MINUTES OF A REGULAR MEETING OF THE
MEASURE A CITIZENS' OVERSIGHT COMMITTEE
OF THE CITY OF CHULA VISTA
Thursday, March 14, 2019 6:00 p.m.
A Regular Meeting of the Measure A Citizens' Oversight Committee of the City of Chula Vista
was called to order at 6:07 p.m. in the Chula Vista Police Department, Community Room, located
at 315 4th Ave Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Alatorre (arrived at 6:24 p.m.), Anaya, Escobedo
(left at 8:07 p.m.), Ficacci, Guillen (arrived at 6:17 p.m.), Hobson,
Roberts (left at 7:12 p.m.), Rubio, Stucky, Tessitore, Volland and
Chair Martinez
ABSENT: None
ALSO PRESENT: Director of Finance Bilby, Chief Geering Chula Vista Fire
Department , Captain Collum Chula Vista Police Department, City
Attorney Glen Googins
CONSENT CALENDAR
1. APPROVAL OF MINUTES of October 30, 2018.
ACTION: Commissioner Stucky moved to approve the minutes of October 30, 2019.
Commissioner Anaya seconded the motion, and it carried by the following vote:
Yes: 4—Escobedo, Ficacci, Hobson, Martinez, Roberts, Rubio,
Tessitore and Volland
No: 0
Abstain: 0

STAFF PRESENTATIONS
2. MEASURE A REVENUE AND EXPENDITURE UPDATE
Director of Finance Bilby presented a year-to-date Budget Report as of February 28, 2019
unaudited. The summary report was to get the committee familiar with the terminology used by
Finance. The report is a combination of expenditures and revenues. The total annual budget will
be closer to 19 million going into the new fiscal year.

3. STAFFING IMPLEMENTAION UPDATE
Chula Vista Fire Chief Geering gave an update on staffing FY19. Chula Vista Fire has
hired two Deputy Chief's, two Squad Captains, two Squad Fire Fighters and the Public
Education Media Service Captain. Also, the implementation of 4.0 staffing which means
that the units are available faster and sooner than 3.0 staffing.
4. PROPOSED CHANGES TO MEASURE A SPENDING PLAN
Captain Collum gave an overview regarding the FY19 staffing plan. Of the five sworn
positions funded under Measure A one has been filled by a Police Agent. Of the four
professional staff funded under Measure A, two have been filled, one by a Police
Technology Specialist, and the other by Civilian Background Investigator. Two
professional staff positions funded under Measure A remain vacant, those being the 911
police dispatchers.
OTHER BUSINESS
5. STAFF COMMENTS
City Attorney Glen Googins announced that one of the positions funded under Measure
A has been filled. The lead Attorney of the new Criminal Prosecuting Unit,Nicole
Carnaham.
6. CHAIR'S COMMENTS
Chair Martinez thanking the staff and committee members. Chair Martinez asked
committee members to recruit anyone interested in becoming a police officer.
7. COMMISSIONERS'/BOARD MEMBERS' COMMENTS
Committee Member Ficcaci asked about any concerns with South Bay Superior Court
capacity in handling any cases brought forward by the new Criminal Prosecuting Unit.
Committee Member Anaya advised the committee of the recent media coverage
regarding Measure A. Committee Member Anaya encouraged the committee to stay
informed and provide information on any related media coverage.

At 8:13 p.m., Chair Martinez adjourned the meeting to the next Regular Meeting on April 11,
2019 in the Community Room, located at the Chula Vista Police Department, 315 Fourth Ave
