MEETING OF THE HEALTHY CHULA VISTA ADVISORY COMMISSION OF THE CITY OF CHULA VISTA Thursday, July 11, 2019 Loma Verde Recreation Center 3:30 p.m. 1420 Loma Lane Chula Vista, CA 91911 CALL TO ORDER ROLL CALL: Commissioners Cruz, de Murguia, Jimenez, Martinez, Melgoza, Partida-Lopez, Velo, Vice Chair Milburn and Chair Quiroz TOUR 1. LOMA VERDE RECREATION CENTER Karina Craig, City of Chula Vista Loma Verde Recreation Staff will lead a tour of the facility and provide an overview of current programming. RECOMMENDED ACTION: Commission hear the presentation and discuss. CONSENT CALENDAR The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be removed for discussion. If you wish to speak on one of these items, please fill out a “Request to Speak” form and submit it to the Secretary prior to the meeting. Items pulled from the Consent Calendar will be discussed immediately following the Consent Calendar. 2. APPROVAL OF MINUTES FROM April 11, 2019 RECOMMENDED ACTION: Review Attachment 1 and approve minutes. 3. APPROVAL OF MINUTES FROM May 9, 2019 RECOMMENDED ACTION: Review Attachment 2 and approve minutes. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. ACTION ITEMS The Item(s) listed in this section of the agenda will be considered individually by the Board/Commission and are expected to elicit discussion and deliberation. ELECTION OF CHAIR AND VICE CHAIR FOR FISCAL YEAR 2019/2020 RECOMMENDED ACTION: Commissioners nominate and elect the Chair and Vice Chair for the period of July 1, 2019 - June 30, 2020. 5. LOMA VERDE MASTER PLAN AND CONCEPT PHASE Leilani Hines, City of Chula Vista Housing Manager will provide an overview on the “imagine” public outreach process for the Loma Verde Recreation Center and surrounding parks and development of a grant application for Proposition 68 funding. RECOMMENDED ACTION: Commission hear the presentation and provide input. 6. CHULA VISTA BAYFRONT PARKS Brianne Page, Port of San Diego Acting Public Information Officer and Anne Steinberger, City of Chula Vista Communications Manager will provide an overview on the public outreach effort to secure input on the designs for Harbor and Sweetwater Parks which are included in the 535-acre Chula Vista Bayfront Master Plan. The Port of San Diego is developing a grant application for Proposition 68 funding for the Sweetwater Park. RECOMMENDED ACTION: Commission hear the presentation and provide input. OTHER BUSINESS 7.
