CALL TO ORDER
ROLL CALL: Commissioners Bordeaux, Branch, Felix, Godinez, Gonzales, Gonzalez, Lake,

PUBLIC COMMENTS
Persons speaking during Public Comments may address the Board/Commission on any subject matter
within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law
generally prohibits the Board/Commission from discussing or taking action on any issue not included
on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future
discussion or refer the matter to staff. Comments are limited to three minutes.
CONSENT CALENDAR (Items 1-2)
The Commission will enact the Consent Calendar staff recommendations by one motion, without
discussion, unless a Commissioner, a member of the public, or staff requests that an item be
removed for discussion. Items pulled from the Consent Calendar will be discussed immediately
following the Consent Calendar.

E-mail from Commissioners Godinez and Zadah requesting an excused absence from May 24, 2018
regular Human Relations Commission meeting.
Staff recommendation: Commission excuses the absences.
2. APPROVAL OF MINUTES of May 24, 2018.
Staff recommendation: Commission approves minutes.

ACTION: Commissioner Medina motioned to approve the bylaws. Commissioner Lake seconded
the motion and it carried by the following vote:

WELCOMING CITY AND AD HOC UPDATE.

- Committee agreed to meet with staff from Police, Fire, and Human

MINUTES OF A SPECIAL MEETING OF THE
HUMAN RELATIONS COMMISSION OF THE CITY OF CHULA VISTA
May 24, 2018 6:00 p.m.
The special meeting of the Human Relations Commission of the City of Chula was called to order at 6:02
p.m. in HR Conference Room B111-B112 located in the Public Services North Bldg. C at 276 Fourth
Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Bordeaux, Branch, Felix, B. Gonzales, D. Gonzalez (arrived 6:14 p.m.),
Lake (arrived 6:08 p.m.), Medina, and Chair Martinez-Montes
ABSENT: Commissioner Godinez, and Zadah
OTHERS: Secretary Jay Agan, Director of Human Resources Courtney Chase, City Attorney Glen
Googins, and Marketing & Communication Manager Anne Steinberger
PUBLIC COMMENTS
• Carolyn Scofield from Chula Vista Partners in Courage introduced her
organization and how they were involved with:
- SB54
- Immigration rights
- Welcoming City
- Organization goals:
o Human rights
o Environmental justice
o Legislative accountability
• Margret Baker from South Bay People Power provide information regarding to:
- DOJ vs. California:
o Board of Supervisors sided with the Federal government
o City of Escondido and City of Carlsbad sided with the DOJ
o 24 other cities sided with California
o June 20, 2018, a hearing will be held in Sacramento and the Judge
will decide there will be suspensions with some of the provisions of
SB54

2. APPROVAL OF MINUTES of March 8, 2018
Staff recommendation: Commission approves the Minutes.
- Main questions for the committee:
o Who has access to the entity?
o How sustainable is the entity?
o What are the limitations to the programs?
- Met with Leilani Hines
- Would like to review the Charter
- Exam how the City is training city staff to ensure everyone can access the
programs

• Group discussion of Certified Welcoming City application being submitted
by the end of October 2018.

5. CHAIR’S COMMENTS
Chair Martinez- Montes said the following:
- Thanked the Commission for their work and attending the meeting
- Will have an available position for the Human Relations Commission and
requested staff to email the list of other vacant commission openings
- July 12, 2018 of Boards and Commission reception invitation
- Signs and map for meeting location was great
- Current Table arrangement preferred

ADJOURNMENT At 7:33 p.m. Chair Martinez-Montes adjourned the meeting to the regular on
June 28, 2018 at 6:00 p.m. in the HR Conference Room B11-B112 located in the
Public Services North Bldg. C at 276 Fourth Avenue, Chula Vista, California.
