Page 2 1 University Subcommittee Agenda July 23, 2019 THE CITY OF CHULA VISTA UNIVERSITY mini1� 00 1 TO: INTERESTED PARTY VIA: GARY HALBERT, CITY MANAGER FROM: CHULA VISTA ECONOMIC DEVELOPMENT DEPARTMENT RE: CALIFORNIA STATE FUNDING FY 2019-20 FOR UNIVERSITY Overview On June 27, 2019 Governor Gavin Newsom's first inaugural budget was adopted for fiscal year 2019-20. The $214.8-billion budget is the largest in state history and California is set to increase its spending on key areas of focus such as public and higher education. Within this budget cycle lawmakers agreed to an important structural change: the state will no longer be able to retroactively lower the mandatory level of education spending. Overall, consensus was achieved to increase enrollment at public university and college campuses across the state. Additionally, one of the largest annual investments in education ($361.4 million ongoing in the CSU; $248.8 million ongoing in the UC) was appropriated. Due to this large investment, the Board of Trustees for both the California State University (CSU) and University of California (UC) systems announced that it would not raise resident tuition for the 2019-20 academic year. $4 million of the FY 2019-20 higher education budget has been appropriated to study the feasibility of constructing two new campuses within the CSU system, which currently has 23 colleges. Governor Newsom originally sought$2 million to study the feasibility and need for a new CSU campus in the San Joaquin Valley area, most likely in Stockton.That endeavor was included in the budget plan, but after legislators expressed concerns about high demand for university enrollment in their own districts (Senator Ben Hueso and Assembly member Dr. Shirley Weber) an additional $2 million was approved to also study the feasibility of four other areas for possible CSU campuses: Chula Vista, Concord, Palm Desert and San Mateo County. By July 1, 2020, the CSU Office of the Chancellor is required to report to the Director of Finance and the Chairperson of the Joint Legislative Budget Committee on the potential need for new CSU campuses located in each of those aforementioned regions. By July 1, 2020, the Office of the Chancellor of the California State University shall report to the Director of Finance and the Chairperson of the Joint Legislative Budget Committee on the potential need for new California State University campuses located in each of those identified regions. The reports shall, at a minimum, include the (c) following: Anticipated benefits of new California State University campuses in the identified regions, including benefits to local students, the regional economy, (1) and students across the state. Impacts of potential campuses on the California State University's capital expenditure debt limitations pursuant to Section 89773 of the Education (3) Code. An initial identification of sites available for potential campuses in the (4) identified regions. A timeline for the development of each of the potential campuses in the identified regions, including, at a minimum, the timeframes when (i) potential campus sites would be approved for an environmental impact report; (ii) a capital outlay plan would be submitted for review by the Department of Finance; (iii) a president would be chosen for the campus; (iv) a curriculum would be developed that places a focus on graduating first-time freshmen students in four years and transfer students in two years; (v) staff and faculty would be hired; and (vi) the campus would be expected to start (S) enrolling new students.
