ROLL CALL: Present: Councilmember Diaz, Councilmember Galvez, Councilmember McCann, Deputy Mayor Padilla and Mayor Casillas Salas Also Present. City Manager Halbert, City Attorney Googins, City Clerk Bigelow, and Deputy City Clerk Turner PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Deputy Mayor Padilla led the Pledge of Allegiance. SPECIAL ORDERS OF THE DAY A. 19-0057 OATHS OF OFFICE Mark Bartlett, Veterans Advisory Commission Dana Tomlinson, Board of Library Trustees Taylor Ward, Cultural Arts Commission City Clerk Bigelow administered the oath of office to Commissioners Bartlett and Tomlinson, and Councilmember Galvez presented them with certificates of appointment. Taylor Ward was not present. CONSENT CALENDAR (Items 1 - 7) Item 4 was removed from the Consent Calendar at the request of a member of the public. 1. 19-0055 APPROVAL OF MINUTES of September 11, 2018. Recommended Action: Council approve the minutes. 2. 19-0044 DECLARATION OF VACANCY OF THE FOLLOWING SEAT, PURSUANT TO CHARTER SECTION 602 AND MUNICIPAL CODE SECTION 2.25.105: -Planning Commission Member Yolanda Calvo (Design Representative Seat), Term Exp. 6/30/2019 Recommended Action: Council deem the seat vacant. RESOLUTION NO. 2019-021 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING CHULA VISTA 4TH FEST 2019, HARBORFEST 2019, AND THE 2019 STARLIGHT PARADE AS CITY-SPONSORED EVENTS FOR FISCAL YEAR 2019 B. RESOLUTION NO. 2019-022 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE CITY'S FILING OF AN APPLICATION FOR A $15,000 COMMUNITY ENHANCEMENT GRANT FROM THE COUNTY OF SAN DIEGO AND APPROVING A RESOLUTION FOR THE GRANT APPLICATION REQUIRED BY THE COUNTY; SHOULD THE CITY BE AWARDED GRANT FUNDING, AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE AN AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND THE COUNTY OF SAN DIEGO INCLUDING RELATED GRANT DOCUMENTS; AND APPROPRIATING SAID FUNDS ACCORDINGLY (4/5 VOTE REQUIRED) Recommended Action:Council adopt the resolutions. RESOLUTION NO. 2019-024 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE COMPENSATION SCHEDULE AND CLASSIFICATION PLAN TO REFLECT THE ADDITION OF THE MULTIMEDIA PRODUCTION SPECIALIST POSITION TITLE AND AMENDING THE AUTHORIZED POSITION COUNT IN THE FIRE DEPARTMENT TO REFLECT A NET INCREASE IN AUTHORIZED STAFFING AND IN THE CITY CLERK'S OFFICE TO REFLECT A CHANGE IN THE POSITION TITLE OF DEPUTY CITY CLERK I TO DEPUTY CITY CLERK II B. RESOLUTION NO. 2019-025 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE REVISED FISCAL YEAR 2018-2019 COMPENSATION SCHEDULE EFFECTIVE MARCH 1, 2019, AS REQUIRED BY CALIFORNIA CODE OF REGULATIONS, TITLE 2, SECTION 570.5 Recommended Action: Council adopt the resolutions. 6. 19-0046 RESOLUTION NO. 2019-026 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING A GRANT OF $3,000.00 FROM THE SAN DIEGO ASSOCIATION OF GOVERNMENTS (SANDAG) AND APPROPRIATING THE FUNDS TO THE CITY OF CHULA VISTA OFFICE OF SUSTAINABILITY TO FUND VARIOUS BICYCLING EVENTS IN 2019 (4/5 VOTE REQUIRED) Recommended Action:Council adopt the resolution. Approval of the Consent Calendar ACTION: A motion was made by Mayor Casillas Salas, seconded by Deputy Mayor Padilla, to approve staffs recommendations on the above Consent Calendar items, headings read,text waived.The motion carried by the following vote: Yes: 5- Diaz, Galvez, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 ITEMS REMOVED FROM THE CONSENT CALENDAR 4. 18-0563 A. SUBMISSION OF FINAL AUDITED FINANCIAL STATEMENTS FOR FISCAL YEAR ENDED JUNE 30, 2018 B. RESOLUTION NO. 2019-023 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA MAKING AMENDMENTS TO THE FISCAL YEAR 2017-18 BUDGET TO ADJUST FOR VARIANCES AND APPROPRIATING FUNDS THEREFOR (4/5 VOTE REQUIRED) Theresa Acerro, Chula Vista resident, requested information regarding the item and spoke in support of similar items being considered as action items in the future. Finance Director Bilby spoke regarding the item. ACTION: A motion was made by Mayor Casillas Salas, seconded by Councilmember McCann, to receive the report and adopt Resolution No. 2019-023, heading read, text waived.The motion carried by the following vote: Yes: 5- Diaz, Galvez, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 PUBLIC COMMENTS Mark Twohey, representing the Youth Sports Council, spoke regarding a sprinkler installation project, and contributions and volunteer services provided by the organization. Kelly McCormick spoke in support of transparency related to the commercial cannabis program. Theresa Acerro, Chula Vista resident, spoke regarding a Southwest Chula Vista Civic Association community meeting on cannabis. City of Chula Vista Page 3 City Council Meeting Minutes-Final February 19,2019 ACTION ITEMS 8. 