Persons speaking during Public Comments may address the Board/Commission on any subject

State law generally prohibits the Board/Commission from discussing or taking action on any issue
not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for

HUMAN RELATIONS COMMISSION OF THE CITY OF CHULA VISTA
July 26, 2018 6:00 p.m.
The regular meeting of the Human Relations Commission of the City of Chula was called to order at 6:10
p.m. in HR Conference Room B111-B112 located in Public Services North Bldg. C at 276 Fourth
Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Branch, Felix, Godinez (arrived 6:18 p.m.), B. Gonzales (arrived 6:41
p.m.), Lake, Medina, Zadah, Vice-Chair D. Gonzalez (arrived 6:33 p.m.) and Chair
Martinez-Montes
ABSENT: Commissioners Bordeaux
OTHERS: Secretary Jay Agan, Director of Human Resources Courtney Chase, City Attorney Glen

- Thanked the Commission for speaking at the City Council

Staff recommendation: Commission approves the minutes
ACTION: Commissioner Felix moved to approve staff’s recommendation and offered Consent
Calendar Items 1 and 2, headings read, text waived. Commissioner Branch seconded the
motion, and it carried by the following vote:
YES: 7 – Felix, Branch, Godinez, Lake, Martinez- Montes, Medina, Zadah
NO: 0
ABSTAIN: 0
ACTION ITEM:
3. RECOMMENDATION TO THE CITY COUNCIL REGARDING POSSIBLE CITY
ADOPTION OF A CODE OF CIVIL DISCOURSE
Staff recommendation: Consider presentation by Chris Hulbert, Director of Development for the
National Conflict Resolution Center, and City Attorney Glen Googins regarding a proposed Code
of Civil Discourse; and take such action as the Commission deems appropriate to recommend
City Council action
ACTION: Chair Martinez-Montes recommended City Council to adopt the Code of Civil Discourse.
Commissioner Zadah seconded the motion and it carried by the following vote:
YES: 8 – Martinez-Montes, Zadah, Branch, Felix, Godinez, B. Gonzales, D.
Gonzalez, Lake
NO: 1 – Medina
ABSTAIN: 0
Commissioner Medina requested to record his opposition on Action Item # 3. He wanted
to first adopt the Code of Civil Discourse for only the Commission, then later make a
recommendation to City Council.
4. AD HOC COMMITTEE UPDATES, DISCUSSIONS AND POSSIBLE ACTIONS TO
FURTHER IMPLEMENT CITY APPLICATION FOR CERTIFIED WELCOMING CITY
STATUS
Staff recommendation: Commission take such action(s) as it deems appropriate
• Education:
- Plan a meeting with Anne
• Equitable Access/Civic Engagement:
- Completed the yes/no questionnaire
- Completed a list of potential partnerships for information
- Advertising the commission and their work on the website
- Suggested to have Speaker Slips in multiple languages and have translation support
- Have translator at Council meeting

- Communications with partners with yes/no questionnaire and a completed letter from

5. PROPOSE CITY COUNCIL CONSIDERATION MAKING SEPTEMBER 8, 2018 AS LGBTQ
DAY IN THE CITY OF CHULA VISTA
Staff recommendation: Commission take such action(s) as it deems appropriate
ACTION: Commissioner Felix recommended to propose a recommendation to City Council to
make September 8, 2018 LGBTQ in City of Chula Vista. Commissioner Lake seconded
the motion and it carried by the following vote:
YES: 9 – Felix, Lake, Branch, Godinez, B. Gonzales, D. Gonzales,
Martinez-Montes, Medina, Zadah
NO: 0
ABSTAIN: 0
6. DISCUSSION AND POSSIBLE ACTION REGARDING FEDERAL ACTIONS TO LIMIT
IMMIGRATION ACCESS FROM SPECIFIED COUNTRIES
Staff recommendation: Commission take such action(s) as it deems appropriate
ACTION: Commissioner Zadah will draft up a resolution for next Human Relations Commission
meeting.
7. DISCUSSION AND POSSIBLE ACTION FOR OFFERING TRANSLATION SERVICES AT
CITY COUNCIL MEETINGS
Staff recommendation: Commission take such action(s) as it deems appropriate
ACTION: There were none.
8. CHAIR’S COMMENTS
• Shared about Council Member Diaz’s public event and how there were no translation
services provided. The public did not understand what was being said and was
discouraged to attend to future events.
9. COMMISSIONER’S COMMENTS
• Commissioner Medina thanked the public for their presence and he wants to make the
meeting more inviting for the public
• Commissioner Branch spoke about the upcoming census and how to work with the
census regarding to the citizenship question
10. STAFF’S COMMENTS
• Director of Human Resources Courtney Chase requested that the Commission submits all
Welcoming City documents to Anne
ADJOURNMENT At 8:32 p.m. Chair Martinez-Montes adjourned the meeting to the regular
meeting on August 23, 2018 at 6:00 p.m. in the HR Conference Room B111-

