Subject: Negative Cultural Resources Survey Letter Report for the Bonita Glen
Development Project, City of Chula Vista, California
Dear Mr. Edmunds:
The following letter report summarizes the negative results of the Phase I cultural resource
Survey conducted for the Bonita Glen Development Project (project), located in Chula Vista,
California (Figure 1). The project Area of Potential Effect (APE) consists of a 5.29-acre parcel of
undeveloped land within the City of Chula Vista (Figure 2). This cultural resources investigation
was conducted in accordance with California Environmental Quality Act (CEQA) and the City
of Chula Vista Guidelines for historical resources. The City of Chula Vista (City) is the Lead
Agency for compliance for the project.
This Phase I survey included South Coastal Information Center (SCIC) and Native American
Heritage Commission (NAHC) Sacred Lands File records searches, an intensive pedestrian
survey by a qualified archaeologist, and information outreach communication with NAHC-listed
Native American community representatives.
No previously recorded cultural resources were identified during the archival records search.
One previously recorded historic structure (P-37-017449) has been recorded adjacent to, but
outside of the project area . No new cultural resources were identified within the p roject APE
during the pedestrian survey. Based on the negative results of the cultural records search,
NAHC sacred lands search, and the pedestrian survey, no further cultural resources studies or
work is recommended.

PROJECT DESCRIPTION
The proposed project is a 170-unit apartment development on a previously undeveloped 5.29 -
acre site located in the City of Chula Vista, California . The site is located within the Bonita
Glen Specific Plan Area just west of the 805 Free way and South of E Street. The p roject
includes the development of 170 apartment units within six three -story garden-style buildings
(two 21-plex buildings, two 18-plex buildings, and two 13-plex buildings) and o ne four-story
podium-style building (66 units). Total building area for the project is approximately 165,000
square feet. The proposed 170 units would be spread across five separate, contiguous parcels,
including Assessor Parcel Numbers 570 -131-11-00, 570-140-40-00, 570-140-54-00, 570-140-
48-00, & 570-140-51-00, at a proposed density of 32 units / acre. The p roject includes covered
(124 spaces) and uncovered (98 spaces) parking and recreation areas including a swimming
pool, clubhouse, and dog park.
The project is governed by the Bonita Glen Specific Plan, which proposes the development of
residential-retail-commercial projects on 8.74 acres of land. The plan is based upon special
standards and generalized site utilization plans, and is designed to promote i nnovative and
imaginative project planning. The text of the specific plan provides land use, bulk, height,
setback, urban design, parking, landscaping, and sign control standards and regulations. The
proposed project utilizes State Density Bonus provisions that promote affordable housing

through the use of density bonus, incentives or concessions, waivers or reductions to
development standards, and parking ratios in accordance with Section 65915 of the Government
Code and Chapter 19.90 of the Chula Vista Municipal Code.
REGULATORY BACKGROUND
Applicable regulations for identifying and evaluating cultural resources, addressing adverse
impacts to cultural resources, and identify protection measures for these resources are identified
in the California Environmental Quality Act (CEQA) Guidelines Section 15064.5 and chapter
21.04 of the Chula Vista Municipal Code. The Bonita Glen Specific Plan does not contain any
specific cultural resource regulations or mitigation measures.
CEQA Guidelines Section 15064.5
CEQA Guidelines Section 15064.5 states that a cultural resource (i.e., a prehistoric or historic
period archaeological site or historic architectural structure or feature) is considered “historically
significant” under CEQA if the resource meets the criteria for listing in the California Register of
Historical Resources (CRHR).
Is associated with events that have made a significant contribution to the broad patterns
of California’s history and cultural heritage; or
Is associated with the lives of persons important in our past; or
Embodies the distinctive characteristics of a type, period, region, or method of
construction, or represents the work of an important creative individual, or possesses high
artistic values; or
Has yielded, or may be likely to yield, information important in prehistory or history.
City of Chula Vista Guidelines
Chapter 21.04 of the City of Chula Vista Municipal Code provides guidelines on the
identification and designation of historical resources within the City. Section 21.04.030
established the City register of historical resources to include buildings, structures, objects, sites,
signs, landscapes, archaeological sites, historic preservation districts deemed historically
significant by the Historic Preservation Committee (HPC). Section 21.04.040 established the five
criteria to be used to determine which resources are eligible to be listed, including:
A. Those properties previously designated prior to the effective date of the ordinance
codified in this title;

