A Special Meeting of the Measure A Citizens' Oversight Committee of the City of Chula Vista
was called to order at 5:01 p.m. in the Chula Vista Police Department, Community Room, located
at 315 4th Ave Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Anaya, Alatorre, Guillen, Hobson, Roberts
(arrived 5:09), Stucky, Volland and Chair Martinez
ABSENT: Commissioners Escobedo, Ficacci, Rubio, Tessitore
ALSO PRESENT: Director of Finance Bilby, Capt. Collum Chula Vista Police
Department, Deputy Fire Chief Peter, Assistant City Manager
Maria Kachadoorian, City Attorney Googins and Police Admin
Services Administrator Alegre
CONSENT CALENDAR
1. APPROVAL OF MINUTES of March 14, 2019
ACTION: Commissioner Stucky moved to approve the minutes of March 14, 2019.
Commissioner Anaya seconded the motion, and it carried by the following vote:
Yes: Alatorre, Volland, Guillen, Hobson, Roberts and Chair
Martinez
No: 0
Abstain: 0

ACTION ITEM
2. CONSIDERATION OF PROPOSED AMENDMENTS TO THE MEASURE A
INTENDED EXPENDITURE PLAN TO HIRE TWO COMMUNITY SERVICES
OFFICERS IN FISCAL YEAR 2019/2020, HIRE ONE COMMUNICATIONS CENTER
MANAGER IN FISCAL YEAR 2020/2021, AND MOVE THREE FIRE FIGHTERS
FROM FISCAL YEAR 2019/020 TO FISCAL YEAR 2020/2021

Commissioner Stucky asked staff to clarify the removal of three firefighters based on the
Safer Grant, staff responded.
ACTION: Commissioner Stucky moved to approve the staff recommendation, Commissioner
Volland seconded the motion, motion and it passed by the following vote:
Yes: 6- Alatorre, Guillen, Hobson, Roberts, Anaya and Chair Martinez
No: 0
Abstain: 0
3. CONSIDERATION OF THE PROPOSED MEASURE A TEN-YEAR SPENDING
PLAN AND SPENDING PLAN FOR FISCAL YEAR 2019/2020 AND
DETERMINATION OF THEIR COMPLIANCE WITH MEASURE A
REQUIREMENTS
Commissioner Stucky requested clarification from the Police Department for sworn non-
personnel costs and civilian non-personnel costs, staff responded. Commissioner Stucky
requested clarification from the Fire Department on Academy costs, staff responded.
ACTION: Commissioner Stucky moved to approve staff recommendation that the
information as provided is in compliance with Measure A requirements, Commissioner
Hobson seconded the motion, and it carried by the following vote:
Yes: Alatorre, Guillen, Roberts, Anaya, Volland and Chair Martinez
No: 0
Abstain: 0