RESOLUTION NO. 2018-003
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA OPPOSING D IS R I M N A T O R Y
POLICIES THAT LIMIT IMMIGRATION ACCESS FROM
SPECIFIED COUNTRIES (MUSLIM BAN)
WHEREAS, Mr. Donald Trump has pledged during his campaign in 2016 numerous times a total
ban of Muslims entry into the United States; and
WHEREAS, the very first version of the Trump admiration’s policy limiting access to immigration
visas was strictly from six Muslim countries; and
WHEREAS, the travel ban was blocked several times by various federal judges from different districts;
WHEREAS, subsequent versions added other countries (Chad, North Korea and Venezuela) in order
to pass the U.S Constitution (Chad was later removed); and
WHEREAS, given the history of our great nation of embracing diversity, different national origins, and
religions, we acknowledge that our great nation is a nation of immigrants that enriches the diversity of our great
nation. Not to mention that Steve Jobs, the founder of Apple, was the son of a Syrian Immigrant. Had Mr.
Trump’s travel ban policy being in effect prior to 1952 (the year Steve Jobs’ father was admitted to the United
states as a refugee), our citizens in our great nation would have not enjoyed some of the best technological
innovations (iPhone, iPad, Mac, etc.) in our modern history; and
WHEREAS, Mr. Trump’s tweets are from iPhone and recently he held a meeting with Tim Cook,
Apple CEO, the only company in the United States to surpass a market cap of one Trillion dollars; and
WHEREAS, recently many of our community members and leaders have lifted their voices in righteous
moral opposition to the Muslim ban; and
WHEREAS, the City of Chula Vista is a community that values humanity, and believes that all human
beings have inalienable rights, regardless of their country of origin and religion; and
WHEREAS, the City of Chula Vista has a rich cultural heritage including contributions from
immigrants around the world; and
WHEREAS, the City of Chula Vista is a member of the Welcoming America Network and is applying
to become a Certified Welcoming City; and
WHEREAS, according to the U.S. Census Bureau, as of July 1, 2017 the population of the City of
Chula Vista is estimated to be 31% foreign-born; and

WHEREAS, several federal judges had ordered that Trump’s policy of limiting access from certain
countries was discriminatory against the Muslims; and
WHEREAS, a policy that denies visas based on national origin and/or religion, causes families to be
separated, as many residents of Chula Vista are not able to unite with their spouses and other family members
from the countries on Trump’s travel ban list; and
WHEREAS, Trump’s policy to be purely politically driven, as there have not been a single proof that
limiting access to the countries on Mr. Trump’s travel ban list will make the U.S safer; and
WHEREAS, the Chula Vista City Council believes it has an obligation to take a stand against government
actions that it believes are immoral and go against the fabrics of our great nation; and
WHEREAS, the City of Chula Vista Human Relations Commission has asked the City Council to
consider taking actions to oppose policies resulting in the denial of immigration visas based on national origin
and/or religion.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does as
follows:
1. Opposes policies resulting in denying visas based on national origin and/or religion.
2. Supports many non-profit organizations to assist individuals reside in Chula Vista with the immigration
paperwork to bring their family members that are eligible for immigration visas through immigration
sponsorship such as I-130 Petitions; and
3. Calls on the United States government to immediately cancel the immigration travel ban, as it goes against
the fabric of our great society and nation, as a whole;
4. Directs the Mayor to forward this resolution to U.S. Representatives Susan Davis and Juan Vargas, U.S.
Senators Kamala Harris and Dianne Feinstein, House Speaker Paul Ryan, Senate Majority Leader Mitch
McConnell, U.S. Attorney General Jeff Sessions, President Donald Trump, members of the San Diego
County Board of Supervisors, and the mayors and city managers of the cities within San Diego County.
