Chair Gutierrez acknowledged Commissioner Calvo on her resignation from the Planning
Commission and thanked her for her years of service.

matter within the Commission's jurisdiction, but not an item on today's agenda. Each speaker's

2. PUBLIC HEARING: DR18-0018; Design Review consideration for a Self-Storage Facility in
the Escaya Business Park within the Village 3 Master Planned Community.
Applicant: HomeFed Village III Master, LLC.
Resolution of the City of Chula Vista Planning Commission Approving Design Review
Permit DR18-0018 for a 127,000 square-foot Self-Storage Facility on Lot 817 (3.1-
Acres) in the Escaya Business Park within the Otay Ranch Village 3 Master Planned
Community.

Project Manager: Janice Kluth, Sr. Project Coordinator
Staff Recommendation: That the Planning Commission adopt Resolution DR 18-0018,
approving the Escaya Self-Storage Project,based on the findings
and subject to the conditions contained therein.
Project Manager, Janice Kluth gave a slide presentation of the project that included the design
plans, a site plan, and parking, The Escaya Self-Storage Project is located in the Escaya
Business Park and includes 125,805 square feet of self-storage space, 27 RV storage parking
spaces and a 1,192 square foot office for leasing and management,
QUESTIONS TO STAFF:
• Will the landscaping along Heritage Road include trees?
• What are the elevations of the building and the line of sight?

Steve Levingson, of Home Fed, representing the developer and applicant, thanked staff
for their presentation of the project and mentioned that there are additional projects
that are currently under construction in Escaya including a city park.
Mr. Levingson answered some of theuestions asked
q by the commissioners and
explained that the slope is an average of 23 feet from Heritage Road, the slope is
landscaped with plants and will include layers of trees, the decorative fence is wrought
iron to enhance the look of the building,

COMMISSIONER DELIBERATIONS
Questions to staff and applicant included: }
• Will there be lighting at the top of the building?
• Has the storage facility always been part of the master plan?
• What is the parking standard for the facility?

• Will the landfill be visible from the storage facility?
• What is the circulation of the parking?
MSC: Motion by Burroughs to approve
Second by Milburn
Vote: 6-0-0-0
Commissioner taker and Gutierrez thanked the applicant for bringing employment
opportunities to the community.

The commissioners thanked Commission Calvo for her service to the Planning
Commission.
