ROLL CALL: Present: Councilmember Diaz, Councilmember Galvez, Councilmember McCann, Deputy Mayor Padilla and Mayor Casillas Salas Also Present: City Manager Halbert, City Attorney Googins, City Clerk Bigelow, and Deputy City Clerk Kansas PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Councilmember Diaz led the Pledge of Allegiance. SPECIAL ORDERS OF THE DAY A. 19-0031 OATHS OF OFFICE Mark Bartlett, Veterans Advisory Commission Nadia Kean-Ayub, Human Relations Commission City Clerk Bigelow administered the oath of office to Commissioner Kean-Ayub, and Councilmember Galvez presented her with a certificate of appointment. Mr. Bartlett was not present. CONSENT CALENDAR (Items 1 - 5) 1. 19-0028 APPROVAL OF MINUTES of August 14, 2018. Recommended Action:Council approve the minutes. 2. 19-0029 A. ORDINANCE NO. 3450 OF THE CITY OF CHULA VISTA ADDING CHULA VISTA MUNICIPAL CODE CHAPTER 5.67 TO ESTABLISH A SHARED MICRO-MOBILITY DEVICE PILOT PROGRAM (SECOND READING AND ADOPTION) B. ORDINANCE NO. 3451 OF THE CITY OF CHULA VISTA AMENDING CHULA VISTA MUNICIPAL CODE SECTION 10.72 (BICYCLES) TO AMEND OR DELETE OUTDATED SECTIONS OF THE CODE (SECOND READING AND ADOPTION) I(Iiiiiw Recommended Action:Council adopt the ordinances. TO PROVIDE EVENT PLANNING SERVICES FOR THE 2019 AND 2020 SOUTHBAY EARTH DAY, HARBORFEST, AND THE STARLIGHT PARADE & CHILDREN'S FAIRE Recommended Action:Council adopt the resolution. 4. 19-0020 RESOLUTION NO. 2019-019 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN AGREEMENT BETWEEN THE CITY AND MBF INDUSTRIES, INC. FOR A SWAT EQUIPMENT VEHICLE AND APPROPRIATING $400,000 TO THE POLICE SECTION OF THE FEDERAL GRANTS FUND (4/5 VOTE REQUIRED) Recommended Action:Council adopt the resolution. 5. 19-0021 RESOLUTION NO. 2019-020 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN AGREEMENT BETWEEN THE CITY AND WONDRIES FLEET GROUP FOR POLICE INTERCEPTOR VEHICLES Recommended Action:Council adopt the resolution. Approval of the Consent Calendar ACTION: A motion was made by Councilmember McCann, seconded by Councilmember Diaz, to approve staff's recommendations on the above Consent Calendar items, headings read,text waived.The motion carried by the following vote: Yes: 5- Diaz, Galvez, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 ITEMS REMOVED FROM THE CONSENT CALENDAR There were none. PUBLIC COMMENTS Kathleen Lippitt, Poway resident, expressed concern regarding commercial marijuana activities. Judi Strang expressed concern regarding commercial marijuana activities and distributed written communications. CITY MANAGER'S REPORTS There were none. City of Chula Vista Page 2 City Council Meeting Minutes-Final February 5,2019 MAYOR'S REPORTS 6. 19-0033 APPOINTMENT OF A MEMBER TO THE SANDAG SHORELINE PRESERVATION WORKING GROUP ACTION: A motion was made by Mayor Casillas Salas, seconded by Councilmember McCann, to appoint Deputy Mayor Padilla to the SANDAG Shoreline Preservation Working Group.The motion carried by the following vote: Yes: 5- Diaz, Galvez, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 7. 19-0035 RATIFICATION OF APPOINTMENTS OF THE FOLLOWING: Madeleine Corbeil, Commission on Aging Dana Tomlinson, Board of Library Trustees Taylor Ward, Cultural Arts Commission ACTION: A motion was made by Councilmember McCann, seconded by Deputy Mayor Padilla, to ratify the above appointments. The motion carried by the following vote: Yes: 5- Diaz, Galvez, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 �r► Mayor Casillas Salas reported on her attendance at the following recent events: Energy Station opening at the South Bay Chula Vista Library; the grand opening of the South Bay Rapid Transit at Heritage Park; Meals-on-Wheels volunteer appreciation luncheon; opening of the Natural History of Indigenous People of the South Bay exhibit at the Civic Center Library, where lifetime achievement awards were presented to Peter Watry, Frank Roseman, Steven Schoenherr, and Susan Walter,- a welcome reception at the South County EDC for new SANDAG Executive Director Hasan Ikhrata;and a conference in New York. COUNCILMEMBERS' COMMENTS Deputy Mayor Padilla reported on his attendance at Fire Station 7 for a celebration of the deployment of the first fire squad. Councilmember Galvez spoke regarding a ribbon-cutting ceremony for the South Bay Youth Center for LGBTQ youth and on her attendance at the Fire Station 7 squad launch. CITY ATTORNEY'S REPORTS City Attorney Googins reported on the recent open government and ethics training conducted by his office.