B. Those properties designated by the HPC or Council;
C. Any Chula Vista resource listed as a National Historic Landmark;
D. Any Chula Vista resource listed on the National Register of Historic Places;
E. Any Chula Vista resource listed on the California Register of Historical Resources by the
California State Historical Resources Commission.
RECORDS SEARCH
A records search of the project area and a 1-mile radius around the project was conducted by
Dudek staff at the California Historic Resources Inventory System (CHRIS) South Coast
Information Center (SCIC) at San Diego State University. These records indicate that three
previous studies have intersected the current project area, however, these are larger regional
studies that likely did not include a pedestrian survey of this location. No previously recorded
resources were identified within the project APE. One previously recorded historic-age structure
(P-37-017449) is mapped at the northeast corner of the APE. However, this location is incorrect,
as the site record clearly shows the structure as located approximately 110 meters (370 ft.) south
of the project APE.
Previous Technical Studies
The record search identified fifty-eight (58) previous cultural resources studies that have been
performed within 1-mile of the project area (Appendix A). Three of these studies (SD-06425,
SD-14106, and SD-16552) have intersected at least a portion of the project area. All three of
these previous studies consist of broader overviews or historic inventories of the general vicinity
and did not specifically identify the current project APE within the studies. Reports that cover
the project property or a portion of the property are listed in bold in Table 1.

Previously Recorded Resources
No previously recorded cultural resources were identified within the project APE during the
archival records search. One previously recorded archaeological resource (P-37-017449) has
been recorded adjacent to, but outside of the project area. P-37-017449 consists of a historic
shed-roofed wooden stable structure, identified in the site record as 8 Vista Drive, located on
parcel APN 570-140-39 adjacent to the northeast of the current project APE. Fourteen (14)
additional cultural resources were identified in the 1-mile search buffer area, all of which consist
of historic-era structures and/or historic properties (Table 2). Records search documents are
included in Confidential Appendix A.

The current intensive pedestrian field survey was conducted by Dudek Archaeologist Brad
Comeau M.Sc., RPA, on October 15, 2017. All survey work was conducted employing standard
Secretary of the Interior approved archaeological procedures and techniques. Ten meter interval
survey transects were conducted in an east-west direction, covering the entire project APE.
Visibility of the ground surface was generally poor due to the presence of dense, low-lying
ground-covering vegetation, previous disking/plowing, modern vehicle disturbances and some
dispersed modern debris and refuse. Exposed ground surface areas, such as vegetation clearings,
cut banks, and rodent burrows/spoils were inspected for potential subsurface deposits and
sediment conditions.
No artifacts or features were identified during this survey. No structures are present on the
property. The location of the previously recorded resource P-37-017449 was identified and
confirmed as located outside of the current project APE.

NAHC AND TRIBAL CORRESPONDENCE
A search of the NAHC Sacred Lands File was requested on October 17, 2017 (Appendix B). The
NAHC response (received October 18, 2015) failed to indicate the presence of Native American
cultural places within the project area or the surrounding 1-mile records search area. Contact
information for potentially interested Native American representatives was provided. Dudek
mailed information request letters to the contacts listed in the NAHC response on October 18 and
October 30, 2017 (note: the initial letters contained an error, so corrected letters were
subsequently mailed). One response from Ray Teran, Resources Manager representing the Viejas
Band of the Kumeyaay Indians, was received on October 27 2017. Mr. Teran informed Dudek
that the project may contain sacred resources and that these resources be avoided with adequate
buffer zones if encountered. Viejas requested that all NEPA/CEQA/NAGPRA laws be adhered
to and that if the project changes or has inadvertent discoveries that they be contacted
immediately (Appendix B). To date, no other tribal contact responses have been received. Should
any responses be received, this communication will be provided to the C ity and integrated within
a modified report as appropriate.
MANAGEMENT RECCOMENDATIONS
The SCIC records search results, the intensive pedestrian survey, a NAHC Sacred Lands File
search, and Native American outreach did not identify any cultural resources in the project APE.
As such, no cultural resources will be impacted by the proposed project. Dudek’s cultural
resources investigation of the project area indicates that there is very low potential for the
inadvertent discovery of cultural resources during ground breaking activities.
Due to the low potential for cultural resources in the APE, no further studies are recommended,
including construction monitoring. In the unlikely event that archaeological materials are
identified in the area during earth moving activities, work should be temporary halted in the
vicinity and archaeologists consulted. A qualified archaeologist should be retained to assess any
unanticipated discovery and evaluation efforts of said resource for CRHR and NRHP listing if
required. Should human remains be discovered, work will halt in that area and procedures set
forth in the California Public Resources Code (Section 5097.98) and State Health and Safety
Code (Section 7050.5) will be followed, beginning with notification to the County Coroner. If
Native American remains are present, the Count y Coroner will contact the Native American
Heritage Commission to designate a Most Likely Descendent, who will provide
recommendations for the dignified disposition and treatment of the remains.