19-0015 RESOLUTION NO. 2019-027 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE TWO-PARTY CONTRACT WITH EES CONSULTING, INC. TO PROVIDE A COMMUNITY CHOICE AGGREGATION TECHNICAL FEASIBILITY STUDY AND A RELATED COST-SHARING AGREEMENT WITH THE CITY OF LA MESA AND THE CITY OF SANTEE Sustainability Specialist Downs gave a presentation and answered questions of the Council. The following individuals spoke in support of staffs recommendations: -Carolyn Schofield, Chula Vista resident,representing Chula Vista Partners in Courage -Rita Clement, Chula Vista resident James Schofield, Chula Vista resident, submitted written documentation in support and did not wish to speak. Kate Anchondo and Rachal Hamilton, Hilltop High School seniors, spoke regarding a Global Youth Strike event and requested Council support. ACTION: A motion was made by Deputy Mayor Padilla, seconded by Mayor Casillas Salas, to approve Resolution No. 2019-027, heading read, text waived. The motion carried by the following vote: Yes: 5- Diaz, Galvez, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 9. 18-0586 A. QUARTERLY FINANCIAL REPORT FOR THE QUARTER ENDING DECEMBER 31, 2018 B. RESOLUTION NO. 2019-028 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA MAKING VARIOUS AMENDMENTS TO THE FISCAL YEAR 2018/19 BUDGET TO ADJUST FOR VARIANCES AND APPROPRIATING FUNDS THEREFOR (4/5 VOTE REQUIRED) Finance Director Bilby and Budget and Analysis Manager Prendell gave a presentation on the item. ACTION: A motion was made by Councilmember McCann, seconded by Councilmember Diaz, to receive the report and adopt Resolution No. 2019-028, heading read, text waived.The motion carried by the following vote: Yes: 5- Diaz, Galvez, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 CITY MANAGER'S REPORTS City Manager Halbert spoke regarding Community Choice Aggregation. Finance Director Bilby provided an update on sewer billing. City of Chula Vista Page 4 City Council Meeting Minutes-Final February 19,2019 MAYOR'S REPORTS Mayor Casillas Salas reported on her attendance at the following recent events: County of San Diego State of the County Address, Gold Line Partner Panel discussion regarding the Bus Rapid Transit, opening of Orchard Club at Viscaya, public workshop on drones, League of California Cities meeting, and a ribbon cutting for the grand opening of the San Diego LGBTQ South Bay Youth Center. She announced that she was selected to serve as a member of the Local Agency Formation Commission(LAFCO). 10. 19-0053 RATIFICATION OF APPOINTMENTS OF THE FOLLOWING: Michael McCabe, International Friendship Commission DeVonte Roberts, Cultural Arts Commission ACTION: A motion was made by Councilmember Diaz, seconded by Councilmember Galvez, to ratify the above appointments. The motion carried by the following vote: Yes: 5- Diaz, Galvez, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 COUNCILMEMBERS' COMMENTS Councilmember McCann recognized Blaze Pizza, Cost Plus World Market, and Dr. Chalk on their recent grand openings. He reported on his attendance at a fundraiser for Max Branscomb and the Council workshop on drones. He also spoke about increasing the number of dog parks. Deputy Mayor Padilla provided an update on the University Subcommittee. He congratulated Cost Plus World Market on its grand opening and spoke regarding the opening of the South Bay LGBTQ Youth Center. He stated he would be serving as a guest lecturer at Cal Western, and planned to discuss the Chula Vista Bayfront planning experience. Councilmember Diaz spoke regarding a recent disc golf fundraiser benefitting Community for Hope. Councilmember Galvez recognized staff for graffiti removal efforts and thanked citizens for reporting graffiti. She expressed appreciation to the Finance Department for its efforts to resolve sewer billing issues and suggested that the City include an explanation in future sewer billing statements.
