Items pulled from the Consent Calendar will be discussed immediately following the Consent Calendar. 1. CONSIDERATION OF REQUEST FOR EXCUSED ABSENCE Request for excused absence from Commissioner Chair Martinez-Montes, May 23, 2019 Human Relations Commission meeting. Staff recommendation: Commission excuses the absence. 2. APPROVAL OF MINUTES FOR MAY 23, 2019 REGULAR MEETING Staff recommendation: Commission approves minutes. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three (3) minutes. ACTION ITEMS The Item(s) listed in this section of the agenda will be considered individually by the Board/Commission and are expected to elicit discussion and deliberation. If you wish to speak on any item, please fill out a “Request to Speak” form and submit it to the Secretary prior to the meeting. Comments are limited to five (5) minutes. 3. PRESENTATION, DISCUSSION AND INPUT TO STAFF REGARDING CITY DEVELOPMENT OF DIGITAL EQUITY/INCLUSION PLAN, INCLUDING OUTREACH AND INPUT EFFORTS Staff recommendation: Commission hear presentation from staff and consultant and provide input on plan implementation 4. DISCUSSION AND CONSIDERATION OF RECOMMENDATION TO CITY COUNCIL REGARDING IMMIGRANT ISSUES INCLUDING POTENTIAL DEPORTATION OF IMMIGRANTS AND IMMIGRANTS BEING SENT TO CHULA VISTA BY CUSTOMS AND BORDER PROTECTION Staff recommendation: Commission discuss and consider potential action. This item will include a presentation by Esmeralda Flores, Immigration Rights and Bi-National Affairs Advocate from the ACLU, on border issues. 5. DISCUSSION AND DIRECTION REGARDING PROPOSED “KNOW YOUR RIGHTS” EVENT(S) Staff recommendation: Commission hear presentations from Ad Hoc Subcommittee and ACLU representative, and provide direction. 6. DISCUSSION AND ACTION, INCLUDING POTENTIAL FORMATION OF AD HOC COMMITTEES, ON PROPOSED EVENTS/ACTIVITIES FOR HRC PARTICIPATION. Staff recommendation: Discuss and provide input for next steps on planning proposed participation in one or more of the following events. Events/activities for HRC support and participation may include: San Diego Pride Parade and Festival July 13-14, 2019 National Night Out August 6, 2019 Chula Vista Harbor Fest August 17, 2019 Welcoming America Week September 13-22, 2019 Chula Vista Pride Day September 14, 2019 Chula Vista Starlight Parade December 7, 2019 Other possible pending events: City Wide Unity Event; Know Your Rights Workshop(s) STAFF PRESENTATIONS The items listed in this section of the agenda will consist of presentations by City staff members. No action is expected to be taken by the Human Relations Commission om these items. C at 276 Fourth Avenue, Chula Vista, California. ROLL CALL: PRESENT: Commissioners Branch, Felix, Godinez, Gutierrez, Kean-Ayub, Lake, Medina, Vice-Chair Gonzalez ABSENT: Commissioners Martinez-Montes, Zadah and Gonzales OHERS: Glen Googins and Anne Steinberger CONSENT CALENDAR (Items 1-2) 1.CONSIDERATION OF REQUEST FOR EXCUSED ABSENCE Request from Commissioners Zadah, Medina and Gonzales requesting an excused absence from the, April 25, 2019 Human Relations Commission Meeting. 2.APPROVAL OF MINUTES FOR APRIL 25, 2019 REGULAR MEETING Staff recommendation: Commission excuses the absence. ACTION: Commissioner Gonzalez moved to approve Staff’s recommendations and offered Consent Items 1 and 2 (headings read, and text waived). Commissioner GODINEZ seconded the motion, and it carried by the following vote: YES: 8- Branch, Felix, Godinez, Gutierrez, Kean-Ayub, Lake, Medina, Vice-Chair Gonzalez NO: 0 ABSTAIN: 0 PUBLIC COMMENTS There were none. ACTION ITEMS 3. DISCUSSION R EGAR D ING THE JEWISH AND MUSLIM COMMUNITIES (INCLUDING RECENT ACTS OF VIOLENCE) AND CONSIDERATION OF POTENTIAL ACTION AND/OR ACTIVITIES IN SUPPORT OF SAID COMMUNITIES AND FOR COMMUNITY ENGAGEMENT Staff recommendation: Commission to discuss Jewish and Muslim communities and consider potential actions and/or activities to support such activities. Action: Mariana Hughes a member of the public would like HRC to present a Unity Day to promote engagement and outreach. HRC to consider a Unity Day event to announce Welcoming City certification later this year. Consider the Starlight Parade theme to be Unity. 4. DISCUSSION AND ACT ION ON P ROP OSED “KNOW YOUR RIGHTS” WORKS HOPS, INCLUDING WORKSHOP REGARDING LAW DAY SUBJECT OF FREE SP EEC H, FREE PRESS, AND FR EE SOC IETY AND IND IVIDUA L RIGHTS Staff recommendation: Discuss and provide input for next steps on planning proposed workshop. Future “Know Your Rights” workshops may include: (1) Immigration law/rights; (2) Homelessness law/rights; (3) Marijuana law/rights. Action: Support for an initial Know Your Rights workshop focusing on interaction with Chula Vista Police Department Ad-hoc committee to convene. 5. DISCUSSION AND ACTION, INCLUDING FORMATION OF AD HOC COMMIITTEES, ON PROPOSED EVENTS/ACTIVITIES TO SUPPORT AND PARTICIPATE IN, INCLUDING SAN DIEGO PRIDE PARADE AND FESTIVAL (JULY 13 AND 14, 2019) AND NATION NIGHT OUT (AUGUST 6, 2019) Staff recommendation: Discuss and provide input for next steps on planning proposed participation in above listed event/activity. Future event/activities for HRC support and participation may include: (1) Chula Vista HarborFest (August 17, 2019); (2) Chula Vista Pride Day (September 14, 2019); (3) Welcoming America Week (September 13 – 22, 2019) and Chula Vista Starlight Parade (December 7, 2019) Action: Table Action Item for next meeting. STAFF PRESENTATIONS 6. CITY STAFF PRESENTATION REGARDING CHULA VISTA HOMELESS OUTREACH TEAM Staff recommendation: CVPD Sergeant Frank Giame to present on item. Commissioners to hear presentation. Action: Sergeant Frank Giaime presented to commission. Commission requested homeless demographics for Chula Vista. 7. CITY STAFF PRESENTATION REGARDING SAN DIEGO COMPLETE COUNT EFFORTS FOR CENSUS 2020 Staff recommendation: Angelica Davis, City staff representative, to present on item. Commissioners to hear presentation. Action: Angelica Davis presented update on Census 2020. Staff to announce when Chula Complete Count is established to include an HRC representative. 8. PRESENTATION ON NAVIGATING HUMAN RELATIONS COMMISSION WEBPAGE Staff recommendation: Anne Steinberger to present on item. Commissioners to hear presentation. Action: Table presentation to the next meeting. OTHER BUSINESS 9. CHAIR COMMENTS Wants item added to agenda for June meeting regarding staff to update commission on if immigrants are being sent to Chula Vista by Customs and Border Patrol. 10. COMMISSIONERS’ COMMENTS Kean Ayub- requested presentation from South Bay Alliance at a future meeting to discuss LQBQT awareness. Felix- Recommends Commissioners promote with their networks HRC public meetings. 11. STAFF COMMENTS Glenn Googins- SB54 Lawsuit Updates. City is active in immigration lawsuits.
