CALL TO ORDER: 3:05 PM

No public comments.
AGENDA ITEMS:
1. Approval of August 31, 2016 Minutes made by CAC member Barros and seconded
by CAC member Cazares. None opposed, the ayes have it.
2. Welcome and Introduction of Newest Member Takisha Corbett – the rescheduling
of the March meeting to April, prevented CAC member Corbett from attending due to
her profession. Chief Kennedy read Dr. Corbett’s bio and the board looks forward to
meeting her soon. Chief Kennedy also discussed reviewing and updating the bylaws.
Chief Kennedy would like CAC members to take advantage of the 10-week Citizen’s
Academy in August which will give a behind the scenes tour of the facility and the day
to day experiences of officers and detectives.
Members are also invited to experience the VirTra Simulator which creates virtual
scenarios the split-second decisions first line responders may face when responding to
calls for service.
Committee member MacRenato asked in officer involved shootings, would an
anonymous survey be beneficial in obtaining true feelings of first responders. Captain
Turner assured that in every roll call the communication is open to discuss current hot
topics relating to law enforcement and serves as an immediate training tool should a
similar incident occur in Chula Vista.

Department policy is discussed and every member from first responder to Command Staff ensures the
free flow of conversation and discussion which takes the opportunity to take a negative perception and
change it to the positive within law enforcement and the community.
3. CVPD’s Role in Immigration Enforcement – The Department’s Policy 428 was given to each
member. Chief Kennedy relayed to members that she has already been active in alleviating the
community’s fears on police interaction when dealing with immigration issues. She recently spoke to a
group of 400 seniors along with several church and activist groups. The department’s web page also
has posted her statement on immigration for public review.
The police department focuses on public safety. Officers do not ask undocumented questions when
dealing with suspects. Police departments do not have control over the federal government. It is too
early to know what the fiscal impact of SB 54 for the department.
CAC members shared different reactions from people during daily interactions with the public. Chief
Kennedy assured members that the police department has many outreaches showing police in a
positive light but to remember officers will enforce the law when needed.
CAC member Harb suggested an immigration committee to reach out to high schools. CAC member
Aragon asked if Border Patrol calls local agencies when conducting sweeps. The police department will
work with local agencies on different task forces but has no control of other agencies, especially when
not based in San Diego.
CAC member Bidart asked about police and community events through media. The Chula Vista Police
Foundation sends out updates and will add CAC members. The police web page holds informational
links as well and has a Facebook page.
CAC member Chavez was concerned with immigrants not reporting domestic violence out of fear of
deportation and asked about using Facebook instead of email.
CAC member Millican discussed attitudes with the elementary schools and working with Border Patrol
and the School Resource Officers which showed open dialogues work the best in reducing fear and
perhaps Facebook might be another tool to reach out to the community.
CAC member Cazares asked about the CVPD Policy Manual 428.5 on undocumented juveniles and
asked about why the being 14 and not 17. Policy mirrors California Welfare and Institution Code law
determines the age over 14 could be considered an adult.
4. In Custody Death Process -Sergeant English gave a presentation on in-custody death process.
5. Awards and Recognition Ceremony & Evening with Heroes Update – Chief Kennedy invited
members to attend the 25th annual awards and recognition ceremony on May 11, 2017, where two
officers will be recognized for using the tourniquets purchased through foundation funds.
Evening with Heroes will be June 3, 2017 at the east archery center. Members were thanked for the
continued support and the donated auction items.
In closing:
CAC Member Bidart asked how the information is disseminated for the ARC and EWH – CVPD has
Instagram, Nixel, Twitter and Facebook, as well as the website.
CAC member Chavez invited members to participate in a leadership academy which will host a
Neighbor Day Pancake Breakfast.
CAC member Harb discussed teens near Hilltop causing fires or tearing down trees. She was
encouraged to continue to report any sightings to dispatch so an analytical study can determine calls
for service peaks.
CAC member Chavez related council will discuss the Social Host Ordinance on April 25th which will
allow officers to cite parents if they allow underage drinking during parties.
CAC member Kingkade discussed her ride along with the CVPD Homeless Outreach Team (HOT).
Officers were professional, compassionate and caring and treated the homeless with dignity, going
above and beyond.
Chief Kennedy thanked the committee members and concluded the meeting at 4:40 hours.
