SPECIAL MEETING OF THE CITY OF CHULA VISTA HUMAN RELATIONS COMMISSION March 8, 2018 Civic Center Library 6:00 p.m. Story Telling Time Conference Room 365 F Street Chula Vista, Ca 91910 CALL TO ORDER ROLL CALL: Commissioners Bordeaux, Branch, Felix, Godinez, Gonzales, Gonzalez, Lake, Medina, Zadah, Co-Chair Culuko, Chair Martinez-Montes PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. CONSENT CALENDAR The Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Commissioner, a member of the public, or staff requests that an item be removed for discussion. Items pulled from the Consent Calendar will be discussed immediately following the Consent Calendar. 1. WRITTEN COMMUNICATION: A. APPROVAL OF MINUTES of February 8, 2018. Staff recommendation: Commission approves the minutes. TIME CERTAIN 6:15 P.M., CONFERENCE CALL WITH WELCOMING AMERICA’S CERTIFIED WELCOMING MANAGER, MELISSA BERTOLO; AND TO ALLOW DISCUSSION AND POSSIBLE ACTION REGARDING CERTIFIED WELCOMING CITY. Staff Recommendation: Commission speaks to Certified Welcoming Manager, Melissa Bertolo, to discuss the process of being Certified Welcoming City. 3. DISCUSSION OR UPDATES OF ITEMS FOR CREATION OF FUTURE BYLAWS. Staff recommendation: Commission reviews and discuss bylaws. 4. DISCUSSION OF POSTING AGENDA IN MULTIPLE LANGUAGES. Staff recommendation: Commission discuss updates and make recommendations. 5. DISCUSSION AND POSSIBLE ACTIONS REGARDING CERTIFIED WELCOMING CITY AND ALLOW THE CREATION OF AD HOC COMMITTEES. MINUTES OF A SPECIAL MEETING OF THE HUMAN RELATIONS COMMISSION OF THE CITY OF CHULA VISTA February 8, 2018 6:00 p.m. The special meeting of the Human Relations Commission of the City of Chula was called to order at 6:01 p.m. in Story Telling Time Conference Room, located in the Civic Center Library at 365 F Street, Chula Vista, California. ROLL CALL PRESENT: Commissioners Bordeaux (arrived at 6:06 p.m.), Branch, Felix, Godinez, Gonzales, Gonzalez, Lake, Medina, Zadah (arrived at 6:06 p.m.), Co-Chair Culuko, and Chair Martinez-Montes OTHERS: Secretary Jay Agan, Director of Human Resources Courtney Chase, Deputy City Attorney Simon Silva, and Marketing & Communication Manager Anne Steinberger PUBLIC COMMENTS • Margaret Baker of South Bay People Power, spoke about the conference she attended, “New Americans in San Diego,” and handed out flyers that she received from the conference. CONSENT CALENDAR (Items 1-2) 1. WRITTEN COMMUNICATION A. Commissioner Zahad requesting an excused absence from January 25, 2018 Human Relations Commission Meeting. Staff recommendation: Commission excuses the absence 2. APPROVAL OF MINUTES of January 25, 2018. Staff recommendation: Commission approves the Minutes. ACTION: Commissioner Gonzales moved to approve staff’s recommendation and offered Consent Calendar Item 1-2 headings read, text waived. Commissioner Godinez seconded the motion, and it carried by the following vote: YES: 9 – Gonzales, Godinez, Branch, Felix, Gonzalez, Lake, Medina, Culuko, Martinez-Montes NO: 0 ABSTAIN: 0 ACTION ITEMS: 3. CONSIDERATION OF SETTING A DATE, TIME LOCATION FOR REGULAR MEETINGS OF HUMAN RELATIONS COMMISSION. Staff recommendation: Commission set time, date, and location for regular meetings for the Commission. ACTION: Commissioner Branch moved to approve the second Thursday of each month at 6:00 p.m. located in the Civic Library’s Conference Room C2 located on 365 F Street, Chula Vista. Commissioner Bordeaux, seconded the motion, and it was carried by the following vote: YES: 11 – Branch, Bordeaux, Felix, Godinez, Gonzales, Gonzalez, Lake, Medina, Zadah, Culuko, Martinez-Montes NO: 0 ABSTAIN: 0 4. DISCUSSION OF ITEMS FORE CREATION OF FUTURE BYLAWS. Staff recommendation: Commission discuss bylaws. ACTION: To be continued at the next Human Relation Commission meeting on March 8. 2018. 5. CONSIDERATION OF POSTING HUMAN RELATIONS COMMISSION AGENDA IN MULTIPLE LANGUAGES. Staff Recommendation: Commission request to translate and to post agenda in other languages. ACTION: Chair Martinez-Montes moved to translate Human Relations Commission’s agenda and minutes into Spanish and Tagalog. Commissioner Godinez seconded the motion, and it was carried by the following vote: YES: 11 – Martinez-Montes, Godinez, Bordeaux, Branch, Felix, Gonzales, Gonzalez, Lake, Medina, Zadah, Culuko NO: 0 ABSTAIN: 0 6. DISCUSSION AND POSSIBLE ACTION REGARDING WELCOMING STANDARD AND CERTIFIED WELCOMING CITY. Staff recommendation: Commission discuss action plan regarding to Welcoming Standards and Certified Welcoming City ACTION: Commissioner Lake moved to let Staff to survey the Commissioners to indicate which of the Welcoming City’s seven focus areas he or she would like to participate in as an ad hoc committee member. Commissioner Gonzales seconded the motion, and it was carried by the following vote: YES: 11 – Lake, Gonzales, Bordeaux, Branch, Felix, Godinez, Gonzalez, Medina, Zadah, Culuko, Martinez-Montes NO: 0 ABSTAIN: 0 OTHER BUSINESS 7. CHAIR’S COMMENTS • Attended the Arts & Culture Commission’s Human Rights Watch. 8. COMMISSIONERS’ COMMENTS • Commissioner Gonzalez spoke about her creating a printer friendly Welcoming City Catalog. • Commissioner Felix wanted additional information how City of San Diego received their grant. He also would like the Commission to have a partnership with Chambers of Commerce. • Co-Chair Culuko thanked the public for attending the meeting. 9. STAFF COMMENTS: • Director of Human Resources Courtney Chase will not be present for the March 8, 2018 Human Relations Commission Meeting. ADJOURNMENT At 7:49 p.m. Chair Martinez-Montes adjourned the meeting to the regular on March 8, 2018 at 6:00 p.m. in the Civic Library’s Conference Room C2 located on 365 F Street, Chula Vista, California.
