ, AND STEPHEN ABLAHAD Cultural Arts Program Manager Lopez and Tommy Ramirez from MAAC Community Charter school gave a presentation. Councilmember Diaz recognized the following partners who were present and assisted with the project: Tommy Valentino Ramirez and Stephen Ablahad. CONSENT CALENDAR (Items 1 - 6) Item 2 was removed from the Consent Calendar at the request of Councilmember Galvez. 1. 19-0079 APPROVAL OF MINUTES of October 2 and 16, 2018. Recommended Action:Council approve the minutes. Item 2 was removed from the consent calendar. FOR DEVELOPING THE MAX FIELD/RIENSTRA PARK ACCESSIBILITY STUDY (CIP# PRK0333) Recommended Action:Council adopt the resolution. 4. 19-0082 RESOLUTION NO. 2019-033 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING $41,455 FROM THE BUREAU OF JUSTICE ASSISTANCE AND APPROPRIATING SAID FUNDS TO THE POLICE GRANTS SECTION OF THE FEDERAL GRANTS FUND FOR THE BULLETPROOF VEST PARTNERSHIP (4/5 VOTE REQUIRED) Recommended Action:Council adopt the resolution. 5. 19-0083 RESOLUTION NO. 2019-034 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING $222,000 FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY AND APPROPRIATING $70,000 TO THE POLICE GRANTS SECTION OF THE FEDERAL GRANT FUND FOR OPERATION STONE GARDEN (4/5 VOTE REQUIRED) Recommended Action:Council adopt the resolution. 6. 19-0112 RESOLUTION NO. 2019-035 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND THE HARTFORD, TO PROVIDE SHORT-TERM AND LONG-TERM DISABILITY INSURANCE FOR BENEFITED EMPLOYEES AND ELECTED OFFICIALS, EXCLUDING: EMPLOYEES REPRESENTED BY THE POLICE OFFICER'S ASSOCIATION (POA), INTERNATIONAL ASSOCIATION OF FIREFIGHTERS (IAFF), AND TEMPORARY AND SEASONAL EMPLOYEES Recommended Action:Council adopt the resolution. Approval of the Consent Calendar ACTION: A motion was made by Mayor Casillas Salas, seconded by Councilmember McCann, to approve staffs recommendations on the above Consent Calendar items,headings read,text waived.The motion carried by the following vote: Yes: 5- Diaz, Galvez, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 City of Chula Vista Page 2 City Council Meeting Minutes-Final March 12,2019 ITEMS REMOVED FROM THE CONSENT CALENDAR 2. 18-0557 RESOLUTION NO. 2019-031 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE FIRST AMENDMENT TO THE EXISTING CONSULTING SERVICES AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND PROJECT PROFESSIONALS CORPORATION FOR ADDITIONAL ON-CALL CIP CONSTRUCTION MANAGEMENT CONSULTING SERVICES Director of Engineering Valle answered questions of the Council. ACTION: A motion was made by Councilmember Galvez, seconded by Councilmember McCann, to adopt Resolution No. 2019-031, heading read, text waived. The motion carried by the following vote: Yes: 5- Diaz, Galvez, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 PUBLIC COMMENTS The following students from High Tech High shared their recommendations for integrating immigrants and distributed written communications: Stephen Ablahad, Monserratte Vargas, Sydney Mercado, Andrea Anders, Erlinda Eventecilla, Adrian Sandoval, Crystal Peralta, Carlos Perez, Donna Hamilton, Jessica Watkins, Juan Delgadillo, Kannen Salmon and Emily Martinez. Theresa Acerro, Chula Vista resident, also speaking on behalf of Joanna Ward, Chula Vista resident, expressed concern regarding commercial marijuana activity and distributed written communications. ACTION ITEMS 7. 19-0116 UPDATE ON THE 2017 CLIMATE ACTION PLAN IMPLEMENTATION Conservation Specialist Downs and Sustainability Commission Vice Chair Mc Millin, gave a presentation on the item. Richard D'Ascoli, representing Pacific Southwest Association of Realtors, spoke regarding the item and made a recommendation for changes to the Chula Vista Municipal Code regulations related to solar requirements. Conservation Specialist Downs answered questions of the Council. CITY MANAGER'S REPORTS City Manager Halbert spoke regarding a recent Welcoming Cities audit and an inclusive digital plan for the City. He thanked Mayor Casillas Salas and Councilmember Diaz for City Launch and announced that the City been awarded the Community Collaborative Blueprint Award. City of Chula Vista Page 3 City Council Meeting Minutes-Final March 12,2019 MAYOR'S REPORTS Mayor Casillas Salas announced that the City had received the Cal Chief Association award and stated Police Chief Kennedy would return for a presentation. At the request of Mayor Casillas Salas, there was consensus of the Council on the following items. 1.Add an item to a future agenda to consider endorsing the South Bay Music Festival. 2. Make a referral to staff to review building fees for Accessory Dwelling Units(ADUs). Mayor Casillas Salas reported on her attendance at the following recent events: SANDAG board retreat, National City Chamber of Commerce Mariachi Festival and the City of Champions Event. Mayor Casillas Salas congratulated the Girls Scouts organization on its 107th birthday. COU NCILMEMBERS' COMMENTS Councilmember Galvez reported on her attendance at the following recent events: Mariachi Festival; TAVA's Taste of Third Event, and the public workshop for the design of Harbor Park. She also wished Mayor Casillas Salas a happy birthday. Councilmember Diaz spoke regarding the High Tech High student presentations and hosting an intern. He also reported his attendance at City Launch. Councilmember Diaz requested consensus to make a referral to the City Manager to provide a report on reducing or eliminating Parkland Acquisition and Development(PAD)fees Councilmember McCann thanked the Eastlake Little League, Sweetwater Little League and Bonita Valley Softball for recent events and reported his attendance at the City of Champions event. He provided updates on the Discovery Park irrigation and the Willow Street Bridge projects. He announced the 30th birthday of the internet/world wide web. Councilmember McCann extended the community St. Patrick's Day greetings and wished Mayor Casillas Sales a happy birthday. CITY ATTORNEY'S REPORTS City Attorney Googins spoke regarding the High Tech High student presentations and hosting and intern. CLOSED SESSION City Attorney Googins announced that the Council would convene in closed session to discuss the item listed below. Mayor Casillas Salas recessed the meeting at 6:58 p.m. The Council reconvened in Closed Session at 7:00 p.m., with all members present. Pursuant to Resolution No. 13706 and Council Policy No. 346-03, Official Minutes and records of action taken during Closed Sessions are maintained by the City Attorney. 8. 19-0107 CONFERENCE WITH LEGAL COUNSEL REGARDING EXISTING LITIGATION PURSUANT TO GOVERNMENT CODE SECTION 54956.9 (d)(1) A.
