CALL TO ORDER
ROLL CALL: Commissioners Branch, Felix, Godinez, Gutierrez, Gonzales, Kean-Ayub, Lake,
Medina, Zadah, Vice-Chair Gonzalez, Chair Martinez-Montes
CONSENT CALENDAR (Items 1-2)
The Commission will enact the Consent Calendar staff recommendations by one motion, without
discussion, unless a Commissioner, a member of the public, or staff requests that an item be removed
for discussion. Items pulled from the Consent Calendar will be discussed immediately following the
Consent Calendar.
1.CONSIDERATION OF REQUEST FOR EXCUSED ABSENCE
Request from Commissioners Zadah, Medina and Gonzales requesting an excused absence from the,
March 28, 2019 Human Relations Commission meeting.
Staff recommendation: Commission excuses the absence.
2.APPROVAL OF MINUTES FOR APRIL 25, 2019 REGULAR MEETING
Staff recommendation: Commission approves minutes.
PUBLIC COMMENTS
Persons speaking during Public Comments may address the Board/Commission on any subject matter
within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law
generally prohibits the Board/Commission from discussing or taking action on any issue not included
on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion
or refer the matter to staff. Comments are limited to three (3) minutes.

ENGAGEMENT
Staff recommendation: Commission to discuss Jewish and Muslim communities and consider
potential actions and/or activities to support such activities.

Staff recommendation: Discuss and provide input for next steps on planning proposed workshop.
Future “Know Your Rights” workshops may include: (1) Immigration law/rights; (2)
Homelessness law/rights; (3) Marijuana law/rights.
5. DISCUSSION AND ACTION, INCLUDING FORMATION OF AD HOC COMMIITTEES, ON
PROPOSED EVENTS/ACTIVITIES TO SUPPORT AND PARTICIPATE IN, INCLUDING SAN
DIEGO PRIDE PARADE AND FESTIVAL (JULY 13 AND 14, 2019) AND NATION NIGHT
OUT (AUGUST 6, 2019)
Staff recommendation: Discuss and provide input for next steps on planning proposed
participation in above listed event/activity. Future event/activities for HRC support and
participation may include: (1) Chula Vista HarborFest (August 17, 2019); (2) Chula Vista Pride
Day (September 14, 2019); (3) Welcoming America Week (September 13 – 22, 2019) and Chula
Vista Starlight Parade (December 7, 2019)

action is expected to be taken by the Human Relations Commission om these items. If any member of

HUMAN RELATIONS COMMISSION OF THE CITY OF CHULA VISTA
April 25, 2019 6:00 p.m.
The regular meeting of the Human Relations Commission of the City of Chula was called to order
at 6:02 p.m. in City Hall Conference Room 103 located in Public Services North Bldg. C at 276
Fourth Avenue, Chula Vista, California.
ROLL CALL:
PRESENT: Commissioners Branch, Felix, Godinez, Gutierrez, Kean-A yub, Lake, Vice-
Chair Gonzalez and Chair Martinez-Montes
ABSENT: Commissioners Medina, Zadah and Gonzales
OHERS PRESENT: DCA Simon Silva and Anne Steinberger
CONSENT CALENDAR (Items 1-2)
1. CONS IDERATION OF REQUEST FOR EXCUSED
Request from Commissioners Lake and Medina requesting an excused absence from the March 28, 2019 Human Relations Commission meeting.
Staff recommendation: Commission excuses the absence.
2. APPROVAL OF MINUTES FOR REGULAR MARCH 28, 2019 MEETING
Staff recommendation: Commission approves minutes.
ACTION: Commissioner Gonzalez moved to approve Staff’s recommendations and offered
Consent Items 1 and 2 (headings read and text waived). Commissioner Gutierrez
seconded the motion, and it carried by the following vote:
YES: 8- Branch, Felix, Godinez, Gutierrez, Kean-Ayub, Lake, Vice-Chair
Gonzalez, Chair Martinez-Montes

ACTION ITEMS
3. DISCUSSION AND ACTION ON PROPOSED WORKSHOP REGARDING
LAW DAY SUBJECT OF FREE SPEECH, FREE PRESS, AND FREE
SOCIETY AND INDIVIDUAL RIGHTS, A “KNOW YOUR RIGHTS”
WORKSHOP, INCLUDING PLANNING FOR SUCH PARTICIPATION, AND
DISCUSSION AND ACTION REGARDING IDENTIFICATION OF FUTURE
WORKSHOPS
Staff recommendation: Commission to discuss proposed workshop and take steps to implements,
including identification of partners, content, dates, venues, and creation of HRC ad hoc
committee to assist. Action: Creation of Ad hoc committee with Commissioners Kean-Ayub, Branch and Felix to assist on workshop regarding Law Day subject of free speech. Will continue to discuss at next meeting.
4. UPDATE ON SOUTH BAY EARTH DAY OUTREACH Staff recommendation: Commissioners who participated to provide update on event activities and feedback for upcoming events.
Action: There was lot of good feedback from the public and the commission would like to act on the things said by the public. Staff to look into things for the commission to use at outreach events, like business cards and email list for others to join in on the meetings.
5. DISCUSSION AND ACTION REGARDING POTENTIAL EVENTS/ACTIVITES TO
SUPPORT AND PARTICIPATE IN FOR 2019, SUCH AS, BUT NOT LIMITED TO,
PARTICIPATION IN NATIONAL NIGHT OUT DAY, CHULA VISTA PRIDE DAY,
WELCOMING AMERICA WEEK, HUMAN RIGHTS DAY, INCLUDING
PLANNING FOR SUCH PARTICIPATION
Staff recommendation: Commission to discuss next event for HRC to participate in and take steps to implement, including scheduling which HRC member to participate and logistics to attend.
Action: Will keep on the agenda and will discuss the events as they come up. August
6th- National Night Out. September is Pride
6. DISCUSSION REGARDING MUSLIM COMMUNITY AND HOW TO
SUPPORT SAID COMMUNITY
Staff recommendation: Commission to discuss Muslim community, including recent
threats around the nation to mosques, and how to support said community.
Action: Continue the item to the next Human Relations Commission meeting.

7. UPDATE ON WELCOMING CITY CERTIFICATION
Action: Commissioner Godinez moved to approve the ad hoc committee for the commission to
assist and guide staff with welcoming city action plan. Commissioner Gonzalez seconded the
motion and it carried out by the following vote:
YES: 8- Branch, Felix, Godinez, Gutierrez, Kean-Ayub, Lake, Vice Chair Gonzalez,
Chair Martinez-Montes
No: 0

8. PRESENTATION ON SOCIAL MEDIA AND BROWN ACT

9. CHAIR COMMENTS
Commissioner Zadah is going to be resigning from the Commission. City will be looking for a
replacement, but Commissioner Zadah will continue to serve in the interim.
10. COMMISSIONERS’ COMMENTS
There were none.
11. STAFF COMMENTS
Anne- Looking into translation services for the council meetings. Also, listing the
translation for date and time on the website. Also, looking into a translated agenda and
minutes.
ADJOURNMENT At 8:12 p.m. Chair Martinez-Montes adjourned the meeting to the meeting on
Thursday, May 23, 2019 at 6:00 p.m., in Executive Conference Room 103A, Bldg. A, at City Hall 276
