Memorandum To: City of Chula Vista From: Valorie Thompson Re: Air Quality and GHG Impacts Planning Area 12 Date: October 2, 2017 Urgent For Review Please Comment Please Reply Please Recycle Introduction This technical memorandum addresses the air quality and greenhouse gas (GHG) impacts associated with the proposed amendment to the Otay Ranch Planning Area 12 site plan to replace the approved Freeway Commercial land uses with an additional 300 multi-family dwelling units. Background Planning Area 12 is a 132.9-acre site located adjacent to State Route 125 at Olympic Parkway. The original land use plan for the Otay Ranch Planning Area 12 site included the development of 120.5 acres of the site as Freeway Commercial. An Environmental Impact Report (EIR) was prepared for the Freeway Commercial development in 2002 1. In that document, air quality impacts from the development of 1,215,000 square feet of commercial uses were evaluated. No analysis of GHG impacts was included in the EIR. 1 EDAW, Inc. 2002. November 9, 2017 Page 2 Impacts from Original Entitlement The 2002 EIR evaluated air quality impacts using the URBEMIS2002 model. The significance of air quality impacts was evaluated based on thresholds established at that time by the South Coast Air Quality Management District (SCAQMD). Construction emissions were evaluated on the basis of tons per quarter, and operational emissions were evaluated on the basis of tons per year. Table 1 presents the construction and operational emissions calculated in the analysis conducted for the EIR versus the significance thresholds that were in place at the time the EIR was prepared. As shown in Table 1, the EIR concluded that impacts were significant. The EIR assumed that commercial power would be available to power construction equipment and reduce combustion pollutants; however, in general, commercial power is not used for heavy construction equipment at this time. The SCAQMD significance thresholds have since been updated to provide significance thresholds based on a short-term (lbs/day) basis2. The URBEMIS model has been replaced by the CalEEMod Model. CalEEMod 2016.3.1 is the latest version of the CalEEMod model, which includes emissions from the California Air Resources Board’s OFFROAD model for construction equipment and EMFAC2014 model for vehicles. 2 SCAQMD. 2015. November 9, 2017 Page 3 The CalEEMod Model was run to update the analysis for the original entitlement, assuming a 2-year construction schedule. The model was run assuming the residential and commercial buildings would meet Title 24 standards as of 2016. Table 2 presents the results of the analysis of the air quality impacts from the existing entitlement based on the SCAQMD’s current significance thresholds. As shown in Table 2, impacts from the existing entitlement would be above the SCAQMD significance thresholds for NOx during construction, and for VOCs, NOx, CO, and PM10 during operations. This conclusion is consistent with the conclusion of the 2002 EIR. Yes Yes Yes No Yes No Existing Entitlement In 2015 an addendum to the 2002 FEIR was approved that allows for the construction of 600 multi-family residential dwelling units, 300 hotel rooms, 15,000 square feet of retail uses, and a 2.0-acre park. A second addendum to the FEIR was approved in 2016. This is the currently approved mixed-use project. Impacts from Proposed Development Plan The proposed development plan for Otay Ranch Planning Area 12 has been revised to include 300 additional multi-family dwelling units to the previously approved mixed- use project. The western side of the site would be unchanged from the currently approved site plan. The total development at the site would therefore consist of: • 608 apartment units • 292 townhome units November 9, 2017 Page 4 • Business hotels – 300 rooms • 15,000 square feet of commercial uses • 2 acres of neighborhood park The CalEEMod model, Version 2016.3.1 was run to evaluate air quality impacts from the proposed revised development. Table 3 presents the results of the evaluation of air quality impacts from the proposed project. No Yes No No No No As shown in Table 3, the impacts from the proposed project under the current development scenario are consistent with the impacts disclosed in the 2002 EIR, and are lower than the impacts presented in Table 2 for the original entitlement for all pollutants except VOCs during construction. VOCs would, however, remain below the SCAQMD significance threshold for construction and therefore would not result in a significant impact to air quality. Operational emissions associated with the proposed project are below the levels anticipated for the Freeway Commercial development. Greenhouse Gas Impacts As stated above, no analysis of GHG impacts was included in the EIR. An analysis was therefore conducted for both the existing entitlement and the project as currently proposed. GHG emissions were calculated using the CalEEMod Model, Version 2016.3.1. For both the existing entitlement and the proposed project, it was assumed, for conservative purposes, that buildout would occur by 2020. Construction emissions November 9, 2017 Page 5 were amortized over a 30-year period, as recommended by the SCAQMD 3. Implementation of the 33% Renewable Portfolio Standard, Title 24 as of 20164, and motor vehicle standards as taken into consideration within the CalEEMod Model have been included in the analysis for both the existing entitlement and the proposed project. In addition, it was assumed that solid waste generation rates would be reduced by 20% from default levels. Table 4 presents a summary of the GHG emissions from the proposed project as compared with the original entitlement, as calculated by the CalEEMod Model. November 9, 2017 Page 6 Efficiency Metric Some lead agencies have recommended the use of an efficiency metric to evaluate a project’s GHG emissions. The efficiency metric is a measure of the metric tons of GHG emissions per service population. Service population is defined as the number of residents plus workers. The original entitlement proposed to construct 1,215,000 square feet of freeway commercial. The freeway commercial uses would be a mix of retail uses and other uses such as restaurant, big box retail, etc. The service population for the freeway commercial development would be based on the number of workers for the development. The service population for retail/commercial uses was calculated based on the San Diego Jobs-Housing Nexus Study 5. While the Jobs-Housing Nexus Study was prepared for the City of San Diego, it provides representative information for the region regarding the number of workers per square foot. Based on the Study, retail uses would generate 350 square foot per employee, for a total of 3,471 workers for the original entitlement. The proposed project would include residents and workers in the service population. The number of workers is based on 15,000 square feet for the retail uses, and 435,600 square feet for 300 hotel rooms, with an estimated 500 square feet per employee for hotel uses. The total workers would be 914. Residents were estimated based on the CalEEMod model default of 2.86 residents per unit for a total of 2,574 residents. The total service population for the proposed project is therefore 3,488. Metric tons per service population is shown in Table 5. November 9, 2017 Page 7 As shown in Table 5, the proposed project is approximately 3 times more GHG- efficient than the original entitlement. Conclusion Revision of the site plan for Otay Ranch Planning Area 12 would result in air quality impacts that are within the impacts disclosed for the Freeway Commercial uses in the 2002 Draft Environmental Impact Report. Based on current CalEEMod Model runs, emissions would be lower for all pollutants for construction except VOCs. Construction VOC emissions would remain below the SCAQMD significance threshold, however, and would not result in a significant impact. Emissions of criteria pollutants for operations would be below the emissions from the Freeway Commercial development. Emissions of GHGs were calculated using the CalEEMod Model for both the Freeway Commercial project and the project as currently proposed. GHG emissions from the project would be lower than emissions from the Freeway Commercial uses, and the project’s efficiency would be approximately 3 times greater. Valorie L.
