1. PRESENTATION BY THE PRIDE CENTER AT SAN DIEGO STATE UNIVERSITY
CONSENT CALENDAR (Items 2-3)
The Commission will enact the Consent Calendar staff recommendations by one motion, without
discussion, unless a Commissioner, a member of the public, or staff requests that an item be removed
for discussion. Items pulled from the Consent Calendar will be discussed immediately following the
Consent Calendar.
2. CONSIDERATION OF REQUEST FOR EXCUSED ABSENCE
Request for excused absence from Commissioner Felix for the June 27, 2019 Human Relations
Commission meeting.
Staff recommendation: Commission excuses the absence.
3. APPROVAL OF MINUTES FOR JUNE 27, 2019 REGULAR MEETING
Staff recommendation: Commission approves minutes.
PUBLIC COMMENTS
Persons speaking during Public Comments may address the Board/Commission on any subject matter
within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law
generally prohibits the Board/Commission from discussing or taking action on any issue not included

Staff recommendation: Discussion and vote for chair and vice chair for FY2020.
5. DISCUSSION AND ACTION, INCLUDING UPDATES FROM, AND/OR FORMATION OF, AD HOC
COMMITTEES, ON EVENTS/ACTIVITIES FOR HRC PARTICIPATION
Staff recommendation: Discuss participation in community events. Events/activities for HRC
support and participation include:

HUMAN RELATIONS COMMISSION OF THE CITY OF CHULA VISTA
June 27, 2019 6:00 p.m.
The regular meeting of the Human Relations Commission of the Cit y of Chula was called to order
at 6:01 p.m. in Cit y Hall Conference Room 103 located in Public Services North Bldg. C at 276
Fourth Avenue, Chula Vi sta, California.
ROLL CALL:
PRESENT: Commissioners Branch, Godinez, Gutierrez, Kean-A yub, Lake, Medina,
Vice-Chair Gonzalez, Chair Martinez-Montes
ABSENT: Commissioners Felix, Zadah
OHERS: Courtney Chase, Glen Googins, Anne Steinberger
CONSENT CALENDAR (Items 1-2)
1. CONSIDERATION OF REQUEST FOR EXCUSED ABSENCE
Request from Commissioner Martinez-Montes requesting an excused absence for the
May 23, 2019 Human Relations Commission Meeting.
Staff recommendation: Commission excuse the absence.
2. APPROVAL OF MINUTES FOR May 23, 2019 REGULAR MEETING
Staff recommendation: Commission approve the minutes.
ACTION: Commissioner Godinez moved to approve Staff’s recommendations and offered
Consent Items 1 and 2 (headings read, and text waived). Commissioner Gutierrez
seconded the motion and it carried by the following vote:
YES: 8- Branch, Godinez, Gutierrez, Kean-A yub, Lake, Medina, Vice-
Chair Gonzalez and Chair Martinez Montes
NO: 0
ABSTAIN: 0
PUBLIC COMMENTS
Tina Medina: Concerts/market in the park, wanted to invite HRC to the events.
ACTION ITEMS
3. PRESENTATION, DISCUSSION AND INPUT TO STAFF REGARDING CITY
DEVELOPMENT OF DIGITAL EQUITY/INCLUSION PLAN, INCLUDING OUTREACH
AND INPUT EFFORTS.
Staff recommendation: Commission hear presentation from staff and consultant and
provide input on plan implementation.
Action: Commissioners provided input for the Digital Equity/Inclusion Plan. The HRC
Chair will be interviewed as part of the input process and staff will follow up with invites
for up to three HRC members to the upcoming workshop.
4. DISCUSSION AND CONSIDERATION OF RECOMMENDATION TO CITY COUNCIL
REGARDING IMMIGRANT ISSUES INCLUDING POTENTIAL DEPORTATION OF
IMMIGRANTS AND IMMIGRANTS BEING SENT TO CHULA VISTA BY CUSTOMS AND
BORDER PROTECTION
Staff recommendation: Commission hear presentation, discuss and consider potential
action.
Action: Meet with local schools and law enforcement to make sure that they are aware
of know your rights.
5. DISCUSSION AND DIRECTIONS REGARDING PROPOSED ‘KNOW YOUR RIGHTS’
EVENT (S)
Staff recommendation: Commission discuss and consider potential action.
Action: 7/23 Truth Act Forum. City webpage possible report card. Chair Martinez Montes
made a motion to approve Ad-Hoc Committee for Know Your Rights, Immigration and
Know Your Rights, Police, seconded by Kean-Ayub and carried
out by the following vote.
Ad-Hoc committee for Know Your Rights, Immigration - Commissioners Kean-Ayub,
Lake, and Medina.
Ad-Hoc committee for Know Your Rights, Police - Commissioners Branch, Kean-Ayub,
and Felix.

6. DISCUSS AND ACTION, INCLUDING POTENTIAL FORMATION OF AD HOC
COMMITTEES ON PROPOSED EVENTS/ACTIVITIES FOR HRC PARTICIPATION
Staff recommendation: Discuss and provide input for next steps on planning proposed
participation in one or more of the following events. Events/activities for HRC support and
participation may include:
San Diego Pride Parade and Festival July 13-14, 2019
Commission consensus to not participate in the San Diego Pride festival this year.
National Night Out August 6, 2019
Action: Commission voted to participate in the National Night Out event at Chula Vista
Police Department Headquarters, Commissioner Branch made a motion to approve it was
seconded by Chair Martinez Montes and carried out by the following vote:
YES: 8- Branch, Godinez, Gutierrez, Kean-A yub, Lake, Medina, Vice-
Chair Gonzalez and Chair Martinez Montes
NO: 0
ABSTAIN: 0
Chula Vista Harbor Fest August 17, 2019
Action: Commission voted to participate in Chula Vista Harbor Fest, Commissioner
Branch made a motion to approve it was seconded by Commissioner Gonzalez and carried
by the following vote:
YES: 8- Branch, Godinez, Gutierrez, Kean-A yub, Lake, Medina, Vice-
Chair Gonzalez and Chair Martinez Montes

Welcoming America Week September 13-22, 2019
Action: Commission would like to participate along with Culture and Community together
and incorporate Know Your Rights into the event.
Chula Vista Pride Day September 14, 2019
Action: Commission voted to participate in Chula Vista Pride Day. Staff will work on
lighting of City Hall and raising of Pride flag. Additionally, Commissioners are interested
in staffing a booth at the Pride Festival if there is no cost. Commissioner Gonzalez made a
motion to approve and it was seconded by Commissioner by Kean-Ayub and carried out
by the following vote:
YES: 8- Branch, Godinez, Gutierrez, Kean-A yub, Lake, Medina, Vice-
Chair Gonzalez and Chair Martinez Montes
NO: 0
ABSTAIN: 0
Chula Vista Starlight Parade December 7, 2019
Action: Commission voted to participate in the Chula Vista Starlight Parade. The
Commission also created ad hoc committee for the event that includes Commissioners
Branch, Gonzalez, Gutierrez, and Martinez Montes. Commissioner Gutierrez made a
motion to approve and it was seconded by Commissioner Gonzalez and carried out by the
following vote:
YES: 8- Branch, Godinez, Gutierrez, Kean-A yub, Lake, Medina, Vice-
Chair Gonzalez and Chair Martinez Montes
NO: 0
ABSTAIN: 0
City Wide Unity Event; Know Your Rights Workshop (update from ad hoc subcommittee
regarding planning for Know Your Rights events)
