HomeMy WebLinkAbout2018 April 30 Minutes CALL TO ORDER: 5:19 PM ROLL CALL: Present: Norma Cazares, Takisha Corbett, Gerry Sablan, Henrietta Harb, Martin Barros and Anthony Millican Not Present: Ternot MacRenato, Marla Kingkade, Ray Aragon, Gustavo Bidart, Patty Chavez, Jose de la Garza and Peter Mabrey City staff present: Kennedy, Thunberg, Collum, Alegre, Walker Trujillo, and Miller PUBLIC COMMENTS: No public comments. 1. Approval of minutes of November 2017 minutes. No quorum – tabled. 2. Chief’s Report: a. 2017 Crime Stats (tabled) b. Pedestrian Safety Campaign (flyers distributed – discussed after chief’s information.) The Chief introduced Captain Phil Collum (Operations) and Captain Thunberg (Investigations) who will exchange positions in June. During the Chief’s first 16 months, the department had 32 promotions. Spoke briefly on Measure A, a tax measure to hire additional public safety personnel. City Council has determined the city is in the middle of a “staffing crisis”. Monies raised will go into the general fund, but for the purpose of hiring public safety personnel. Police and fire will begin an educational campaign. Spoke briefly on Measure P Oversight Committee, if Measure A passes, another Oversight Committee will be formed to monitor City expenditures. Members were encouraged to share their thoughts with Council. Members were thanked for attending Coffee with a Cop and other public forums to share with the community on their experiences. Command will be attending a faith based Iftar dinner, another venue to meet the community. Invitations to the Awards Ceremony (5/10/18) and Evening with Heroes (6/30/18) will be sent to members. MINUTES A REGULAR MEETING OF THE COMMUNITY ADVISORY COMMITTEE CHULA VISTA POLICE DEPARTMENT 3rd floor training room 315 FOURTH AVENUE April 30, 2018 CHULA VISTA, CA 91910 5:00 PM Roxana Kennedy Chief of Police MEMBERS: Ray Aragon Martin Barros Gustavo Bidart Norma Cazares Patty Chavez Takisha Corbett Jose de la Garza Henrietta Harb Marla Kingkade Peter Mabrey Ternot MacRenato Anthony Millican Gerry Sablan STAFF: Captain Vern Sallee Captain Fritz Reber Captain Phil Collum ASM Jonathan Alegre DCA Carol Trujillo SAS Cathy Miller Kimberly Hunt and a professional auctioneer will highlight the Evening with Heroes event. The once a year fundraiser will have a silent auction and the attendees will be treated to different demonstrations such as SWAT, Mobile Field Force and K9. Shared flyers regarding one elementary and one high school holding two school safety forums which will discuss school safety and security with parents, students and staff of the Sweetwater Union High School District. Captain Thunberg discussed the safety flyers “Stay Alert and Be Seen” and “Pedestrian Safety Tips”. Pedestrian fatalities have increased, and the police department is actively trying to increase pedestrian awareness through education and campaigns. The campaigns will include education, warnings and citations based on the severity of the situation. Supervising Public Safety Analyst Joseph Walker was introduced. SPSA Walker is working on a dashboard in which the community may access police stats and data. Information will be found on an easy assessible website. Crimes will be broken down in different categories and will show the year and if crime is going up or down in a specific location. Each district will be able to access. Samples of crimes were given, and CAC member Corbett asked what “aggravated” assault was. Aggravated would be if a weapon was used. CAC member Sablan asked if certain areas will show higher crime and if police will be able to address the issue. This tool will help the department address the needs in all sectors. Captain Collum highlighted the bylaws and immigration guidelines. Thanked subcommittee CAC members Cazares, Corbett, Ternot and de la Garza for their thoughts and suggestions. The subcommittee made over 20 recommendations. It will be 100% compliant with SB54. Any questions, please reach out to Captain Collum. Regarding the bylaws, the hopes are to adopt them at the next meeting. This should bring a formal structure, organization and to operate more effectively. CAC member Cazares encouraged members to take every opportunity to get involved with the Chula Vista community and any functions the police hold, such as the June fundraiser, Shop with a Cop, and the holiday meal give away. She encouraged either donating to the Chula Vista Police Foundation or reaching out to local businesses to participate. She also thought the CAC members should sponsor a table. The fundraiser will be June 30, 2018, starting at 4 pm and will be at the Easton Archery Center. In Closing: Captain Collum thanked members for their help with Measure A. District 2 (Councilmember Aguilar) will host a forum on 05/02/18 at 7 pm at the Norman Park Center; District 1 (Councilmember McCann) will host a forum on 05/07/19 at 6 pm at the Montevalle Rec Center and District 3 (Councilmember Padilla) will host a forum on 05/12/18 at 10 am at the Veteran’s Center. ASM Alegre mentioned the upcoming budget process which will be on 05/09/18 at the council chambers starting at 5:30 and again at the Otay Ranch Library on 05/10/18 at 6:30 pm. Chief Kennedy thanked the members attending and those interested stayed for a Virtra training.
