HomeMy WebLinkAbout2019-04-08 SSC Special MinutesMINUTES OF THE SPECIAL MEETING OF THE SUSTAINABILITY COMMISSION OF THE CITY OF CHULA VISTA April 8, 2019 5:00 PM A Regular Meeting of the Sustainability Commission of the City of Chula Vista was called to order at 5:02 pm by Chair Romo in the Executive Conference Room 103, 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Commissioners Guevara-Gluyas, Legaspi, Matthias, Richeson, Ruvalcaba and Chair Romo. ABSENT: McMillin STAFF PRESENT: Environmental Sustainability Manager Wisniewski, Environmental Services Manager Medrano and Administrative Secretary Green. APPROVAL OF MINUTES: Commissioner Legaspi moved to approve the minutes of the regular meeting on March 11, 2019. The motion was seconded by Commissioner Matthias and carried with the following vote: Yes — 6 Guevara-Gluyas, Legaspi, Matthias, Richeson, Ruvalcaba and Chair Romo No -0 Abstain — 0 PUBLIC COMMENTS: None INFORMATION ITEMS 1. Electric Vehicle (EV) infrastructure and new EV/hybrid purchase through the Climate Mayor's Collaborative presented by Steve Knapp, Fleet Manager and Coleen Wisniewski, Environmental Sustainability Manager Steve Knapp and Coleen Wisniewski provided a power point presentation entitled "CV's Evs - On the Road to Electrification" and answered questions from the commissioners. 2. Clean Transportation Programs Currently Being Reviewed by the CPUC presented by Cory Illeman, SDG&E Project Manager Customer Engagement Clean Transportation Cory Illeman gave an overview of California's clean transportation policies and goals and answered questions from the commissioners. ACTION ITEMS 1. Decide whether to work with the Healthy Chula Vista Advisory Commission on the project for Hydration Stations at local high schools in the Sweetwater Union High School District, create a sub -committee, if necessary, to create a plan and then present to both Commissions and later to the City Council. Commissioner Legaspi moved to create a sub -committee of Commissioner Matthias and Commissioner Guevara-Gluyas to partner with the Healthy Chula Vista Advisory Commission on the Hydration Station Page 1 of 3 Sustainability Commission Minutes project. The motion was seconded by Commissioner Richeson and carried with the following vote: Yes — 6 Guevara-Gluyas, Legaspi, Matthias, Richeson, Ruvalcaba and Chair Romo No -0 Abstain — 0 2. Review nominations and vote for the CLEAN Sustainability Champions award winners. After review and discussion of each category's nominees, the commissioners voted on the winner of each category. Commissioner Legaspi then moved to name the winners as follows: Category Award Honorable Mention City Employee Steve Knapp Community Contributor Edilberto "Papa Ed" Samala Resident Carolyn Scofield Rita McIntyre Business San Diego Urban Timber Teacher Megan Willis Kelly Leon Youth Aaron Masikip Kate Anchondo, Rachal Hamilton, Kristian Rosas, Arlene Martinez Organization Community South Bay Salt Through Hope Works Commissioner Richeson seconded the motion and carried with the following vote: Yes — 6 Guevara-Gluyas, Legaspi, Matthias, Richeson, Ruvalcaba and Chair Romo No -0 Abstain — 0 OTHER BUSINESS ACTIVITY REPORT REVIEW Commissioners requested three items be added to the Activity Report: • Voted on the CLEAN Sustainability Champion 2019 award winners • Created a Hydration Station working group to partner on the project with the Healthy Chula Vista Advisory Commission • Participated in South Bay Earth Day by staffing an information table on 4/6/19 STAFF COMMENTS Environmental Sustainability Manager Wisniewski is creating a memo to explain the Bronze rating data. She informed the commission the CLEAN Sustainability Champion awards will be presented at the 4/16/19 City Council meeting, shared that April is the National Mayors Water Challenge and to participate via the website, mywaterpledge.com, the Climate Action Challenge website is up and running, CCA workshops will be held on Page 2 of 3 Sustainability Commission Minutes 5/28 5:30p -7p at the Civic Center Library and on 5/29 5:30p -7p at the Otay Ranch Library, the next NatureScape workshop is on 5/18 at the Southwestern College Botanical Garden. The City was presented with the American Public Works Association Project of the Year award. Environmental Services Manager Manuel Medrano shared the Republic audit is in process with an estimated completion of 6/30/19. He gave the commission an option to hold the June 10 commission meeting at the Republic landfill and/or a tour their facility. Manuel will provide the commissioners a copy of the Republic agreement, which they requested. Senate Bill 667 requires financial infrastructure to be in place by 2021. COMMISSIONERS' COMMENTS Commissioner Matthias shared the next clean-up day is scheduled for 4/27/19 at J St. marina. Commissioner Richeson will be attending the Wildlife Advisory Group meeting on 4/18/19. Commissioner Legaspi requested training and/or a handbook for commissioners on meeting and commissioner protocol. Staff will research. CHAIR'S COMMENTS Chair Romo reminded Staff the Mayor, City Council and the Planning Commission have not yet been invited to attend a Sustainability Commission meeting.
